Summary Explanation: (supporting documentation attached Yes ) At the September 11, 1995 EDA meeting, staff discussed possible proposals for the redevelopment of the EDA -owned single- family lot located at 6601 Bryant Avenue North. Staff has received a proposal for redevelopment of the 6601 Bryant lot from Howard Bohanon Homes with an offer of $22,000 for the lot, which is the minimum price set for the lot. Mr. David Brandvold was contacted regarding the sale of the lot, but indicated he was not interested in submitting a proposal. Howard Bohanon Homes, Inc., has submitted building plans for the home to be constructed on the lot, copies of which are included with this request form. Additionally, he specified the types of materials to be used in construction of the home which include the following: A. Exterior siding: Vinyl four inch exposure, earth tone in color. B. Soffit: Vinyl. C. Fascia: Aluminum. is D. Front door: Metal insulated. E. Windows: Vinyl. F. Garage door: Raised panel metal. G. Front porch: Cedar. H. Landscaping: Front yard sodded and it is the intent to leave all existing trees. Request For Council Consideration Page 2 State law requires a public hearing to be held on the terms and conditions of the sale prior to the selling • of any property. The resolution before the EDA this evening would authorize the public hearing on the terms and conditions of the sale of the property to Howard Bohanon Homes, Inc., and would also authorize the Executive Director to negotiate a purchase agreement and contract for deed for the property which would be presented for EDA consideration after completion of the public hearing to be held on October 23, 1995. Also enclosed with this request form are the building plans for the home proposed for the 6601 Bryant lot. • Commissioner introduced the following resolution • and moved its adoption: EDA RESOLUTION NO. RESOLUTION PROVIDING FOR A PUBLIC HEARING REGARDING THE SALE OF LAND BY THE ECONOMIC DEVELOPMENT AUTHORITY IN AND FOR THE CITY OF BROOKLYN CENTER AND AUTHORIZING THE EXECUTIVE DIRECTOR TO NEGOTIATE A PURCHASE AGREEMENT FOR THE SALE OF SUCH LAND LOCATED AT 6601 BRYANT AVENUE NORTH IN BROOKLYN CENTER WHEREAS, pursuant to EDA Resolution No. 95 -16, the Brooklyn Center Economic Development Authority authorized the EDA Executive Director to seek offers to purchase the property located at 6601 Bryant Avenue North; and WHEREAS, Minnesota Statutes Section 469.029, Subd. 2, requires a public hearing for the sale of land by the Brooklyn Center Economic Development Authority; and WHEREAS, the Brooklyn Center Economic Development Authority has received an offer from Howard Bohanon Homes, Inc., for the purchase of the EDA -owned land at 6601 Bryant Avenue North described by the following legal description: • That part of Lot 43 lying easterly of a line running from a point in the north line thereof, distance 163.3 feet west from the northeast corner thereof, to a point in the south line thereof, distance 163.28 feet west from the southeast corner thereof except street, Lot 43, Auditor's Subdivision 310 to Hennepin County; and WHEREAS, the EDA staff has reviewed the proposal and has recommended the EDA Board hold a public hearing on the offer and authorize the EDA Executive Director to negotiate a purchase agreement with Howard Bohanon Homes, Inc., for the purchase of the property. NOW, THEREFORE, BE IT RESOLVED by the Economic Development Authority in and for the City of Brooklyn Center that it has determined it is in the best interest of the City of Brooklyn Center to authorize the EDA Executive Director to negotiate a purchase agreement for the sale of the property to Howard Bohanon Homes, Inc, the terms of such purchase agreement to be subject to the further review and acceptance by the EDA. BE IT FURTHER RESOLVED that the Brooklyn:Center Economic Development Authority hereby authorizes a public hearing to be held on October 23, 1995, at 7:00 P.M. or as soon thereafter as the matter may be heard in the Brooklyn Center City Hall Council Chambers regarding the proposed sale of property described herein to Howard Bohanon Homes, • Inc., and the provisions of such sale. EDA RESOLUTION NO. BE IT FURTHER RESOLVED that the Executive Director is hereby authorized and directed to publish the attached notice of public hearing in the City's legal newspaper on October 4, 1995. Brad Hoffman, Community Development rector 1 Manager's Review /Recommendation: No comments to supplement this report Comments below /attached Recommendation: Summary Explanation: (supporting documentation attached Yes ) At Monday's EDA meeting, staff will Y g, 11 be reporting on the results of our request for proposals (RFPs) on 69th and Brooklyn Boulevard (see Ron Warren's report). Dave Nelson has indicated an interest in developing the northeast comer of 69th and Brooklyn Boulevard. At Monday's meeting I would like to discuss the options available to the Council /EDA. The Council can elect to give Mr. Nelson the exclusive right to develop the site. We would enter into a development agreement with him, provided Mr. Nelson demonstrate to the Council's satisfaction his financial ability to perform and his ability to secure property on the site. If, following our discussion Monday evening, the Council is inclined to enter into an agreement with Mr. Nelson, staff should be instructed to bring to the Council /EDA a development agreement with him stipulating the role of the EDA in the project, a time table, a development site plan and an assessment agreement. If the Council elects not to enter into an agreement with Mr. Nelson, staff should be instructed to either reissue the RFPs or try to find additional