Primary Election To Be Held September 10, 2002
This fall Brooklyn Center voters will have an opportunity to go to the polls to cast ballots for federal, state, county, judicial, and local
offices. The Primary Election will be held Tuesday, September 10, 2002; the State General Election will be held Tuesday,
November 5, 2002. Polls are open 7 a.m. to 8 p.m. Among other offices, Brooklyn Center voters will elect a U.S. Representative for
Congressional District 3, State Senator for District 46, State Representative for District 46B, Mayor, and two City Council Members.

2002 Code Enforcement Summer Sweep Update
The Summer Sweep is in full swing and I am happy to announce going very smoothly. I would like to introduce myself as your new
Neighborhood Liaison Officer, Malissa Melton - Otunba. I previously worked for the Safe and Sound Crime Prevention Program in
Milwaukee, Wisconsin. I enjoy working with people in communities to enhance their quality of life and I look forward to speaking
and meeting with residents as the months go on.
The inspection of residential properties began on May 24, 2002, and as a reminder to the residents of Brooklyn Center, here are a few
of the most common problems encountered during the current Sweep:
Storage Of Inoperable Vehicles - One of the biggest problems is the storage of inoperable vehicles. Some residents have not moved
to the last step of vehicle ownership which is letting go. Vehicles have been found rusting in driveways and backyards and in some
cases, residents were still paying insurance on vehicles that were well past the operating stage.
Garbage /Junk & Debris - The storage of junk and debris in piles around the exterior of a residence is another common problem.
Special garbage pick up arrangements can be made prior to the start of major remodeling projects or for cleaning purposes.
These two problems are the first things most people will see when traveling through the city or when visiting their families here.
We all benefit from properties that are free from junk vehicles, garbage, and debris by having a cleaner and attractive place to live.
Properties should be maintained year round and not just during a summer sweep. Also, as winter fast approaches we need to check for
clutter building up again and dispose of it before it is covered in snow.
In meeting with many of the residents of Brooklyn Center, their response to violations has been quick with regard to compliance once
it was brought to their attention.

within 5 days.

North Hennepin Mediation Program Offers New Service
North Hennepin Mediation Program, Inc. recently began offering a new service aimed at increasing housing stability for landlords and
tenants. A task force composed of representatives from Hennepin County Courts, tenant and landlord advocacy organizations, Legal
Aid, North Hennepin Mediation Program, and Minneapolis Mediation Program created the new service, referred to as Pre - Filing
Mediation.
Pre - Filing Mediation is designed to respond to the landlord's concerns of having agreements that can be reached efficiently and can be
enforced by the court, if necessary. In addition, mediations are held in locations convenient to the parties, an added bonus now that
landlords can no longer have their cases heard in the suburban courts. On the other hand, the program also addresses the tenants' needs
of reaching agreements in a confidential matter (without an unlawful detainer), inexpensively (there is no charge for mediation
compared to the $145 filing fee), and conveniently (unlike court hearings, a mediation can be scheduled around work schedules).
When filing in court, a landlord or tenant can ask for a mediation alternative. Within a few days, the Mediation Program contacts the
other party to set up mediation to discuss issues such as non - payment of rent, lease violations, or livability or repair issues. If the other
party is willing, mediation is scheduled within the week. If the parties reach agreement in mediation, the court is notified and the filing
fee is returned to the filing party. If the parties don't reach agreement in mediation, the mediators schedule an expedited court date,
ensuring no time delay for trying mediation.

School Bus Safety - It's Back to School Starting September 3, 2002
The Brooklyn Center Police are reminding kids going back to Earle Brown, Evergreen,
Garden City, Northport, St. Alphonsus, and Brooklyn Center High School to follow bus
rules and use these safety tips to help them be safe.
AT THE BUS STOP

Are you ready to help beautify your community? If so, the City of Brooklyn Center has approved a one -time FREE
curbside cleanup collection of certain household items. Residents who have City - provided recycling service may
participate in this one -time event for no additional fee. Funds collected through the Hennepin Recycling Group (HRG)
recycling utility will pay for the cleanup.
Waste Management of MN will collect refuse and ARCA will pick up appliances on behalf of the City. After the project
is complete, a survey will be conducted to gauge satisfaction with the cleanup and to determine if residents want the City
to continue the cleanup on an annual basis.

Purchase a membership for the Brooklyn Center Community Center pool, water slide, exercise room and sauna and
receive free passes to drop in to exercise classes offered through the recreation department. Exercise classes are
scheduled year round at the community center and various neighborhood schools. There are classes for the beginner to
the advanced. After you purchase a membership, a community center staff person will give you the appropriate number

BROOKLYN AREA BASKETBALL
The Cities of Brooklyn Center and Brooklyn Park along with the Brooklyn Park Athletic Association formed the Brooklyn Area Basketball
Program. This new program will provide Brooklyn Center youth in grades 2 -12 greater opportunities for instructional and intramural level
play. In addition, youth wanting a more competitive program will be eligible to try out for the travel team programs. Teams will be formed
by gender, with practices and games scheduled at local schools. Program emphasis will be on instruction and skill development, with an
opportunity to use these newly learned skills in game situations. If you can't afford the registration fee, financial assistance is available
on a very limited basis.
Grades 2 - 6 House League Basketball
A great opportunity to play basketball. The players receive a 4 .r
jersey, which they can keep, and all games have 2 referees. The

The adaptive recreation program is a cooperative effort of the cities of Brooklyn Center, Brooklyn Park, Crystal, Golden Valley, Maple
Grove, New Hope, Plymouth, Robbinsdale and West Hennepin Community Services. Participants must pre - register. For persons not
