CALL TO ORDER
The Brooklyn Center Economic Development Authority (EDA) met in regular session and was called
to order by President Myrna Kragness at 8:35 p.m.
ROLL CALL
President Myrna Kragness, Commissioners Kathleen Carmody, Debra Hilstrom, and Kristen Mann.
Also present were Executive Director Michael J. McCauley, EDA Secretary Brad Hoffman, Assistant
City Manager/Personnel Coordinator Nancy Gohman, Director of Public Services Diane Spector,
Community Development Specialist Tom Bublitz, City Attorney Charlie LeFevere, and Council
Secretary Connie Beckman.
APPROVAL OF AGENDA AND CONSENT AGENDA
A motion by Commissioner Carmody and seconded by Commissioner Mann to approve the
February 12, 1996, agenda and consent agenda with the removal of item 3c passed unanimously.
APPROVAL OF MINUTES
A motion by Commissioner Carmody and seconded by Commissioner Mann to approve minutes of
the January 22, 1996- Regular Session as printed passed unanimously.
RESOLUTION NO. 96 -05
Commissioner Kathleen Carmody introduced the following resolution and moved its adoption:
RESOLUTION DESIGNATING AN ADDITIONAL DEPOSITORY OF EDA FUNDS
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Kristen
Mann and passed unanimously.
RESOLUTION NO. 96 -06
Commissioner Kathleen Carmody introduced the following resolution and moved its adoption:
RESOLUTION AUTHORIZING SUBMITTAL OF A REQUEST FOR PROPOSAL UNDER THE
1996 MINNESOTA CITY PARTICIPATION PROGRAM
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Kristen
Mann and passed unanimously.

COMMISSION CONSIDERATION ITEMS
RESOLUTION NO. 96 -07
Commissioner Debra Hilstrom introduced the following resolution and moved its adoption:
RESOLUTION APPROVING A SUPPLEMENTAL DEVELOPMENT AGREEMENT BY AND
AMONG THE CITY OF BROOKLYN CENTER, THE HOUSING AD REDEVELOPMENT
AUTHORITY IN AND FOR THE CITY OF BROOKLYN CENTER, THE ECONOMIC
DEVELOPMENT AUTHORITY IN AND FOR THE CITY OF BROOKLYN CENTER AND THE
PRESBYTERIAN HOMES HOUSING AND ASSISTED LIVING, INC.
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner
Kathleen Carmody and passed as follows: (yes) Commissioners Carmody and Hilstrom, President
Kragness; (no) Commissioner Mann.
RESOLUTION APPROVING ONE (1) BROOKLYN CENTER ECONOMIC DEVELOPMENT
AUTHORITY DEFERRED LOAN (FILE NO H -136 r80621)
Commissioner Carmody reiterated her desire to look more closely at and consider approval of future
deferred loans at the EDA's April work session.
RESOLUTION NO. 96 -08
Commissioner Debra Hilstrom introduced the following resolution and moved its adoption:
RESOLUTION APPROVING ONE (1) BROOKLYN CENTER ECONOMIC DEVELOPMENT
AUTHORITY DEFERRED LOAN (FILE NO. H -136 [8062])
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Kristen
Mann and passed unanimously.
RESOLUTION NO. 96 -09
Commissioner Kathleen Carmody introduced the following resolution and moved its adoption:
RESOLUTION APPROVING ONE (1) BROOKLYN CENTER ECONOMIC DEVELOPMENT
AUTHORITY DEFERRED LOAN (FILE NO. H -137 [8063])
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Debra
Hilstrom and passed unanimously.
EDA COMMISSION ACTION PENDING APRIL WORK SESSION
There was a motion by Commissioner Carmody and seconded by Commissioner Mann delaying
further action on any EDA deferred loans pending review at an April work session.
Commissioner Hilstrom inquired whether Commissioner Carmody would be providing specific
information as to her concerns. Commissioner Carmody questioned accomplishment of the intended
task of the deferred loans (i.e. $15,000 for one house), whether this was indeed the best use of funds,

use of funds, or if correct analyzation of which project should receive funds versus another was being
conducted. Theory-wise, Councilmember Carmody agreed with the program, but in actuality she had
questions.
Commissioner Hilstrom inquired whether Commissioner Carmody would also be willing to look into
scattered site property acquisition and corresponding code enforcement of any purchased homes.
Commissioner Carmody agreed and amended the motion at hand accordingly.
A motion by Commissioner Carmody and seconded by Commissioner Mann to delay further action
on any EDA deferred loans including scattered site property acquisition pending completion of an
April p 1996, EDA work session passed unanimously.
RESOLUTION AMENDING THE 1995 EDA BUDGET FOR THE PURCHASE OF THE
ATKINS PROPERTY
Commissioner Carmody indicated a desire to look more specifically at EDA funds and which
respective TIF districts they come/came from when reviewing the budget process. The City Manager
responded that this would indeed be included in information to be reviewed by the EDA in the near
future.
RESOLUTION NO. 96 -10
Commissioner Kathleen Carmody introduced the following resolution and moved its adoption:
RESOLUTION AMENDING THE 1995 EDA BUDGET FOR THE PURCHASE OF THE
ATKINS PROPERTY
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Debra
Hilstrom and passed unanimously.
DISCUSSION REGARDING EARLE BROWN HERITAGE CENTER
Commissioner Hilstrom requested specific information regarding the TIF district where funds for the
Earle Brown Heritage Center are generated be reviewed. The City Manager responded this
information has been slated for discussion.
ADJOURNMENT
A motion by Commissioner Hilstrom and seconded by Commissioner Carmody to adjourn the
meeting at 8:42 p.m. passed unanimously.

