Recommended City Council Action:
I recommend your favorable consideration of the attached resolutions establishing the H.R.A.'s
preliminary budget and preliminary property tax levy.
•
Summary Explanation: (supporting documentation attached )
The H.R.A. is limited by state law to a property tax levy of no more than 0.0144% of the City's
taxable market value. In past years, the City has always levied this maximum amount. For 1996, we
expect this levy will raise $123,336 less $3,700 for the 3 % estimated uncollectible allowance, for a net
revenue of $119,636. We also expect to receive $17,424 of homestead credit from the State of
Minnesota. These revenues total $133,471. The entire amount will be transferred to the E.D.A. which
has more flexibility under state law to conduct programs.
