TO WHOM IT MAY CONCERN:
Please take notice that the Planning Commission of the City of Brooklyn Center will hold a public
hearing on Thursday, October 28, 2004 at approximately 7:30 p.m., at the City Hall, 6301 Shingle
Creek Parkway to consider the petition described below:
TYPE OF REQUEST: Rezoning
PETITIONER: ATS & R, Inc. on behalf of the Osseo School District (ISD 279)
PROPERTY NAMED IN THE PETITION:
Lots 2 and 3, Block 1, Center Brook Addition, and the northeasterly portion of that part of Lot
17, Auditor's Subdivision No. 57 containing the Willow Lane School. The property is generally
located at the southwest quadrant of 71 st Avenue North and Brooklyn Boulevard. (7051

BRIEF STATEMENT OF CONTENTS OF PETITION:
Request rezoning approval from R -1 (One Family Residence, R -2 (Two Family Residence) and
R -4 (Multiple Family Rsidence) to C -I (Service Office) of a proposed 3.63 acre site on Brooklyn
Boulevard, south of 71 Avenue North, to allow construction of a commercial building to house
an Adult Education Facility for the Osseo School District.
Auxiliary aids for persons with disabilities are available upon request at least 96 hours in advance.

Notice is hereby given of a public hearing to be held by the Planning Commission of the
City of Brooklyn Center on the 28th of October, 2004 at 7:30 p.m. at the City Hall, 6301 Shingle
Creek Parkway, to consider the proposed Rezoning for the property described as follows:
Lots 2 and 3, Block 1, Center Brook Addition, and the northeasterly portion of that part of
Lot 17, Auditor's Subdivision No. 57 containing the Willow Lane School. The property is
generally located at the southwest quadrant of 71 st Avenue North and Brooklyn Boulevard.
This property is more commonly described as 7051 Brooklyn Boulevard
Said proposed rezoning has been submitted by ATS & R Inc. on behalf of the Osseo
School District (ISD 279), for rezoning approval from R -1 (One Family Residence, R -2 (Two
Family Residence) and R -4 (Multiple Family Rsidence) to C -1 (Service Office) of a proposed
3.63 acre site on Brooklyn Boulevard, south of 71" Avenue North, to allow construction of a
commercial building to house an Adult Education Facility for the Osseo School District.

LEGAL DESCRIPTION:
That part of the North 165 feet of Lot 11, Auditor's Subdivision Number 57, Hennepin County,
Minnesota, as measured along he west line of said Lot 11, which lies westerly of Brooklyn

Boulevard, and that part of the West 16.5 feet of Lot 12 of said Auditor's Subdivision Number
57 lying North of the South 459 thereof, and all that part of Lot 17 of said Auditor's Subdivision
Number 57 described as follows: Beginning at a point in the north line of said Lot 17 distant 320
feet East of the southwest corner of Lot 18 of said Auditor's Subdivision Number 57, said point
of beginning also being 670 feet West of the northeast corner of said Lot 17; thence running East
along the north line of said Lot 17 to the northeast corner thereof; thence running South along the
east line of said Lot 17 a distance of 165 feet; thence running West parallel with the north line of
said Lot 17 a distance of 62.64 feet; thence running South parallel with the east line of said Lot
17 a distance of 268 feet, more or less, to a point which is 62.64 feet due West of the southwest
corner of Lot 11 of said Auditor's Subdivision Number 57; thence running West parallel with the
north line of said Lot 17 a distance of 129.86 feet, more or less, to a point in a line drawn parallel
with and 16.5 feet East of the west line of Lot 12 of said Auditor's Subdivision Number 57
extended; thence running South along said parallel line to a point in the north line of said Lot 12;
thence running West along said north line 16.5 feet to the northwest corner of said Lot 12; thence
running South along the west line of said Lot 12 to the northeast corner of Lot 13 of said
Auditor's Subdivision Number 57; thence running West along the north line of said Lot 13 and
along the north line of Lot 14 of said Auditor's Subdivision Number 57 to a point in a line
erected perpendicular to the north line of said Lot 17 from the point of beginning of the tract
herein described; thence running North along said perpendicular line to the point of beginning;
containing 11.10 acres, according to the plat thereof on file and on record in the office of the
Register of Deeds in and for said County.
