Program Supervisor Sue LaCrosse has been the person responsible for this coordination. The After - School Enrichment Program is the result of a cooperative effort of several organizations including: • Community Education Departments in: Anoka School District #11 Brooklyn Center School District #286 Osseo School District #279 Robbinsdale School District #281 • Northwest YMCA • Family Resource Center • Brookdale Hennepin County Library • Campfire Boys and Girls • City of Brooklyn Center Recreation and Police Departments The organizations offer 12 after - school and summer programs at 15 sites and provide opportunities for students to focus on physical activities, community involvement, academics, enrichment activities, and life- long skills. Programs provide at -risk children with safe places to go outside of school hours. Many programs also provide snacks and transportation. Programs are funded by a grant from the Minnesota Department of Children, Families and Learning. The enhancements project includes removal of the overhead utilities and installation of new decorative street lighting; colored concrete treatments at the intersections; decorative city entry \� signs at the north and south city limits; and landscaped corners and boulevards with new trees and other plantings. 610 Corridor Grand Opening Celebration On Saturday, September 30, 2000, from 4:30 p.m. to 7:30 p.m. you will have an opportunity to explore the newly constructed stretch of Highway 610 before fully completed and opened to traffic. The celebration will include a huge car show, live music, food vendors, a commemorative piece for all to take home, and a grand fireworks display. All the activities will take place on the stretch of Highway 610 from West Broadway to Highway 169. Free parking and shuttle service will be available at several locations. Watch for more details on this exciting event coming on September 30th! 3 Destination Park Plan Brooklyn Center prides itself on its 522 acres of parks and nature centers. The park system includes 23 parks and over 10 miles of paved bicycle trails. For the past several years, steady progress has been made on improvements to the City's parks. All but one playground has been replaced with new equipment, and new warming houses and picnic shelters are being built. Lighting has been replaced at many parks, as have drinking fountains. In 2000, all the bleachers will be retrofitted or replaced with new bleachers meeting the new bleacher safety standards. For the past several months, the Park and Recreation Commission and City staff have been working on a long -term plan for park improvements. The cornerstone of the plan is the "Destination Park." Destination Parks are larger parks with more amenities than neighborhood parks. A neighborhood park you might walk to; a destination park you might drive to. Destination parks provide a wide variety of activities, are fully accessible to persons of all abilities, have lighted play for evening activities, and include warming houses for winter skating. The five destination parks which have been designated in the City's - West Palmer Evergreen Comprehensive Plan are: Central/Garden City; Grandview; _. .- t0. Evergreen; West Palmer; and =, I ; ; Kylawn/Arboretum/The Preserve. What follows in these pages is an outline of the types of icy�awNArboretum improvements which are recommended for the destination p arks. These improvements will central /Garden c ty p k h i p Grandview be discussed by the City Council in September as a part of the review of the City's overall ' ' - Capital Improvement Program (CIP). The timeline for construction of - these improvements depends upon the amount of funding which will be available. Some of these improvements would cost more than the City currently has budgeted annually for park improvements, which is currently about $225,000 per year. The City Council will be reviewing options such as increasing that amount, extending the schedule, or cutting back on the plans. It is: 1) Change the name of Garden City Park to Central Park. Brooklane Park, which is adjacent to Garden City school, would then become Garden City Park. An example of a permanent bandshell. 2) Build a permanent bandshell for Entertainment in the Park and special occasions. 3) The patio of the Community Center (fenced outside area behind the pool) is underutilized. Suggestions for use of this space include an outdoor water play area, a playground, or a parent's lounge. 4) Expand the playground. 5) Improve the connection between the Community Center and the park. An example of a water play area. 6) Replace all the park and trail lights. 7) Rearrange the hockey and skating rinks at Garden City to make room for a new soccer field. West Palmer lake Park The improvements planned for West Palmer Lake Park would compliment its location adjacent to the 200 -acre Palmer Lake basin with all its amenities. 