CALL TO ORDER
The Brooklyn Center Economic Development Authority (EDA) met in regular session and was
called to order by President Myrna Kragness at 8:05 p.m.
ROLL CALL
President Myrna Kragness, Commissioners Kathleen Carmody, Debra Hilstrom, Kristen Mann, and
Charles F. Nichols, Sr. Also present were City Manager Michael J. McCauley, Director of Public
Services Diane Spector, Community Development Specialist Tom Bublitz, City Attorney Charlie
LeFevere, and Council Secretary Connie Beckman.
APPROVAL OF AGENDA AND CONSENT AGENDA
A motion by Commissioner Hilstrom and seconded by Commissioner Carmody to approve the
August 26, 1996, agenda and consent agenda as printed passed unanimously.
APPROVAL OF MINUTES
A motion by Commissioner Hilstrom and seconded by Commissioner Carmody to approve minutes
of the August 12, 1996 - Regular Session as printed passed unanimously.
COMMISSION CONSIDERATION ITEMS
RESOLUTION AUTHORIZING ACQUISITION OF CERTAIN REAL PROPERTY WITHIN THE
CITY OF BROOKLYN CENTER LOCATED AT 714 -53RD AVENUE NORTH AND
AUTHORIZING EXECUTIVE DIRECTOR TO NEGOTIATE A PURCHASE AGREEMENT FOR
ACQUISITION OF THE PROPERTY
The City Manager explained acquisition of said property includes a two block area. The amount of
money being resolved for payment to the owner of the single - family property located at 714 -53rd
Avenue is $62,000 (fair market value) plus $5,000 to cover any potential relocation benefits to which
they may be entitled if a CDBG project is established in their area. The owners of the home have
agreed with the amount being offered.
Commissioner Hilstrom inquired the asking price of the home when it was listed with a Realtor. The
City Manager responded almost $80,000.

Commissioner Kathleen Carmody introduced the following resolution and moved its adoption: •
RESOLUTION AUTHORIZING ACQUISITION OF CERTAIN REAL PROPERTY WITHIN THE

The motion for the adoption of the foregoing resolution was duly seconded by Commissioner
Charles Nichols and passed unanimously.
ADJOURNMENT
A motion by Commissioner Carmody and seconded by Commissioner Mann to adjourn the meeting
at 8:11 p.m. passed unanimously.

MEMORANDUM

SUBJECT: Preliminary E.D.A. 1997 Tax Levy and Budget
Attached are resolutions adopting a preliminary 1997 E.D.A. Budget and requesting the City
Council to levy a preliminary 1997 property tax on behalf of the E.D.A.
The E.D.A. is limited by state law to a property tax levy of no more than 0.01813% of the City's
taxable market value. For 1997, we recommend levying the maximum which will raise $179,124
less $5,374 for the 3% estimated uncollectible allowance, for a net revenue of $173,750. The
E.D.A. will also receive a variety of other revenues as shown on the attached budget resolution.
The E.D.A. is the City's primary vehicle for carrying out housing programs and economic
redevelopment.

ECONOMIC DEVELOPMENT AUTHORITY BUDGET FOR THE YEAR 1997
PURSUANT TO MSA CHAPTER 469.107. SUBDIVISION 1
WHEREAS, the Brooklyn Center Economic Development Authority has considered
the preliminary budget and finds that this budget is necessary for the operation of the Brooklyn
Center Economic Development Authority during the year 1997.
NOW, THEREFORE, BE IT RESOLVED by the Economic Development
Authority for the City of Brooklyn Center as follows:
1. that the preliminary budget of the Economic Development Authority for said City is
hereby approved and shall be:

RESOLUTION REQUESTING THE CITY OF BROOKLYN CENTER TO LEVY
TAXES FOR THE BENEFIT OF THE BROOKLYN CENTER ECONOMIC
DEVELOPMENT AUTHORITY FOR THE YEAR 1997
WHEREAS, Minnesota statutes currently require certification to the Hennepin
County Auditor of a preliminary tax levy on or before September 16, 1996 and a final tax levy
on or before December 30, 1996.
NOW, THEREFORE, BE IT RESOLVED by the Economic Development
Authority of the City of Brooklyn Center as follows:
Section 1: That the Economic Development Authority requests the City of
Brooklyn Center to levy a property tax for the benefit of the Economic Development Authority,
for the year 1997 at a rate not to exceed 0.01813 % of taxable property, real and personal, situated
within the corporate limits of the City of Brooklyn Center, Minnesota and not exempted by the
Constitution of the State of Minnesota or the valid laws of the State of Minnesota, for the purpose
of maintaining the E.D.A. Special Operating Fund pursuant to MSA Chapter 469.107,
• Subdivision 1.
Section 2: The City of Brooklyn Center will include the Economic Development
Authority's tax levy for the year 1997 in the City of Brooklyn Center's certification to the
Hennepin County Auditor of a preliminary tax levy on or before September 16, 1996 and a final
tax levy to on or before December 30, 1996.
