MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE
CITY OF BROOKLYN CENTER IN THE
COUNTY OF HENNEPIN AND STATE OF MINNESOTA
REGULAR SESSION
APRIL 20, 2010
COUNCIL COMMISSION ROOM
CALL TO ORDER
The Brooklyn Center Housing Commission was called to order by Chairperson Lawrence - Anderson
at 7:00 p.m.
ROLL CALL
Chairperson Kris Lawrence - Anderson, Commissioners Kathy Amdahl, Tracy Groves, Chereen
Norstrud, Ephraim Olani, and Judy Thorbus Also present were Council Liaison Tim Roche and
Staff Lisiaon Tom Bublitz. Commissioner James Richards was absent from the meeting.
New Commission member Tracy Groves introduced herself to Commission members and was
welcomed by the Commission.
APPROVAL OF AGENDA
There was a motion by Commissioner Thorbus and seconded by Commissioner Norstrud to
approve the agenda as submitted. The motion passed.
APPROVAL OF MINUTES — March 16, 2010
Chairperson Lawrence - Anderson noted that minutes had been handed out but, because of this
evening's tour, she suggested that the approval of the March minutes be deferred to the May
meeting. There was a general consensus by Commission members to defer the April minutes
to the May Housing Commission meeting.
CHAIRPERSONS REPORT
Chairperson Lawrence - Anderson informed Commission members of the Brooklyn Center Expo this
Saturday at Brooklyn Center High School. She noted she would be part of another booth and would
be representing the Housing Commission and encouraged Housing Commission members to attend.
Chairperson Lawrence - Anderson briefly reviewed the previous Housing Commission meeting and
reaffirmed the Commission's commitment to assisting the Crime Prevention Specialist with this
summer's neighborhood meetings and requested that at least two Housing Commission members
attend the upcoming neighborhood meetings. She asked that this item be placed on the May agenda
for discussion.
COUNCIL LIAISON REPORT
Councilmember Roche informed the Commission of numerous Council actions noting the settlement
with the police union, the new building proposed for construction at 71 and Brooklyn Boulevard to
be occupied by LEAP, the Osseo School District and Northwest Hennepin Human Services Council,

which will include a parking ramp. He also informed Commission members of a new restaurant
coming to the City called Mango Tango, to be located at the former Coyote Grill site at Shingle
Creek and Freeway Boulevard.
Councilmember Roche also informed Commission members that the FBI building is still on track
and that the Bass Lake Road improvements will be extended from Xerxes Avenue on the west all the
way to 57` and Logan.
REPORT ON APRIL 6, 2010 CITY COUNCIL /COMMISSION'S JOINT MEETING
Chairperson Lawrence - Anderson reported on the April 6` joint meeting with the Council and other
Commissions pointing out that the Strategic Goal proposed for the Housing Commission is Strategic
Goal No. 3, "We will stabilize and improve residential neighborhoods ". She noted the Success
Targets for this Strategic Goal include No. 3, "Housing and Accommodations for Seniors" and No.
4, "New Housing Construction to Accommodate those Seeking Modern Housing and Move Up
Choices ". She also pointed out the ongoing goals the Commission is pursuing including assisting the
Crime Prevention Specialist with the Neighborhood Watch Program, attendance at and participation
in the upcoming neighborhood meetings and establishing a welcoming/outreach committee for new
residents to Brooklyn Center.
Commission members discussed the issue of the welcoming committee and it was agreed that the
May Housing Commission would include a discussion of the types of information to be distributed to
new residents and also other issues related to the creation of a welcoming committee.
TOUR OF GATEWAY COMMONS
Commission members ended discussion and traveled to Gateway Commons where they continued
the Housing Commission meeting and participated in a tour of the redevelopment project underway.