1) Replace the shelter with two new buildings, one an open picnic shelter, and the other a substantial "lodge" type building suitable for winter use. The building would be used for family gatherings, special recreational programming such as nature programs, or for small meetings. 2) Storage buildings near the ballfields would be added. 3) The basketball court would be relocated and the playground expanded. Kylawn /Arboretum /The Preserve This destination park is really three parks: Kylawn Park, the Eugene Hagel Arboretum, and The Preserve, a nature area jointly maintained by Crystal and Brooklyn Center. 1) A long -term planting plan has been established for the Arboretum through the help of an ecologist. This plan includes additional gardens as well as wetland plantings for the ponds and other general plantings. Most of this work is accomplished by the Brooklyn Center Gardening Club, volunteer groups, and Eagle Scout projects. 2) Other improvements include replacement of the shelter building with a new warming house, new lights, and a paved hockey rink. 6 Neighborhood Parki Improvements to neighborhood parks would continue to be made along with improvements to destination parks. The following are proposed improvements to each of the neighborhood parks. These improvements would be made over the next several years; the time line for improvements is still fluid, so this list indicates a range of years when the improvements are likely to occur. Bellvue: Substantial improvements have been made 7 m z in the past few years, including a new Y, picnic shelter and a new playground, and relocation of the basketball court. At this time no further improvements are proposed. Brooklane: It is proposed to rename this park "Garden City Park." No other improvements are New shelter and playground at Bellvue Park. proposed. Cahlander: Continued upgrades of the landscaping. East Palmer: Replacement of the shelter with picnic shelter, relocation of basketball court, relocation of trail, ponding, and dredging (Winter 2000, Spring 2001). Firehouse: Replacement of shelter building with picnic shelter, replacement of lights (Summer/Fall 2000). New softball fields have already been constructed. Freeway: Replacement of lights (2000), replacement of picnic shelter (2005 or 2006). Happy Hollow: Replacement of shelter building with picnic shelter, replacement of lights (Summer/Fall 2000). Softball field has been removed. Lakeside: No improvements are proposed. Lions: Substantial improvements have been made in the past few years, including replacing the shelter with a picnic shelter and installing a new playground. This year trails will be upgraded, lights replaced, and the pavement around the Little League building rehabbed. Marlin: The playground has been replaced, and no further improvements are proposed. Northport: Replace shelter building with a warming house, improve lighting (2005 or 2006). Orchard Lane: Replace shelter building with a warming house, improve lighting (2005 or 2006). Palmer Lake: Overlay trails, replace signage, add kiosks, add picnic tables (2001). Tobacco Grant Project Multi- Jurisdictional Tobacco Enforcement Grant Project includes the cities of Brooklyn Center, Brooklyn Park, Crystal, New Hope, Plymouth, and Robbinsdale. Officers are assigned to four -hour shifts on particular days at three different times during the months of July and August. More shifts will be assigned during the warmer months and fewer during the winter months at various times of the night. School resource officers and patrol officers outside of this project are also encouraged to use this project format to refer juveniles on tobacco violations. Youth found in violation of the tobacco law are referred by a tobacco enforcement project form instead of a citation. Juveniles are handed a packet explaining the program, resources available, and their option of attending a health seminar or they will be cited to Hennepin County Juvenile Court. Diversion Project Coordinator Susan Carstens from Crystal Police Department will notify parents by letter. This will be monitored whether or not the youth attends the diversion seminar. Citations will be written and forwarded to the County Attorney's Office for those who fail to attend the diversion. School notifications will be notified as necessary for drugs or alcohol violations. Juveniles are referred to a diversionary health seminar that is run by the Robbinsdale School District Chemical Health Specialist and North Memorial Hospital. Violators are required to attend the full four hours and parents will be asked to attend for 45 minutes of that four hours. The session for parents will be separate. There will be a $5 charge to each youth that attends the seminar. Tobacco Key Facts: ✓ According to the National Child Safety Council, smoking is the leading cause of lung cancer. ✓ Smoking tobacco contributes to over 420,000 deaths every year in the United States. When tobacco is smoked, it produces over 4,000 chemicals, including 43 chemicals known to cause or promote cancers. 