HomeMy WebLinkAbout2009 10-20 PRMMINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION OCTOBER 20, 2009 COMMUNITY ROOM #221, COMMUNITY CENTER CALL TO ORDER Chairperson Sorenson called the meeting to order at 7:04 p.m. ROLL CALL Chair Sorenson, Commissioners Ebert, Lee and Peterson were present. Commissioners Russell, Shinnick and Starling were absent and excused. Also present were City Council Liaison Mark Yelich and Community Activities, Recreation and Services Director Jim Glasoe. APPROVAL OF AGENDA By consensus, the agenda was approved as presented. APPROVAL OF MINUTES September 15, 2009 There was a motion by Commissioner Peterson, seconded by Commissioner Ebert to approve the minutes of the September 15, 2009 Park & Recreation Commission as presented. The motion was passed unanimously. COUNCIL LIAISON REPORT Councilmember Yelich shared information on a Sustainability Workshop that was being held at th the Brookdale Library on October 26. Mr. Yelich noted the workshop portion for community members begins with a social hour at 5:00 p.m. and sessions following at 6:00 p.m. Councilmember Yelich reported the Federal Stimulus funding for the Bass Lake Road Streetscape Enhancement project had been received and the project would begin next spring. Commissioners asked about the status of the former site, noting that a new for sale sign had appeared. Councilmember Yelich responded that he was not aware of any new developments related to the site. FIREHOUSE PARK CARS Director Glasoe reviewed reports from the Police Department and CARS Department regarding recommendations related to the basketball courts at Firehouse Park. Mr. Glasoe also shared a memorandum from the City Manager detailing his recommendations. There was much discussion regarding the reorientation of the basketball courts. CARS Director Glasoe indicated that his recommendation to reorient the basketball court was made because there seemed to be a corollary relationship between the full court games and the incidents. Mr. Glasoe noted this option allowed for basketball play by area residents, but did not permit the full court games. Chair Sorenson responded that he was not in favor of the reorientation as it impacted the recreational opportunities for all of the residents as a result of the actions of a few individuals. After additional discussion, a motion was made by Commissioner Ebert and seconded by Commissioner Lee recommending to the City Council the following regarding Firehouse Park: 1.Rim Locks are recommended to be purchased and used if future incidents occur. 2.Enhanced signage should be considered, with clear language relating to behavior expectations. 3.Reorientation of the basketball court is not recommended at this time, as the Commission did not want the actions of a few individuals to determine the recreational opportunities for the majority of the residents. The motion passed 3-1 with Chair Sorenson, Commissioners Ebert and Lee voting Aye and Commissioner Peterson voting Nay. ADOPT-A-PARK CLEAN-UP Chair Sorenson reported that the Commission cleaned Marlin and Lakeside Parks on Saturday, th October 17. Chair Sorenson noted that Commissioners Lee, Peterson and son had assisted. CENTRAL PARK TRAIL CONSTRUCTION CARS Director Glasoe reported the completion of the trail reconstruction on the west side of Central Park is weather dependant. Mr. Glasoe noted, if the contractor was unable to complete the reconstruction this season, the portion of the trail that has been removed would be replaced and then be redone next spring. Mr. Glasoe added the planned reconstruction was being done per Three Rivers Park District specifications, except for the bridge abutments. 2010-2024 CAPTIAL IMPROVEMENTS PROGRAM- Planned Park Improvements CARS Director Glasoe reported the 2010-2024 Capital Improvements Plan was not ready for action by the Commission. Mr. Glasoe noted the planned improvements for 2010 remained the same, and he would be bringing the final plan back to the Commission in November for a recommendation. SET NEXT MEETING DATE By consensus, the next meeting of the Parks and Recreation Commission was set for November 17, 2009, at 7:00 p.m. in Community Room #221 at the Brooklyn Center Community Center. MEETING ADJOURNED Commissioner Ebert made a motion, seconded by Commissioner Peterson to adjourn the meeting at 7:57 p.m. The motion passed unanimously.
