The State decreased aid to cities and increased aid to schools. State Budget Projections The 2002 City budget is in jeopardy due to the State budget situation. While the State determined the amount that cities could levy for 2002 and reduced aids substantially to many cities, including Brooklyn Center (a number of non - metropolitan cities, Minneapolis and St. Paul did receive substantial increases in Local Government Aid). The Governor's proposal would reduce aids even further. While the exact computations are not available, estimates would place the loss to Brooklyn Center at around $660,000, or $22.67 per capita. Such a loss in 2002 would seriously impact the City's ability to sustain its capital programs and service levels. For example: - 2002 General Fund budget provides $480,000 of the $1 Million+ needed annually for neighborhood street projects - 2002 budget provides for 43 police officers (a senior officer costs $71,405 per year in wages, benefits, pension, and payroll taxes) total personnel costs for both sworn and civilian personnel is $3,854,290 - 2002 budget funds senior transportation at a cost of $23,824. The Governor has suggested that cities have — large cash surpluses based on reports made to the State at the end of each December. Award of this certificate is the highest form of recognition a city can receive in the area of financial reporting and governmental accounting. The certificate represents a significant accomplishment by the City and its management team in the area of financial management. Award of the certificate is predicated on a review of the City's Comprehensive Annual Financial Report referred to as the CAFR. This report provides the reader an overview of financial activities and operations of the City for a specific year as well as significant detail about the City's finances, demographic data, and background information regarding sources and uses of City resources. Evaluation of this report is accomplished by an independent panel of four members trained and assigned by the GFOA that includes Certified Public Accounts as recognized by the American Institute of Certified Public Accountants (AICPA), senior fiscal managers from governmental units outside the State of Minnesota, and academics from several universities and colleges throughout the United States and Canada. This group applies specific standardized criteria to the report in the areas of completeness, readability and full disclosure. Award of the certificate to the City represents the continuation of a longstanding tradition of excellence in financial reporting as recognized by the GFOA. The award for the 2000 CAFR represents the 23rd such award to the City. Brooklyn Center is one of 105 governmental entities in the State of Minnesota to be recognized. Brooklyn Center is one of more than 2,735 eligible candidates for this award in Minnesota. Nationally, the City is one of 39,043 eligible candidates and one of 3,027 award recipients. Why is the award important'? It affects the City's credit rating with the credit rating agencies that review prospective bond proposals for capital improvements in the City. A favorable review and assignment of a credit rating reduces the interest cost for such capital projects. Second, it provides a measure of assurance to bond current holders that the City is conducting its financial affairs in accordance with the highest standards established for governmental operations. For an informational brochure or to set up a mediation, call NHMP at (763) 561 -0033. 3 Housing Resource Center Can Provide Technical and Financial Assistance For Your Home Remodeling Plans The Northwest Housing Resource Center was created in partnership with the Greater Minneapolis Metropolitan Housing Corporation (GMMHC), the City of Brooklyn Center, and other suburban communities, along with community financial institutions and state, regional, and county agencies. The Housing Resource Center is funded in part by the City of Brooklyn Center. The Housing Resource Center can: • Assist homeowners with flexible financing tools to complete home improvement projects. • Assist homeowners through the complex construction process when renovating their homes including written scopes of work, construction cost information, and assistance with education on construction bid process, evaluation of bids and work completed, and construction monitoring. In addition to the services listed above, the Housing Resource Center Northwest is offering Brooklyn Center homeowners a rehab incentive rebate of 10, 12, or 15% on home improvement projects (upcoming projects only). Money is limited and will be dispersed on a first -come, first - served basis. The rebate amount cannot exceed $3,000. Qualifying homeowners' income must be less than $69,920 and they must live in Brooklyn Center. ° ° a The Housing Resource Center Northwest is located at 2140 44th Avenue North in Minneapolis. For information on services described in this article you can call the Housing Resource Center Northwest at (612) 588- 3033 between 9 AM and 5 PM Monday through Thursday. ►� Brooklyn Center Co- Sponsors Tenth Annual Remodeling Fair On Saturday, April 6, 2002, the 10th annual Northwest Suburban Remodeling Fair will come to the Crystal Community Center. The fair features 75 exhibits along with several home i „ improvement seminars hosted by local contractors and businesses specializing in remodeling. The fair will give you all the information you need to complete your remodeling projects. Seminars will be held throughout the day. They include decks, kitchens, interior design, exterior improvements, and more. In addition to the free seminars, professional architects and master gardeners will be available throughout the day to review and discuss your remodeling and landscaping plans with you at no cost. The fair is free to the public and will be held from 9 AM to 3 Prot at the Crystal Community Center, located at 4800 Douglas Drive North in Crystal. Prizes will be awarded throughout the day and refreshments will be sold. The fair is sponsored by the cities of Brooklyn Center, Brooklyn Park, Crystal, New Hope, Plymouth, Robbinsdale, Maple Grove, and Northwest Hennepin Human Services Council. Watch for ads in your local paper for more information as the April 6th date approaches. 4 Home Repair And Chore Services Available To Senior And Disabled Residents Brooklyn Center residents who are 60 years of age or older or permanently disabled may qualify for help with home maintenance, repairs, and chores. The services are provided by two non - profit agencies, Senior Community Services and Community Emergency Assistance Program (LEAP), in cooperation with the City of Brooklyn Center. The program offered by Senior Community Services is called Household and Outside Maintenance for Elderly (H.O.M.E.). Repair services offered by H.O.M.E. include: • Interior and exterior painting jobs • Installing bathroom safety bars • Secure handrails • Fixing running toilets or leaky sinks • Repairing doors that "stick" • Sealing cracks and caulking • Replace washers in leaky faucets • Other minor carpentry, or minor home repair work H.O.M.E. has a core staff with a network of skilled workers and volunteers to do repairs. Fees for the services in the H.O.M.E. program are assessed on a sliding fee scale based on income. Anyone needing service may call Valerie or Angela at H.O.M.E. at (763) 504 -6985. Community Emergency Assistance Program (CEAP) also provides services to Brooklyn Center residents 60 years of age or older or who are permanently disabled. CEAP's program is called HandyWorks and services under the program include: • Lawn mowing • Housekeeping • Household maintenance • Raking and yard cleanup • Window washing and other home chores and cleanup CEAP's HandyWorks chore services are provided at modest cost to eligible seniors and disabled persons. Persons interested in services from the HandyWorks program should call CEAP at (763) 566 -9600. The H.O.M.E. program and HandyWorks program are funded in part with federal funds received from the Department of Housing and Urban Development (HUD) as part of the City's overall Community Development Block Grant program. The City encourages anyone interested in learning more about these services and programs to call the agencies at the numbers listed above. First -Time Homebuyer Mortgage Loans Available in Brooklyn Center Below market rate financing will be available for first -time homebuyers purchasing homes in Brooklyn Center beginning this spring. Loans will be available from the Minnesota City Participation Program (MCPP), offered through the Minnesota Housing Finance Agency (MHFA). No specific start date has been set but it is anticipated the program could begin as early as March or April 2002. The MCPP offers below market rate mortgage financing for first -time homebuyers. You must be a first -time homebuyer, defined as a person who has not had an ownership interest in a principle residence other than the property being purchased during the last three years. You niust also meet income guidelines established for the program. Eligible properties include single family, qualified condominiums, townhomes, and two -unit duplexes. In addition to below market mortgage loans, down payment and closing cost assistance will be available to qualified buyers who meet specific income guidelines.