interested parties for the Council's consideration. I will make a presentation Monday on this subject. MEMORANDUM r TO: Brad Hoffman Community Development ment Director FROM: Ronald A. Warren, Planning and Zoning Special' t DATE: September 20, 1995 SUBJECT: Request for Development Proposals for the 69th and Brooklyn Boulevard Area As you are aware, in July of this year we sent out over 40 invitations for proposals to various developers for the purpose of redeveloping the area in and around the intersection of 69th Avenue North and Brooklyn Boulevard. This redevelopment area is made up of three distinct sub -areas comprising a little over 20 acres. Area A is approximately 6.15 acres and is located northeasterly of 69th and Brooklyn Boulevard and is bounded by 69th Avenue on the south, Brooklyn Boulevard on the west, 70th Avenue on the north, and the property boundary between June and Indiana Avenues on the east. Area B is approximately 8.46 acres and is generally located northeasterly of the intersection of 70th and Brooklyn Boulevard. It is bounded by 70th Avenue on the south, Brooklyn Boulevard on the west, various commercial and residential developments on the north, and the St. Alphonsus church and school property on the east. Area C is approximately 5.7 acres and is located northwesterly of the intersection of Brooklyn Boulevard and 69th Avenue and is bounded on the south by 69th Avenue, the property boundary between Lee and Major Avenues on the west, and Brooklyn Boulevard on the east. The RFP identified m Q nei ed edium density senior housin of approximately 100 units, nei�hbo ood oriented commercial retail development of approximately 60,000 sq. ft. and a medical or general office development of approximately 80,000 to 100,000 sq. ft. as desirable for the three redevelopment areas. The RFP noted that there would be a need for storm water storage and treatment facilities in this area of approximately two acres in area and would, in all likelihood, be located in Area B. The RFP also requested developers to indicate what type, if any, city participation would be necessary in assisting the redevelopment of these areas. A developer could provide proposals for all or portions of the three areas. We only received two development proposals in response to our invitation. One was a proposal from CommonBond Communities for a two phase senior housing development to be located primarily in Area B. Phase one would be a 60 unit affordable senior independent living housing unit to be developed first with a second phase of 40 units for low income senior housing to be developed in 1997. CommonBond's proposal was to take advantage of the approximate two acre ponding area and utilize it as an amenity for the senior housing project, and they hoped to coordinate their proposal with a medical clinic that was expected to be proposed in Area A of the redevelopment project area. Attached is a sketch plan for the senior housing proposal from CommonBond showing the location of the 60 and 40 unit buildings with under building parking and the location of the storm water retention pond. There is an area lying easterly of the retention pond which would be for future development. Most of the land on which the CommonBond proposal would be developed is currently a part of the St. Alphonsus Church property. CommonBond has received written authorization from St. Alphonsus Church to pursue a proposal involving senior housing on the church property based on a proposal discussed at a general parish wide meeting held earlier this year. CommonBond Communities would be working with BRW Elness Architects Inc, to develop a final proposal to be brought forward for consideration. The other proposal we received was for a small commercial development to be located on a portion of Area C at the northwest quadrant of Brooklyn Boulevard and 69th Avenue. This proposal was submitted by David Nelson and it is my understanding that you have had some discussion with Mr. Nelson regarding the possibility of expanding his commercial proposal and developing the Area A site, which is located northeasterly of 69th and Brooklyn Boulevard. You will be presenting that information to the City Council for the scheduled agenda item report on this matter. Needless to say, I was discouraged about the response we received from our invitation for proposals. I had anticipated a number of proposals to be submitted which did not • materialize. One of these proposals which had been of significant interest to us was a possible medical /dental clinic or office of approximately 80,000 to 100,000 sq. ft. which we had had some discussions about. But, no such development proposal came forward. I have made a number of follow up calls to persons who had received the invitations for the RFP's inquiring as to why they had chosen not to respond. Their responses varied but a common thread seems to be the fact that many of these developers are currently very busy and did not have time to submit such proposals at this point. Some had expressed interest, however, they were not in a position to pursue it. I believe that redevelopment interest in this area is not dead, but perhaps the timing for such proposals is in the future. I believe it would be worthwhile to perhaps pursue discussions with some of these developers in the near future to encourage interest in the area. In the meantime, I would recommend that we move forward with the CommonBond Communities proposal. We should seek direction from the City Council /EDA to pursue a development agreement for this particular area outlining our responsibilities as well as their responsibilities for pursuing this development proposal.
