Adjournment i MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION MARCH 16, 2010 COMMUNITY ROOM #221, COMMUNITY CENTER CALL TO ORDER Chairperson Sorenson called the meeting to order at 7:00 p.m. ROLL CALL Chair Sorenson, Commissioners Lee, Peterson, Russell, Shinnick and Starling were present. Commissioner Ebert was absent and excused. Also present were residents Jill Dalton and Diane Sannes, along with City Council liaison Mark Yelich and Community Activities, Recreation and Services Director Jim Glasoe. APPROVAL OF AGENDA By consensus, the agenda was approved as presented. APPROVAL OF MINUTES — January 19, 2010 There was a motion by Commissioner Russell, seconded by Commissioner Lee to approve the minutes of the January 19, 2010 Park & Recreation Commission as presented. The motion passed unanimously. COUNCIL LIAISON REPORT Councilmember Yelich reported that Brookdale Mall had been sold during the recent Sheriff's sale. Councilmember Yelich noted the current owner had a 30 day redemption period and that the new owner had already begun providing notices canceling leases. Mr. Yelich indicated construction of the new FBI building should begin soon, but indicated he was no longer predicting an actual start date. Council Liaison Yelich reported that the Governor had proposed budget reductions that would mean a loss of $1.04 million dollars in Local Government Aid and Market Value Homestead Credit for fiscal 2010. Mr. Yelich noted that, if these proposed budgets cuts remained at that level, it would be a significant challenge to rebalance this year's budget i BROOKLYN CENTER EARTH FEST- April 24, 2010 CARS Director Glasoe introduced residents Jill Dalton and Diane Sannes. Ms. Dalton and Ms. Sannes presented information regarding the Earth Fest event that is planned for April 24 at Brooklyn Center High School. Ms. Dalton and Ms. Sannes asked that the Commission consider being a part of the event. There was considerable Commission discussion regarding green initiatives and how they might contribute to the event. After additional discussion, Chair Sorenson directed CARS Director Glasoe to put this item on the April meeting agenda. JOINT MEETING WITH CITY COUNCIL - Commission Assistance with Strategic Goals CARS Director Glasoe reported that the City Manager, at the request of the City Council, had set an April 6 th meeting date for a joint meeting between the City Council and all of the Commissions. The meeting was scheduled for 6:30 -8:00 p.m. in Constitution Hall. Mr. Glasoe indicated that a portion of the meeting would be for each Commission to report on their activities throughout the past year and answer any questions from the City Council or other Commissions. Mr. Glasoe noted that for the other portion of the meeting the City Manager had asked that each Commission review the Strategic Goals to identify any that they believe they might be able to contribute meeting he success r g ss to gets. Mr. Glasoe led a brief review of the Strategic Goals. After considerable discussion the Commission, by consensus, felt that they could contribute to two specific goal areas. The first area is related to Strategic Goal #4, Desired Outcome 2, Participation in community programs and activities will reflect the demographic makeup of the community. The second was related to Strategic Goal #5, Desired Outcome 3, Maintain public access and availability to City park facilities and infrastructure. It was discussed that Vice -chair Shinnick would present these two goal areas at the meeting on April 6 "'. PARKS SIGNS- Verbiage Options CARS Director Glasoe reported that, at the January meeting, the Commission had considered a new "bullet statement" style for City park signs. Mr. Glasoe continued that, as a part of that review, the Commission indicated a preference for the statements to be phrased in a more positive fashion. Mr. Glasoe provided the Commission with alternate wording that was more positive in nature. The commission offered some minor revisions. Mr. Glasoe indicated that a full sized mock up would be made available for the next meeting. HENNEPIN COUNTY YOUTH SPORTS GRANT- Grant Update and Request Ideas. CARS Director Glasoe reported that the City would, once again, be forwarding a joint grant application with the Brooklyn Center School District for additional recreation space at the High School. Mr. Glasoe added that a separate application would be submitted for reconstruction of the soccer field at Willow Lane Park to include an irrigation system. Mr. Glasoe noted the grant application deadline was March 29 and