SUBJECT: Appointment of Acting City Manager
I have talked with Assistant City Manager Nancy Gohman regarding the appointment of an
Acting City Manager for the interim period until a new City Manager is selected. Please refer
to the enclosed memorandum to me from Nancy. I would like to move on this right away so
we can officially appoint an Acting City Manager at the June 12, 1995, City Council meeting.
In an effort to expedite this process, I would suggest we meet in Special Session to discuss the
appointment of an Acting City Manager on Monday, June 5, 1995, at 7 p.m. in the Council
Chambers. The meeting would only include the topic of discussion of appointment of Acting
i City Manager, so it would be a relatively short meeting.

SUBJECT: Recruitment Process for Selecting a New City Manager
Attached is a letter that I have submitted to recruitment /selection consultants to assist the
Council in the process of selecting a new City Manager. I have asked that the attached
consultants submit preliminary cost estimates to my office no later than Thursday, June 8,
1995. I then plan to compile the information and forward it to the Council at your regular
City Council meeting of June 12, 1995, for discussion.
I expect that the preliminary cost estimates we receive will give you some idea in what it will
• cost the City to hire a selection consultant for the City Manager process.
I will be out of the office until the morning of June 7. If you need any additional
information from me, please contact me on or after June 7 or talk to Sharon Knutson
directly.

SUBJECT: Recruitment Information
I've taken the liberty of compiling a list of consultants who work with Mayor and City
Council members to assist in selection of a City Manager. I strongly encourage that the City
Council move ahead with recruitment of a City Manager by obtaining proposals for
assistance in this area from a professional search firm.
In order to assist you in this process, I have sent a letter to the consultants attached, asking
for preliminary cost estimates for providing recruiting services for Mayor and City Council
• for selection of a new City Manager. I envision a recruiter would first meet with the Mayor
and Council Members to help determine important job qualifications, education, skills,
abilities, and experience of a City Manager. The second step would be to develop a job
description which would include the important factors you are looking for in the position
of City Manager. Thirdly, to facilitate in advertising and direct recruiting of professional
candidates in the management field. The next step would be to develop the interview
screening process that you'd use, and finally to help and facilitate the Council on your final
decision of selection of a new City Manager.
Once I receive preliminary cost estimates for recruiters /selection firms, I will forward the
information to Council for your discussion.
One final note. I have attached for your information a copy of the article regarding
Brooklyn Park which was in the Minneapolis Star Tribune on Wednesday, May 24, 1995. I
am hoping that our City Council sees this as a way of not to do business by promoting our
City with bad press. Instead I ask that you work together to try to move forward in a more
positive fashion than our neighbor to the north. Remember, our community is now active
with the Discover the Center program which promotes our City.

The Brooklyn Center City Council has recently requested and received a resignation from its City Manager. At
this time I am writing you to ask if you are interested in submitting to the City of Brooklyn Center a preliminary
cost quote for services in assisting a five - member Mayor and Council in selection of a new City Manager. I
envision a consultant would first meet with the Mayor and Council Members to help determine important job
qualifications, education, skills, abilities, and experience of the City Manager. The second step would be to
build a job description which would include the important factors you are looking for in position of a City
Manager. Thirdly, to facilitate in advertising and direct recruiting of professional candidates in the management
field with the next step to be development of the interview /screening process, and finally to help facilitate the
Council on the final decision and selection of a new City Manager.