Subject: Resolution Approving Change Order, Accepting Quotations, and
Authorizing Contract for Additional Asbestos Abatement Work at the
EDA -Owned Property Located at 6550 West River Road (Premier
Mechanical Building)
At the January 26, 1996, Economic Development Authority meeting, the Brooklyn Center
EDA awarded a contract for asbestos abatement at the EDA -owned property located at 6550
West River Road (Premier Mechanical building) to Ren Tec Services, Inc., in the amount of
$13,850. The contractor began the abatement on February 15 and on Tuesday, February 20,
staff was informed of the following three issues relative to the abatement project:
1. Following standard procedure for asbestos abatement in ceilings, the contractor
made a hole in the ceiling to wet the asbestos - containing material prior to removal.
Between the ceiling and roof of the building there was a ten inch space which
contained fiberglass insulation. According to the asbestos abatement regulations,
the fiberglass insulation had to be removed and disposed of as asbestos - containing
material. It should be noted the contractor followed proper procedure for abating
the asbestos ceiling material, and under the regulations there was no feasible way
the fiberglass insulation could have been removed separately from the asbestos
ceiling material. According to abatement regulations, the fiberglass insulation had
to be removed and bagged as asbestos - containing material. The cost for removal
and disposal of the additional fiberglass material is $1,575. Environmental Process,
Inc. (EPI), the EDA's on -site project manager, reviewed the contractor's time
sheets for this work and it appears to be a reasonable amount, according to EPI.
It should also be noted that the fiberglass insulation was not discovered during the
initial asbestos survey conducted on the building since regulations do not permit any
disturbance of material (i.e., the ceiling) once asbestos has been detected.
2. When the asbestos - containing ceiling material was removed, the contractor
discovered additional asbestos- containing material in the building soffit. The
material is transite, a hard rock -like form of asbestos - containing material.
Apparently, the transite was used in the construction of the original service station
building and was covered over by the building facade in subsequent remodelings of
the building.

The transite material can become friable during demolition and, as a result, must be
abated. Staff contacted a demolition contractor who has performed several
demolitions for the EDA and the contractor indicated they would not demolish a
building with transite material in it unless it was abated.
Ren
Tec Services, Inc., the contractor performing the abatement on the building,
has submitted a proposal to abate the additional transite material for a dollar amount
of $2,525. EPI has obtained two additional quotes to abate the transite material,
one from National Surface Cleaning, Inc., in the amount of $1,250 and one from
Mavo Systems, Inc., in the amount of $2,200.
Staff is recommending a contract be executed with National Surface Cleaning, Inc.,
in the amount of $1,250 for the abatement of the transite material.
3. Additional PCB light ballasts have been uncovered during the course of the
abatement. It is estimated that approximately 20 PCB ballasts have been uncovered
at a cost of $20 per ballast for removal and disposal. The $20 cost per ballast is the
agreed -upon price as per the contract with Ren Tec Services, Inc.
SUMMARY AND RECOMMENDAnoNs
A summary of the additional costs for the abatement at the Premier Mechanical building is as
follows:
$13,850 Original contract price from Ren Tec Services, Inc.
1,575 Cost to remove fiberglass insulation
1,250 Quote from National Surface Cleaning, Inc., to abate transite material
400 Cost to remove and dispose of PCB light ballasts
$17,075 Total project cost
Staff recommends adoption of the attached resolution.
Commissioner introduced the following resolution and
moved its adoption:

WHEREAS, EDA Resolution No. 96 -04 awarded the contract for asbestos
abatement at the EDA -owned property located at 6550 West River Road (Premier Mechanical
building) to Ren Tec Services in the amount of $13,850; and
WHEREAS, the removal of additional asbestos - contaminated fiberglass insulation
has been performed by Ren Tec Services, Inc., at a cost of $1,575; and
WHEREAS, additional transite asbestos material has been detected during the
course of the asbestos abatement project; and
WHEREAS, quotations for abatement of the transite material were received from
the following contractors:

WHEREAS, it appears that National Surface Cleaning, Inc., has submitted the
lowest responsible quote for additional asbestos abatement work at 6550 West River Road
(Premier Mechanical building); and
WHEREAS, additional PCB- containing light ballasts requiring removal have been
uncovered during the course of abatement.
NOW, THEREFORE, BE IT RESOLVED by the Economic Development
Authority in and for the City of Brooklyn Center that:
1. A change order in the amount of $1,575 is hereby approved for removal of
contaminated fiberglass insulation by Ren Tec Services, Inc.
EDA RESOLUTION NO.
2. The EDA President and Executive Director are hereby authorized to execute
a contract with National Surface Cleaning, Inc., for additional asbestos
abatement at 6550 West River Road (Premier Mechanical building).
3. Removal of additional PCB - containing light ballasts by Ren Tec Services,
Inc., are hereby approved for the agreed -upon contract amount of $20 per
ballast.