that awarding of the grant would be made in early May. SET NEXT MEETING DATE By consensus, the next meeting of the Parks and Recreation Commission was set for April 20, 2010 at 7:00 p.m. in Community Room #221 of the Brooklyn Center Community Center. Beginning Saturday, April 17 through publicworks a_ci.brg0lyn- Saturday, April 24, hundreds of volunteers from Plymouth to the center.mn.us Mississippi River will line the banks of Shingle Creek, picking up everything from pop cans to abandoned vehicles. Follow a cigarette butt, candy wrapper, or empty pop can tossed or blown into the street and you're likely to find it littering the banks of one of our streams. That's because rain and melting snow flow from large areas into streams through the storm sewer system. The large area that funnels water into a stream is called a watershed. As water travels through the watershed it picks up debris and pollutants and carries them . to the stream. If this land is polluted, our river will be too. That's why we need your help keeping the watershed clean. In 2009 more than 140 volunteers worked in Brooklyn Center cleaning the banks of Shingle Creek as well as City parks and roadways. Volunteers collected over 100 bags of debris. In 2010 many of the 27 groups affiliated with the Brooklyn Center Adopt - A- Park /Trail /Street Program will concentrate on a cleanup of their assigned sites during the week. Groups and individuals not already connected with a park, trail, or street will be assigned to an area of Shingle Creek, nearby park, open space, or parkway to pick up trash and debris. If you are interested in participating either as a group or as an individual, call Jenny Whiting at (763) 585 -7100 for more information. Trash bags and cotton gloves will be provided the day of the event at the Community Center, 6301 Shingle Creek Parkway. New this year in Brooklyn Center is Earth Fest 1 -4 p.m., Saturday, April 24, at Brooklyn Center High School, 6500 Humboldt Ave. N. The event is free and open to the public. Organized by community members, the event is expected to draw 30 -40 different vendors, exhibitors and hands -on opportunities for all ages, including kid friendly educational exhibits and activities. The idea behind Earth Fest, organized by Diane Sannes and Jill Dalton, came as the two connected for the first time - both sharing a passion for the environment. As they reached out to residents, businesses, local organizations and schools, many expressed their interest in sharing their green initiatives and information with the community. It is an event they hope will not only highlight the 40th anniversary of Earth Day, but will provide information to residents to learn how to live green and make sustainable choices in their everyday life. "We are hoping it will open other opportunities, new projects or initiatives by others in the community," Dalton said. Returning this year is The Great Shingle Creek Watershed Clean -Up, 8:30 a.m. to noon Saturday, April 24, to keep Shingle Creek and the city of Brooklyn Center clean. Those interested in participating in the city organized event will meet at the Community Center (lower level) for coffee, juice and pastries at 8:30 a.m. and will be assigned to a public access area along the creek. The city will provide trash bags and gloves. Last year, more than 140 volunteers worked in the city, cleaning the banks of Shingle Creek as well as the parks and roadways - collecting over 100 bags of debris. Participants are advised to come dressed for the weather and wear sturdy shoes or boots. Children under 18 must volunteer with an adult. Adults may g brin a rake to retrieve items from the water's edge. To register or obtain more information, call 763 -569 -3380. Three Rivers Park District is encouraging area youth in grades 9 -12 to volunteer as well during Global Youth Service Day, April 23 -25. The effort is open to individual youth in ninth through 12th grade and groups. Earth Day started in the spring of 1970 when United States Senator Gaylord Nelson created it as a way to "force this issue [protecting the environment] onto the national agenda." The EPA estimates 20 million Americans demonstrated in different United States cities for the event. In 1970, President Richard Nixon and Congress established the creation of a new federal agency to address environmental issues - the U.S. Environmental Protection Agency. The EPA was tasked with the goal of repairing the damage already done to the environment and to establish guidelines to help Americans in making a cleaner and safer environment.
