Edition 159 Summer 2007 C i A newsletter for residents of the City of Brooklyn Center City Council Adopts Mission Statement, Values Statement, and 2007 -2008 Goals On January 13, 2007, the City Council and City Department Heads met in a full day retreat. The purpose of this retreat was twofold. First it was a follow -up and continuation of the discussions held in November 2006 with members of the 2006 City Council. Second it was intended to develop a Mission Statement, Values Statement, Goals, and Strategies that would serve as a guide for the City's work plan over the next several years. At its February 26, 2007, meeting, the City Council adopted a Mission Statement, Values Statement, and 2007 -2008 Goals. Included in the Public Works Department's to -do list this year are two street and utility improvement projects and a sealcoating project. The following is an overview of these major capital improvements planned for 2007. Riverwood Neighborhood identified in the map is proposed to have street improvements, including full depth street reconstruction to a width of 30 feet for all streets within the project area with the exception of West River Road and the 7200 block of Dallas Road. The installation of concrete curbs and gutters and driveway aprons will assist in conveying storm water runoff to storm sewer catch basins. Construction of sidewalk is proposed along the west side of Willow Lane south of 66th Avenue. Proposed street improvements along West River Road and along the 7200 block of Dallas Road consist of mill and overlay. Utility work will include replacement of water and sanitary sewer mains and the installation of catch basins and new storm sewer lines. The project also proposes the installation of water quality facilities such as rain gardens and underground treatment structures to remove sediment, litter, and debris from storm water runoff prior to discharging into the Mississippi River. Work will start in early May on this project and is expected to be complete by the end of October. All residents affected by these improvements have been notified. Weekly progress reports will be available on the Construction Hotline (763) 569 -3342. m r a R A RI VERWOOD RECONSTRUCTION AREA 0 Freeway Boulevard & Shingle Creek Parkway North & South will undergo resurfacing (mill and overlay); rehabilitation work for traffic signals along Freeway Boulevard at the intersections with Shingle Creek Parkway, Humboldt Avenue, and Dupont Avenue; relocation of catch basins; spot repairs to sanitary sewer lines; and some water main repairs. The areas shown in the maps below indicate where the road reconstruction will be occurring. While temporary lane closures may occur, the City will maintain two lanes of local traffic during reconstruction. It is anticipated that work will start in early June on this project and is expected to be complete by the end of August. Don't assume the old trees or bushes mark property lines. ➢ A fence can be placed on the property line; however, it is recommended that fences (including posts and foundations) be placed at least 4 to 6 inches inside the property line. The City cannot arbitrate the neighbor disputes regarding the placement of fences. No fence, hedge, or wall can be placed in the public right -of -way or boulevard (located between the curb and the property line). ➢ Brooklyn Center Ordinances do not require that the "nice" side of the fence be placed facing the outside. Fences and walls should be made of durable, decay resistant materials and must be properly maintained in structure and appearance. Hedges shall be trimmed as needed to maintain height and aesthetics. A permit is required only if the fence is over 6 feet in height. Opaque fences, hedges, or walls along front yard property lines abutting streets shall not exceed 4 feet in height. A fence, hedge, or wall higher than 4 feet is allowed along interior property lines and in the rear yard area. Each property is limited to two accessory structures. The total square footage of all accessory structures cannot exceed the dwelling foundation size. Any two structures on a property must be at least 6 feet apart unless attached. Decks are not allowed in the front setback area. Minimum lot line setbacks for accessory structure are: 5 ft from rear; 3 ft from side; 25 ft from side comer; 35 ft from front Why Do I Have To Install Smoke Detectors After Making Home Improvements? A site plan and building plan must be submitted at the time you apply for the permit. What Does A Permit Cost? ➢ The cost of a permit is generally based on the valuation of the project.
