Adjournment aiRAFT MINUTES OF THE PROCEEDINGS OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JUNE 23, 1997 CITY HALL CALL TO ORDER The Brooklyn Center Economic Development Authority (EDA) met in regular session and was called to order by President Myrna Kragness at 9:43 P.M. ROLL CALL President Myrna KraQness, Commission members Kathleen Carmody, Debra Hilstrom, Kay Lasman, and Robert Peppe. Also present: Executive Director Michael J. McCauley, Community Development Specialist Tom Bublitz, Public Services Director Diane Spector, City Attorney Charlie LeFevere, and Council Secretary LeAnn Larson. • APPROVAL OF AGENDA AND CONSENT AGENDA A motion by Commission member Carmody and seconded by Commission member Hilstrom to approve the agenda and consent agenda as printed passed unanimously. APPROVAL OF MINUTES A motion by Commission member Carmody and seconded by Commission member Hilstrom to approve the minutes of the May 27, 1997 -- Regular Session and June 9, 1997 -- Regular Session as printed passed unanimously. CON MISSION CONSIDERATION ITEMS RESOLUTION ACCEPTING QUOTATIONS AND AWARDING CONTRACT FOR RESIDENTI_AL STRUCTURE REMOVAL FOR 53RD AVENUE DEVELOPMENT AND LINKAGE PROJECT RESOLUTION NO 97 -19 Member Lasman introduced the following resolution and moved its adoption: 6/23/97 -1- "DRAFT RESOLUTION ACCEPTING QUOTATIONS AND AWARDNG CONTRACT FOR RESIDENTIAL STRUCTURE REMOVAL FOR 53RD AVENUE DEVELOPMENT AND LINKAGE PROJECT The motion for the adoption of the foregoing resolution was duly seconded by member Carmody and passed unanimously. OPTIONS FOR EDA HOUSING REHABILITATION DEFERRED LOAN PROGRAM Executive Director McCauley briefly described four options available for revising the home rehabilitation program. The options are: 1) Use CDBG funds to "buy down" the interest rates on MHFA Fix Up Fund loans; 2) Keep the CDBG home rehab program in place, but use the funds to target certain neighborhoods; 3) Refer persons with rehabilitation needs to existing NLHFA programs, but keep a limited amount of CDBG funds available for emergencies; and, 4) Eliminate the program completely and refer persons to existing loan programs, including MHFA loans. Commission consensus was in support of using the option of "buying down" the interest rates as it bernefitted the greatest number, of people. A motion by Commission member Carmody and seconded by Commission member Peppe to pursue option 1- -the "buy down" of interest rates passed unanimously. • ADJOURNMENT A motion by Commission member Carmody and seconded by Commission member Hilstrom to adjourn the meeting at 10:00 p.m. passed unanimously. McCauley, City Manager , From: Tom Bublitz, Community Development Specialist Date: July 10, 1997 Re: Resolution Approving Plans and Specifications and Authorizing Advertisement for Bids for Sale and Removal of Houses in the 53rd Avenue Development and Linkage Project Based on inspections of the houses in the 53rd Avenue Development and Linkage Project by City staff and a licensed house mover, the following properties are being recommended for sale and removal: 5315 -4th Street North 5311 -4th Street North 516 -53rd Avenue North 600 -53rd Avenue North 620 -53rd Avenue North 610 -53rd Avenue North • 5304 Bryant Avenue North 5307 Camden Avenue North The properties listed above appear to have potential for sale and removal to areas outside the city of Brooklyn Center. As to whether or not the w' y all ill be sold is somewhat an issue of supply and demand. There are a great number of homes currently n the market due in art t t Y P o he removal of homes in Richfield and Bloomington as part of the Metropolitan Airports Commission project. Only the most marketable of the available houses are being purchased. In staff's opinion, the two most marketable homes in the previously listed group are the ramblers at 5304 Bryant Avenue North and 5307 Camden Avenue North. The remaining properties are mostly story- and -a -half residences and fourplexes. The story-and -a -half properties are generally less marketable than ramblers, and the two fourplexes are movable but there must be a demand and market for this type of structure before movers will purchase it. Houses not purchased under this offering will be included in the final demolition contract for the 53rd Avenue Development and Linkage Project. A copy of the specifications for this project will be available for review in Engineering. • Official Notice to Bidders • Sale and Removal of Residential Structures 53rd Avenue Development and Linkage Project Economic Development Authority in and for the City of Brooklyn Center, Minnesota OWNER: The Economic Development Authority in and for the City of Brooklyn Center, Minnesota, hereby gives notice that sealed Proposals will be received in the office of the City Clerk, 6301 Shingle Creek Parkway, Brooklyn Center, Minnesota, for the following described project: 53rd Avenue Development and Linkage Project The major quantities of the work are as follows: Sale and removal of six single - family residential properties and two four -unit residential properties TIME: Sealed bids will be received until 11:00 A.M., local time, on the 5th day of August, 1997, at the Brooklyn Center City offices, at which time and place the City Clerk and the EDA Executive Director, or their designated representatives, shall publicly open and read aloud the bids. • Proposals arriving after the designated time will be returned unopened. BIDS: To be considered, bids must be sealed and addressed to the City Clerk, Economic Development Authority, City of Brooklyn Center, 6301 Shingle Creek Parkway, Brooklyn Center, 55430. Bids shall be endorsed with the name and address of the bidder and the project name (53rd Avenue Development and Linkage Project) for which the bid is being submitted. CONTRACT DOCUMENTS: Copies of proposal forms, plans and specifications may be obtained at the Community Development Department, 6301 Shingle Creek Parkway, Brooklyn Center, Minnesota. BID SECURITY: No bid will be considered which is not accompanied by a cash deposit, certified check, cashier's check, or satisfactory bid bond payable to the Economic Development Authority, City of Brooklyn Center, in an amount of not less than five percent (5 %) of the bid amount. RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR SALE AND REMOVAL OF HOUSES IN THE 53RD AVENUE DEVELOPMENT AND LINKAGE PROJECT WHEREAS, the Economic Development Authority in and for the City of Brooklyn Center (EDA) has acquired the following properties as part of the 53rd Avenue Development and Linkage Project: Property Address EDA Resolution No. 5315 -4th Street North 97 -03 5311 -4th Street North 96 -33 516 -53rd Avenue North 97 -03 600 -53rd Avenue North 97 -03 620 -53rd Avenue North 97 -04 610 -53rd Avenue North 97 -04 5307 Camden Avenue North 96 -33 • 5304 Bryant Avenue North 96 -33 WHEREAS, it is necessary for the EDA to remove the above residential structures as part of the 53rd Avenue Development and Linkage Project; and WHEREAS, the Community Development Department has completed plans and specifications for the sale and removal of the above listed properties. NOW, THEREFORE, BE IT RESOLVED by the Economic Development Authority in and for the City of Brooklyn Center as follows: 1. The Community Development Department has prepared plans and specifications for said project. The plans and specifications are hereby approved and ordered filed with the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official newspaper an advertisement for bids for the project in accordance with the approved plans and specifications. The advertisement shall be published in accordance with Minnesota Statutes shall specify the work to be done, and shall state the time and location at which bids will be opened by the City Clerk and the EDA Executive Director or their designees. Any bidder whose responsibility is questioned during the consideration of the bid will be given an opportunity to address the EDA Board on the issue of • responsibility. No bids will be considered unless sealed and filed with the City Clerk and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Brooklyn Center EDA for five percent (5 %0) of the amount of such bid. EDA RESOLUTION NO. Date President The motion for the adoption of the foregoing resolution was duly seconded by commissioner and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted. •
