Informal Open Forum with City Council - Provides an opportunity for the public to address the Council on items which are not on the agenda. Open Forum will be limited to 15 minutes, it is not televised, and it may not be used to make personal attacks, to air personality grievances, to make political endorsements, or for political campaign purposes. Council Members will not enter into a dialogue with citizens. Questions from the Council will be for clarification only. Open Forum will not be used as a time for problem solving or reacting to the comments made but, rather, for hearing the citizen for informational purposes only. 3. Approval of Agenda and Consent Agenda -The following items are considered to be routine by the Housing and Redevelopment Authority d will be enacted acted by one motion. There will be no separate discussion of these items unless a Commissioner so requests, in which event the item will be removed from the consent agenda and considered at the end of Commission Consideration Items. a. Approval of Minutes Commissioners not present at meetings will be recorded as abstaining from the vote on the minutes. 1. September 8, 1997- Regular Session 7. Commission Consideration Items a. HRA 1998 Tax Levy and Budget 1. Resolution Establishing the Final Tax Levy for the Brooklyn Center Housing and Redevelopment Authority for the Year 1998 -Requested Commission Action: - Motion to adopt resolution. 2. Resolution Approving the Final Brooklyn Center Housing and Redevelopment Authority Budget for the Year 1998 Pursuant to MSA Chapter 469.033, Subdivision 6 and MSA Chapter 469.107, Subdivision 1 - Requested Commission Action: - Motion to adopt resolution. 8. Adjournment LOPIR %Z • MINUTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION SEPTEMBER 8, 1997 CITY HALL CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority (HRA) met in regular session and was called to order by Chair Myrna Kragness at 9:32 p.m. ROLL CALL Chair Myrna Kragness, Commissioners Kathleen Carmody, Debra Hilstrom, Kay Lasman, and j Robert Peppe. Also present: Executive Director Michael J. McCauley, Assistant City Manger Jane Chambers, City Attorney Charlie LeFevere, and Council Secretary LeAnn Larson. • APPROVAL OF AGENDA AND CONSENT AGENDA A motion by Commissioner Hilstrom and seconded by Commissioner Carmody to approve the agenda and consent agenda as printed passed unanimously. APPROVAL OF MINUTES A motion by Commissioner Hilstrom and seconded by Commissioner Carmody to approve minutes of the December 16, 1996 -- Special Session as printed passed; Commissioners Lasman and Peppe were recorded as abstaining since they were not members of the Authority on December 16, 1996. COMMISSION CONSIDERATION ITEMS PRELIMINARY HRA 1998 TAX LEVY AND BUDGET RESOLUTION NO. 97-1 Member Carmody introduced the following resolution and moved its adoption: RESOLUTION ESTABLISHING THE PRELIMINARY TAX LEVY FOR THE BROOKLYN . • CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR THE YEAR 1998 9/8/97 -1- The motion for the adoption of the foregoing resolution was duly seconded b member Lasman • p g g Y Y and passed unanimously. RESOLUTION NO. 97 -2 Member Carmody introduced the following resolution and moved its adoption: RESOLUTION APPROVING THE PRELIMINARY BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY BUDGET FOR THE YEAR 1998 PURSUANT TO MSA CHAPTER 469.033, SUBDIVISION 6, AND MSA CHAPTER 469.107, SUBDIVISION 1 The motion for the adoption of the foregoing resolution was duly seconded by member Lasman and passed unanimously. RESOLUTION ESTABLISHING THE FINAL TAX LEVY FOR THE BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR THE YEAR 199 WHEREAS, Minnesota statutes currently require certification to the Hennepin County Auditor of a final tax le on or before Decem ber 29, 1997. tY levy NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of the City of Brooklyn Center as follows: Section 1: That there be and hereby is levied a property tax for the Housing and Redevelopment Authority, for the year 1998, at a rate of 0.0131 % of taxable market value of all taxable property, real and personal, situated within the corporate limits of the City of Brooklyn Center, Minnesota and not exempted by the Constitution of the State of Minnesota or the valid laws of the State of Minnesota, for the purpose of establishing an H.R.A. Fund and conducting the operation of a H.R.A. pursuant to the provisions of MSA 469.001 through 469.047. Section 2: That there be and hereby is levied an additional property tax for the Housing and Redevelopment Authority, for the year 1998, at a rate of 0. 00 13 % of taxable market value of all taxable property, real and personal, situated within the corporate limits of the City of Brooklyn Center, Minnesota and not exempted by the Constitution of the State of Minnesota or the valid laws of the State of Minnesota, for the purpose of defraying costs of providing informational service and relocation assistance as authorized by MSA 469.033, subdivision 6. Section 3: That the consent resolution by the City Council of the City of Brooklyn Center to this special tax for the operation of the Housing and Redevelopment Authority be attached to this resolution and made a part of it. RESOLUTION APPROVING THE FINAL BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY BUDGET FOR THE YEAR 1998 PURSUANT TO MSA CHAPTER 469.033, SUBDIVISION 6 AND MSA CHAPTER 469.107 S 13DTVISION 1 WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has considered the budget and finds that this budget is necessary for the operation of the Brooklyn Center Housing and Redevelopment Authority during the year 1998. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority for the City of Brooklyn Center as follows: 1. that the budget of the Housing and Redevelopment Authority for said City is hereby approved and shall be: ESTIMATED REVENUES: General Property Taxes $125,583 Intergovernmental Revenue Homestead Credit 18.30 4 Total Revenue by Source $143,887 APPROPRIATIONS: Transfer to E.D.A. Fund $143,887 2. that a copy of this resolution be submitted to the City Council of the City of Brooklyn Center.
