Adjournment DRA MINUTES OF THE PROCEEDINGS OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JULY 14, 1997 CITY HALL CALL TO ORDER The Brooklyn Center Economic Development Authority (EDA) met in regular session and was called to order by President Myrna Kragness at 8:45 p.m. ROLL CALL President Myrna Kragness, Commission members Debra Hilstrom, Kay Lasman, and Robert Peppe. Also present: Executive Director Michael J. McCauley, Assistant City Manager Jane Chambers, City Attorney Charlie LeFevere, and Council Secretary LeAnn Larson. • Commission member Kathleen Carmody was absent and excused. APPROVAL OF AGENDA AND CONSENT AGENDA A motion by Commission member Hilstrom and seconded by Commission member Peppe to approve the agenda and consent agenda as printed passed unanimously. APPROVAL OF MINUTES A motion by Commission member Hilstrom and seconded by Commission member Peppe to approve the minutes of the June 23, 1997 -- Regular Session as printed passed unanimously. RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR SALE AND REMOVAL OF HOUSES IN THE 53RD AVENUE DEVELOPMENT AND LINKAGE PROJECT RESOLUTION NO. 97 -20 Member Hilstrom introduced the following resolution and moved its adoption: • RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING 7/14/97 -1- DRAFT ADVERTISEMENT FOR BIDS FOR SALE AND REMOVAL OF HOUSES IN THE 53RD AVENUE DEVELOPMENT AND LINKAGE PROJECT The motion for the adoption of the foregoing resolution was duly seconded by member Peppe and passed unanimously. ADJOURNMENT A motion by Commission member Hilstrom and seconded by Commission member Lasman to adjourn the meeting at 8:46 p.m. passed unanimously. McCauley, City Manager / From: Tom Bublitz, Community Development Specialist Date: August 5, 1997 Re: Resolution Accepting Bids and Awarding Contracts for Residential Structure Removal for 53rd Avenue Development and Linkage Project At the July 14, 1997, EDA meeting, the Brooklyn Center EDA authorized an advertisement for bids for the sale of eight residential properties in the 53rd Avenue Development and Linkage Project. The properties included in this bid are 516 -53rd Avenue North, 600 -53rd Avenue North, 610 -53rd Avenue North, 620 -53rd Avenue North, 5311 -4th Street North, 5315 -4th Street North, 5307 Camden Avenue North and 5304 Bryant Avenue North. Bids were opened on August 5, 1997, and bids were received for the following properties: B�dlr >': Ernst Machinery and House $500 $500 • Movers Corp. [ Carlson Construction No bid $3,101 The resolution included with this memorandum would award contracts for the sale and removal of the properties at 516 -53rd Avenue North and 5304 Bryant Avenue North. The properties that were not sold will be included in the final demolition contract. A copy of the plans and specifications for removal of the structures sold under this contract will be available in the Engineering Department for review by the EDA Board at the August 11 EDA meeting. • Commissioner introduced the following resolution and is moved its adoption: EDA RESOLUTION NO. RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACTS FOR RESIDENTIAL STRUCTURE REMOVAL FOR 53RD AVENUE DEVELOPMENT AND LINKAGE PROJECT WHEREAS, pursuant to an advertisement for bids for the sale and removal of residential structures in the 53rd Avenue Development and Linkage Project, two bids were received, opened and tabulated by the City Clerk and Community Development Director on the 5th day of August, 1997. Said bids were as follows: Bidder Address Bid Ernst Machinery and House Movers Corp. 516 -53rd Avenue North $500 Ernst Machinery and House Movers Corp. 5304 Bryant Avenue North $500 Carlson Construction 5304 Bryant Avenue North $3,101 NOW, THEREFORE, BE IT RESOLVED by the Economic Development Authority in and for the City of Brooklyn Center, Minnesota, that: • 1. The Executive Director is hereby authorized to enter into a contract with the following bidders in the name of the Economic Development Authority in and for the City of Brooklyn Center, according to the plans and specifications therefore approved by the EDA and on file in the Community Development Department: Ernst Machine and House tY P P Machinery Movers Corp. for 516 -53rd Avenue North and Carlson Construction for 5304 Bryant Avenue North. 2. The City Y Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposit of the successful bidders and the next highest bidders shall be retained until a contract is signed. McCauley, City Manager From: Tom Bublitz, Community Development Specialist! l Date: August 5, 1997 Re: Resolution Approving Plans and Specifications and Authorizing Advertisement for Bids for Final Phase of Demolition of Residential Structures for the 53rd Avenue Development and Linkage Project The resolution included with this memorandum provides for the advertisement for bids for the final phase of demolition in the 53rd Avenue Development and Linkage Project. To date, ten of the structures have been demolished, three have been sold for relocation outside of the city, and 15 will be included in the final demolition contract. Asbestos abatement must still be completed on the properties included in this resolution before they are demolished. Asbestos abatement should be completed by mid- to late-September, depending on the extent of asbestos in the properties and the availability of abatement contractors. After asbestos abatement is complete, demolition of the properties will be undertaken and should be completed by mid - October. • A copy of the plans and specifications for demolition will be available in the Engineering Department at the August 11 EDA meeting for review by the EDA Board. • Commissioner introduced the following resolution and • moved its adoption: EDA RESOLUTION NO. NOW, THEREFORE, BE IT RESOLVED by the Economic Development Authority ty nand for the City of Brooklyn Center as follows: 1. The Community Development department has prepared plans and specifications for said project. The plans and specifications are hereby approved and ordered filed with the City Clerk. • EDA RESOLUTION NO. 2. The City Clerk shall prepare and cause to be inserted in the official newspaper an advertisement for bids for the project in accordance with the approved plans and specifications. The advertisement shall be published in accordance with Minnesota Statutes shall specify the work to be done, and shall state the time and location at which bids shall be opened by the City Clerk and the EDA Executive Director or their designees. Any bidder whose responsibility is questioned during the consideration of the bid will be given the opportunity to address the EDA Board on the issue of responsibility. No bids will be considered unless sealed and filed with the City Clerk and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Brooklyn Center EDA for five percent (5 %) of the amount of such bid. McCauley, City Manager / From: Tom Bublitz, Community Development Specialist Date: August 5, 1997 Re: Resolution Approving Plans and Specifications and Authorizing Advertisement for Bids for Final Phase of Asbestos Abatement in Residential Structures for 53rd Avenue Development and Linkage Project The resolution included with this memorandum provides for the advertisement for bids for the final phase of asbestos abatement in the 53rd Avenue Development and Linkage Project. Legend Technical Services is under contract with the EDA to provide technical assistance to the EDA in preparing specifications for abatement and coordinating the abatement project, including project management and final air monitoring. State law requires that asbestos - containing materials (ACMs) must be removed prior to demolition of any structure. A copy of the plans and specifications for asbestos abatement prepared by Legend Technical • Services will be available for review in the Engineering Department prior at the August 11 EDA meeting. • Commissioner introduced the following resolution and moved its adoption: EDA RESOLUTION NO. NOW, THEREFORE, BE IT RESOLVED by the Economic Development Authority in and for the City of Brooklyn Center as follows: 1. The plans and specifications prepared by Legend Technical Services for asbestos abatement are hereby approved and ordered filed with the City Clerk. 2.
