The meeting was called to order at 7:08 p.m. by Chair Tim Willson.

Motion was made by Walter Bursch, seconded by Jim Hoist, to approve the minutes of Aprii 23, 1997.
Motion passed unanimously.
OLD BUSINESS
Review of Charter Commission Records-
Chair Willson stated that the City Clerk provided him with a copy of the records retention schedule
pertaining to charter records. A review of the records that the Administrati ve Assistant had along with
records the city has will need to be done to decide what records can be kept and what records, if any, can
be destroyed.

Chair w iiison stated that he discussed with the City Manager, -like McCauley, his possibie
` 1f nmendarions to find a new Administrative Assistant. The City Manager informed the Chair that no
current staff members would be interested in doing this task. The temporary clerical service used in the

Discussion was held regarding the last paragraph of item XIU, regarding what responsibilities the city
staff' has. The Administrative Assistant stated that she has always updated the membership roster list and
provided it to city staff, and answered any questions that city staff had about appointments,
reappointments, and terminations. She also stated that when a vacancy notice was published in the
newspaper, c' '

potential members had, they were then referred to her for further clarification.
Motion by Todd Paulson, seconded by Rodney Snyder to call the question. Motion passed.
_Motion by Phil Juaire, seconded by Nancy Carlson that the current commission Secretary (Diane
Swanson) will take over secretarial duties for the commission. and use city staff to assist her as sue s es, ted

CHARTER COMMISSION
Court Appointed
The Charter Commission reviews the existing charter, considers proposed changes and makes
® recommendations to the City Council, and safeguards the concept of Home -Rule under the existing
charter and Home Rule provisions in the state statutes. Commissioners serve a four -year term,
up to two consecutive terms. Chairperson and fourteen members.

RE: Secretarial Service
Dear Mr. Willson:
As we discussed on Friday, October 1 1997, I have posted the Secretarial Assistant position opening
notice at City Hall, both upstairs and downstairs at the Community Center, and I mailed a notice to the
Brookdale Library for posting. Application packets are available, including the City's Business Ethics
Policv.
With regard to your inquiry pertaining to a secretarial service, the City previously had a contract
agreement with TimeSaver Off Site Secretarial Service, 320 East Main Street, Anoka, MN, 55303, to
take minutes at the City Council meetings (the Planning Commission still has a contract with
TimeSaver). The City paid $21.00 per hour and $9.25 per page. We had a written contract agreement
with TimeSaver outlining our needs and expectations. Should you need any additional information,

For the
CITY OF BROOKLYN CENTER CHARTER
COMMISSION
This is an independent, 15 member, Commission, established by the State of
Minnesota Constitution, and appointed by the Chief Judge of the District
Court, which reviews and acts upon proposed changes to the
Charter of the City of Brooklyn Center
The Charter Commission meets the third Wednesday evening of the month.
at Brooklyn Center City Hall
(8 - 10 months per year)
- 10 hours per month
S 10.00 - S 12.00 per hour depending on qualifications
Duties include: Attend Charter Commission meetings, Take & transcribe
minutes, Type & mail agenda for next meeting, Maintain Commission
records, interact with City Staff as requested, Assist Commission in
correspondence & and other areas as deemed necessary.
Qualifications: Post high school education, Excellent communication skills.
Word processing skills, .Interest in Citv Qovernment, Ability to work
independently; Computer access & telephone answering machine at home
extremely important.
