SPECIAL SESSION

CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority (HRA) met in special session and
was called to order by Chair Myrna Kragness at 7:16 p.m.
ROLL CALL
Chair Myrna Kragness, Commissioners Kathleen Carmody, Debra Hilstrom, and Charles F.
Nichols, Sr. Also present: Executive Director Michael J. McCauley, City Attorney Charlie
LeFevere, and Council Secretary LeAnn Larson.
Commissioner Kristen Mann was absent and excused.
• APPROVAL OF AGENDA AND CONSENT AGENDA
A motion by Commissioner Hilstrom and seconded by Commissioner Carmody to approve the
agenda and consent agenda as printed passed unanimously.
APPROVAL OF MINUTES
A motion by Commissioner Hilstrom and seconded by Commissioner Carmody to approve
minutes of the September 9, 1996 -- Special Session as printed passed unanimously.
COMMISSION CONSIDERATION ITEMS
PRELIMINARY HRA 1997 TAX LEVY AND BUDGET
Executive Director McCauley explained that the Housing and Redevelopment Authority
requests the City of Brooklyn Center to levy a property tax for the benefit of the HRA for the
year 1997. The HRA's tax levy for 1997 will be included in the City's certification to
Hennepin County Auditor of a final tax levy.

The City Manager presented the budget necessary for operation of the Brooklyn Center •
Housing and Redevelopment Authority during 1997.
RESOLUTION NO. 96 -04
Commissioner Hilstrom introduced the following resolution and moved its adoption:
RESOLUTION ESTABLISHING THE FINAL TAX LEVY FOR THE BROOKLYN
CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR THE YEAR 1997
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner
Carmody and passed unanimously.
RESOLUTION NO. 96 -05
Commissioner Hilstrom introduced the following resolution and moved its adoption:
RESOLUTION APPROVING THE FINAL BROOKLYN CENTER HOUSING AND
REDEVELOPMENT AUTHORITY BUDGET FOR THE YEAR 1997 PURSUANT TO MSA
CHAPTER 469.033, SUBDIVISION 6 AND MSA CHAPTER 469.107, SUBDIVISION 1
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner
Carmody and passed unanimously. .
ADJOURNMENT
A motion by Commissioner Hilstrom and seconded by Commissioner Nichols to adjourn the
meeting at 7:20 p.m. passed unanimously.

SUBJECT: Preliminary H.R.A. 1998 Tax Levy and Budget
Attached are resolutions adopting a preliminary 1998 H.R.A. Budget and requesting the
City Council to levy a preliminary 1998 property tax on behalf of the H.R.A.

amount. For 1998, we expect this levy will raise $130,604 less $3,918 for the 3%
estimated uncollectible allowance, for a net revenue of $126,686. We also expect to
receive $15,556 of homestead credit from the State of Minnesota. These revenues total
$142,242. The entire amount will be transferred to the E.D.A. which has more flexibility
• under state law to conduct programs.

RESOLUTION ESTABLISHING THE PRELIMINARY TAX LEVY FOR THE
BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY
FOR THE YEAR 1998
WHEREAS, Minnesota statutes currently require certification to the Hennepin
County Auditor of a preliminary tax levy on or before September 15, 1997 and a final tax levy
on or before December 29, 1997.
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment
Authority of the City of Brooklyn Center as follows:
Section 1: That there be and hereby is levied a property tax for the Housing and
Redevelopment Authority, for the year 1998, at a rate of 0.0131 % of taxable market value of all
taxable property, real and personal, situated within the corporate limits of the City of Brooklyn
Center, Minnesota and not exempted by the Constitution of the State of Minnesota or the valid
laws of the State of Minnesota, for the purpose of establishing an H.R.A. Fund and conducting
the operation of a H.R.A. pursuant to the provisions of MSA 469.001 through 469.047.
Section 2: That there be and hereby s levied an additional roe tax for the

Housing and Redevelopment Authority, for the year 1998, at a rate of 0. 00 13 % of taxable market
value of all taxable property, real and personal, situated within the corporate limits of the City of
Brooklyn Center Minnesota and not exempted pted by the Constitution of the State of Minnesota or
the valid laws of the State of Minnesota, for the purpose of defraying costs of providing
informational service and relocation assistance as authorized by MSA 469.033, subdivision 6.
Section 3: That the consent resolution by the City Council of the City of
Brooklyn Center to this special tax for the operation of the Housing and Redevelopment Authority
be attached to this resolution and made a part of it.
