Spotlight on Parks Receives Business of the Year Award
At its 2002 annual banquet, the Hmong Chamber of Commerce
Northport Park Picnic Shelter presented the 2002 Business of the Year Award to the Hmong
American Shopping Center owned by Lee Chafong. The Center is
,. located in Brooklyn Center on the northwest corner of 57th and
Logan Avenues. The award is given to a Chamber member who has
demonstrated creativity and courage in her/his business management
and operations, which has experienced excellent growth and
expansion, and which has provided the highest quality goods and
services to the community. The Center is currently 80% occupied and
reviewing many other options to improve the local neighborhood.

Brooklyn Center Co- Sponsors Eleventh Annual Remodeling Fair
On Saturday, April 5, 2003, the 11 th annual Northwest Suburban Remodeling Fair will come to the Crystal
Community Center. The fair features over seventy-five exhibits along with several home improvement seminars
hosted by local contractors and businesses specializing in remodeling. The fair will give you all the information
you need to complete your remodeling projects. Seminars will be held throughout the day. They include decks,
kitchens, interior design, basement remodeling, exterior improvements. and more. In addition to the free
seminars, professional architects and master gardeners will be available throughout the day to review and discuss
your remodeling and landscaping plans with you at no cost.
The fair is free to the public and will be held from 9 AM to 3 PM at the Crystal Community Center, located at
4800 Douglas Drive North in Crystal. Prizes will be awarded throughout the day and refreshments will be sold.

First -Time Homebuyer Mortgage Loans
Available In Brooklyn Center
Below market rate financing will be available for first -time homebuyers purchasing homes in Brooklyn Center
beginning this spring. Loans will be available from the Minnesota City Participation Program (MCPP), offered
through the Minnesota Housing Finance Agency (MHFA). The MCPP offers below market rate mortgage
financing for first -time homebuyers. You must be a first -time homebuyer, defined as a person who has not had an
ownership interest in a principle residence, other than the property being purchased, during the last three years.
You must also meet income guidelines established for the program.
Eligible properties include single family, qualified condominiums, townhomes, and 2 -unit duplexes. In addition to

Code Enforcement 2003 Summer Sweep Tips
It is almost that time of year again when the Code Enforcement team conducts the Summer Sweep of every residential and
commercial property in the City of Brooklyn Center. The sweep begins on May 1 st and is now in its sixth year. The goal
of the program is to keep our city clean as well as maintain good relations among neighbors. Over the years the awareness
of this program has grown and the number of violations have been reduced because residents are cleaning up their
properties year round.
The following is a list of the twenty most common violations that the team will be looking for. If a violation is found, we
will generate letters to homeowners explaining the violation and the amount of time given to comply with city codes. It is
important to remember that residents are given two chances to comply with City codes before a citation may be issued. If
there are any special circumstances or if a resident wants to request an extension, call the Code Enforcement message line
