Edition 141 C ity ac May /June 2003 A newsletter for residents of the City of Brooklyn Center Governor's Proposed Cuts 2003 In Local Government Aid ' ' ' • To Brooklyn Center Local Government Aid Governor's Proposed Aid Cuts Local Government Aid is a Governor Pawlenty proposes to cut aid to Brooklyn Center by $1,170,299 in 2003 and program that has several purposes, $2,223,569 in 2004. These proposed cuts, if enacted by the Legislature, would severely including providing resources to impact the City's ability to provide services and operate City facilities like the cities to provide basic services to Community Center. It is more than the cost of running the Community Center and recreation programs. City residents are being asked to shoulder a disproportionate part of solving the State's budget shortfall. You may wish to consider calling your legislators to express your opinions on the potential impacts on Brooklyn Center's ability to provide police, fire, street maintenance, snow plowing, recreation programs, senior programs, etc. See Page 2 for the City's Process In Preparing To Respond To Potential Cuts and find out how you can contact your local legislators. The 2003 property review area includes properties located south of 69 Avenue North, east of Shingle Creek Parkway, west of Hwy 252, and north of 57`" Avenue North. In addition to all single - family homes located in this review area, all townhouses, double bungalows, and triplexes within the city will be physically -�K reviewed. The summer quartile inspection area will involve the review of 1,769 parcels. Your property value changes yearly based on market information, but Minnesota State Statute requires the appraiser to physically review the property characteristics every four years. The inspection process takes approximately fifteen minutes and involves an exterior photo, exterior measurement review, and an interior inspection of the property. Appraisers drive a City vehicle and carry a City photo identification card. Fences and walls should be made of durable, decay resistant materials and must be properly maintained in structure and appearance. Hedges shall be trimmed as needed to maintain height and aesthetics. ➢A permit is required only if the fence is over 6 feet in height. Opaque fences, hedges, or walls along front yard property lines abutting streets shall not exceed 4 feet in height. ➢A fence, hedge, or wall higher than 4 feet is allowed along interior property lines and in the rear yard area.
