Authority and will be enacted by one motion. There will be no separate discussion of
these items unless a Commissioner so requests, in which event the item will be removed

Commissioners not present at meetings will be recorded as abstaining from the vote
on the minutes.

CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority (HRA) met in special session and
was called to order by President Myrna Kragness at 7:03 p.m.
ROLL. CALL
President Myrna Kragness, Commissioners Kathleen Carmody, Debra Hilstrom, and Kristen
Mann. Also present were Interim City Manager Cam Andre, Finance Director Charlie
Hansen, City Attorney Charlie LeFevere, and Council Secretary Connie Beckman.
COMMISSION CONSIDERATION ITEMS
'll RESOLUTION APPROVING THE FINAL BROOKLYN CENTER HOUSING AND
REDEVELOP IVi NT AUTHORITY BUDGET FOR THE YEAR 1996 PURSUANT TO
MSA CHAPTER 469.033, SUBDIVISION 6 AND MSA CHAPTER 469.107. SUBDIVISION
RESOLUTION NO 95 -04
Commissioner Kristen Mann introduced the following resolution and moved its adoption:
RESOLUTION APPROVING THE FINAL BROOKLYN CENTER HOUSING AND
REDEVELOPMENT AUTHORITY BUDGET FOR THE YEAR 1996 PURSUANT TO
MSA CHAPTER 469.033, SUBDIVISION 6 AND MSA CHAPTER 469.107, SUBDIVISION

for the adoption of the foregoing resolution was duly seconded by Commissioner
Debra Hilstrom and passed unanimously.

RESOLUTION ESTABLISHIN THE FINAL TAX LEVY FOR THE BROOKLYN
CENTER HOUSING AND REDEV OPM NT AUTHORITY FOR THE YEAR 1996
RESOLUTION NO 95 -05
Commissioner Kristen Mann introduced the following resolution and moved its adoption:
RESOLUTION ESTABLISHING THE FINAL TAX LEVY FOR THE BROOKLYN
CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR THE YEAR 1996
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner
Debra Hilstrom and passed unanimously. y
ADJOURNMENT
A motion by Commissioner Mann and seconded by Commissioner Hilstrom to adjourn the
meeting at 7:05 p.m. passed unanimously.

The Brooklyn Center Housing and Redevelopment Authority (BRA) met in special session and
was called to order by Chair Myrna Kragness at 8:43 p.m.
ROLL CALL
Chair Myrna Kragness, Commissioners Kathleen Carmody, Debra Hilstrom, and Kristen Mann.
Also present were HRA Director Michael J. McCauley, Assistant City Manager/Personnel
Coordinator Nancy Gohman, Director of Community Development Brad Hoffinan, City Attorney
Charlie LeFevere, and Council Secretary Connie Beckman.
APPROVAL OF AGENDA AND CONSENT AGENDA
A motion by Commissioner Carmody and seconded by Commissioner Hilstrom to approve the
February 12, 1996, agenda and consent agenda with the removal of item 3a passed unanimously.
APPROVAL OF bBNUTES
A motion by Commissioner Carmody and seconded by Commissioner Hilstrom to remove the
December 18, 1995- Special Session minutes passed unanimously.
COMMISSION CONSIDERATION ITEMS
RESOLUTION NO. 96 -01
Commissioner Debra Hilstrom introduced the following resolution and moved its adoption:
RESOLUTION APPROVING A SUPPLEMENTAL DEVELOPMENT AGREEMENT BY
AND AMONG THE CITY OF BROOKLYN CENTER, THE HOUSING AND
REDEVELOPMENT AUTHORITY IN AND FOR THE CITY OF BROOKLYN CENTER,
THE ECONOMIC DEVELOPMENT AUTHORITY IN AND FOR THE CITY OF
BROOKLYN CENTER AND THE PRESBYTERIAN HOMES HOUSING AND ASSISTED
LIVING, INC.

The motion for the adoption of the foregoing resolution was duly seconded by Commissioner
Kathleen Carmody and passed as follows: (yes) Commissioners Carmody and Hilstrom, President
Kragness; (no) Commissioner Mann.
ADJOURNMENT
A motion by Commissioner Carmody and seconded by Commissioner Hilstrom to adjourn the
meeting at 8:44 p.m. passed unanimously.
