Brad Hoffman, Director of Community Development Managers Review /Recommendation: r Ak� G No comments to supplement this report Comments below /attached Recommended City Council Action: • Summary Explanation: (supporting documentation attached Yes ) January 9, 1995 - Special Session All Commissioners were present. • MINUTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION JANUARY 9, 1995 CITY HALL CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority (HRA) met in special session and was called to order by Chair Myrna Kragness at 8:25 p.m. ROLL CALL President Myrna Kragness, Commissioners Barb Kalligher, Kristen Mann, Debra Hilstrom, and Kathleen Carmody. Also present were HRA Director Gerald Splinter, Director of Public Services Diane Spector, City Attorney Charlie LeFevere, Director of Community Development Brad Hoffman, Finance Director Charlie Hansen, and Council Secretary Barbara Collman. APPROVAL OF AGENDA AND CONSENT AGENDA Chair Kragness inquired if any Commissioner requested any items be removed from the consent agenda. No requests were made. There was a motion by Commissioner Kalligher and seconded by Commissioner Mann to approve the agenda and consent agenda as printed. The motion passed unanimously. APPROVAL OF MINUTES DECEMBER 19. 1994 - SPECIAL SESSION There was a motion by Commissioner Kalligher and seconded by Commissioner Mann to approve the minutes of the December 19, 1994, HRA meeting as printed. The motion passed unanimously. 1/9/95 - 1 - RESOLUTION RESOLUTION NO. 95 -01 Commissioner Barb Kalligher introduced the following resolution and moved its adoption: RESOLUTION ACCEPTING STIPULATION TO AMEND ASSESSMENT AGREEMENT ON EARLE BROWN COMMONS The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Kristen Mann, and the motion passed unanimously. ADJOURNMENT There was a motion by Commissioner Kalligher and seconded by Commissioner Mann to adjourn the meeting. The motion passed unanimously. Budget and Preliminary H.R.A. Property Tax Levy Department Approval: (Q ASP Brad Hoffman, CAnnunity Developm nt DMtor Manager's Review /Recommendation: No comments to supplement this report Comments below /attached Recommended City Council Action: I recommend your favorable consideration of the attached resolutions establishing the H.R.A.'s preliminary budget and preliminary property tax levy. • Summary Explanation: (supporting documentation attached ) The H.R.A. is limited by state law to a property tax levy of no more than 0.0144% of the City's taxable market value. In past years, the City has always levied this maximum amount. For 1996, we expect this levy will raise $123,336 less $3,700 for the 3 % estimated uncollectible allowance, for a net revenue of $119,636. We also expect to receive $17,424 of homestead credit from the State of Minnesota. These revenues total $133,471. The entire amount will be transferred to the E.D.A. which has more flexibility under state law to conduct programs. Prelimlv/hralevy • Member introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTION APPROVING THE PRELIMINARY BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY BUDGET FOR THE YEAR 1995 PURSUANT TO MSA CHAPTER 469.033, SUBDIVISION 6 AND MSA CHAPTER 469.107, SUBDIVISION 1 WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has considered the preliminary budget and finds that this budget is necessary for the operation of the Brooklyn Center Housing and Redevelopment Authority during the year 1996. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority for the City of Brooklyn Center that the preliminary budget of the Housing and Redevelopment Authority for said City shall be: 1. APPROPRIATIONS: Transfer to E.D.A. Fund $137,060 2 ESTIMATED REVENUES: General Property Taxes $119,636 Intergovernmental Revenue 17,424 TOTAL REVENUE BY SOURCE $137,060 BE IT FURTHER RESOLVED that a copy of this resolution, together with the preliminary budget, be submitted to the City Council of Brooklyn Center. Date Chairman The motion for the adoption of the foregoing resolution was duly seconded by member and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted. 7 j D Member introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTION ESTABLISHING THE PRELIMINARY TAX LEVY FOR THE BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR THE YEAR 1996 WHEREAS, Minnesota statutes currently require certification of a preliminary tax levy to the Hennepin County Auditor on or before September 15, 1995 and a final tax levy on or before December 28, 1995. NOW, THEREFORE, BE IT RESOLVED b the Housing nd Redevelopment Y g P Authority of the City of Brooklyn Center as follows: Section 1: That there be and hereby is levied a property tax for the Housing and Redevelopment Authority, for the year 1996, at the rate of 0.0131 % of taxable market value of all taxable property, real and personal, situated within the corporate limits of the City of Brooklyn Center, Minnesota and not exempted by the Constitution of the State of Minnesota or the valid laws of the State of Minnesota, for the purpose of establishing an H.R.A. Fund and conducting the operation of a H.R.A. pursuant to the provisions of MSA 469.001 through 469.047. Section 2: That there be and hereby is levied an additional property tax for the Housing and Redevelopment Authority, for the year 1996, at the rate of 0.0013 % of taxable market value of all taxable property, real and personal, situated within the corporate limits of the City of Brooklyn Center, Minnesota and not exempted by the Constitution of the State of Minnesota or the valid laws of the State of Minnesota, for the purpose of defraying costs of providing informational service and relocation assistance as authorized by MSA 469.033, Subdivision 6. Section 3: That the consent resolution by the City Council of the City of Brooklyn Center to this special tax for the operation of the Housing and Redevelopment Authority be attached to this resolution and made part of it.