400 other chemicals are knows to be toxic or harmful. ✓ Chewing tobacco is NOT a safe alternative to smoking. Chewing tobacco has been linked to oral bacteria that can cause cavities, oral cancer, nicotine addiction, gum disease, or tooth loss. ✓ A cigar has more nicotine than a cigarette. Because of its size, a cigar has as much tobacco as approximately 10 -15 cigarettes. A cigar puts out 30 times more carbon monoxide than a cigarette. The tobacco enforcement project is an attempt to inform and educate children about the dangers of smoking. The tobacco project also will enforce by citation to the Hennepin County Juvenile Court those that refuse to comply with attending the diversionary health seminar. Parking Restrictions Explained Residents are reminded of on- street parking restrictions which are in effect year round. These include: • On- street parking is prohibited between 2 a.m. and 6 a.m. • On- street parking may not exceed six consecutive hours at any other time. • No parking is allowed in alleys. • Parking on sidewalks and on the turfed area of boulevards is prohibited. • Occasional exceptions may be granted in the case of street construction projects, family gatherings, out -of- state visitors, etc. These exceptions are granted by the Police Department, and must be obtained ahead of time. If you have questions about cleaning up storm (weather permitting) damage, contact the City Garage at (763) 569 -3380. 9 W School Bus Stop Arm Violations I There has been confusion on the part of many motorists regarding the requirement to stop for school buses when students are entering or exiting buses. Minnesota State Statute 169.444 requires that when a school bus is stopped on a street or highway with red lights flashing AND stop arm extended, the driver of a vehicle approaching the bus shall stop the vehicle at least 20 feet away from the bus and shall remain stopped until the stop arm is retracted and the red lights are no longer flashing. This pertains to vehicles traveling both direction on the same roadway as the bus and includes all lanes of travel, including turn lanes. Four -lane roadways with no median require traffic to stop in all lanes of travel. If the roadway is divided by a median, such as Xerxes Avenue between 59th and 65th Avenues North, then only the traffic going the same direction as the bus needs to stop. A violation of this statute is a misdemeanor, but, if a motorist attempts to pass a school bus on the RIGHT when it is stopped with red lights flashing and stop arm extended, the offense becomes a gross misdemeanor. It is also a gross misdemeanor to pass a school bus when a child has stepped off the bus and is in the street or on the adjacent sidewalk. Stop arm violations are routinely reported to the Brooklyn Center Police Department by bus drivers and motorists. Officers thoroughly investigate these reports. A police officer does not have to witness a violation before charging a motorist with a stop arm offense. If the officer has probable cause to believe that the driver has operated the vehicle in violation of this statute within the previous four hours, then the driver may be arrested. Obscured License Plates Hinder Law Enforcement Efforts Police officers rely upon license plates in order to obtain critical motor vehicle registration information. Minnesota State Statute 169.79 requires that license plates on a motor vehicle be displayed so that their view is not obstructed. The license plates must be kept legible, unobstructed, and free from grease, dust, or any other blurring material. It is unlawful to cover letters or numbers of the name of the state with any material (even if that material is clear or colorless) that affects the plates reflectability or visibility. In other words, license plate frames that cover the tabs, state name, or any of the numbers are illegal. License plate covers, whether tinted or not, may be interpreted as being illegal. Clear license plate covers reflect light making it difficult to read license plates at night. Clear license plate covers that yellow with age also obscure the letters and numbers. License plates must also be securely fastened in order to prevent swinging. License plates must not be attached with wire nor are they legally displayed in the front or rear window of a vehicle. Front and rear plates are required on all vehicles except for motorcycles and certain classic and collector cars.
