CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority met in special session and was
called to order by Chairman Todd Paulson at 11:39 p.m.
ROLL CALL
Chairman Todd Paulson, Commissioners Celia Scott, Dave Rosene, Barb Kalligher, and
Kristen Mann. Also present were HRA Director Gerald Splinter, Community Development
Specialist Tom Bublitz, City Attorney Charlie LeFevere, Director of Community
Development Brad Hoffman, Planning and Zoning Specialist Ron Warren, and Council
Secretary Kathy Stratton.
APPROVAL OF MINUTES
DECEMBER 10. 1992 - SPECIAL SESSION
There was a motion by Chairman Paulson and seconded by Commissioner Rosene to
approve the minutes of the December 10, 1992, HRA meeting as printed. The motion
passed unanimously. Commissioners Kalligher and Mann abstained from voting.
NOVEMBER 9 1992 - SPECIAL SESSION
There was a motion by Commissioner Scott and seconded by Commissioner Rosene to
approve the minutes of the November 9, 1992, HRA meeting as printed. The motion passed
unanimously. Commissioners Kalligher and Mann abstained from voting.
SEPTEMBER 14 1993 - SPECIAL SESSION
There was a motion by Commissioner Kalligher and seconded by Commissioner Rosene to
approve the minutes of the September 14, 1993, HRA meeting as printed. The motion
passed unanimously.
ADJOURNMENT
There was a motion by Commissioner Kalligher and seconded by Commissioner Rosene to
adjourn the meeting. The motion passed unanimously. The Brooklyn Center Housing and
Redevelopment Authority adjourned at 11:43 p.m.

Member introduced the following resolution and moved
its adoption:

RESOLUTION APPROVING THE FINAL BROOKLYN CENTER HOUSING AND
REDEVELOPMENT AUTHORITY BUDGET FOR THE YEAR 1994 PURSUANT TO MSA
CHAPTER 469.033, SUBDIVISION 6 AND MSA CHAPTER 469.107,

WHEREAS, the Brooklyn Center Housing and Redevelopment Authority
has considered the attached budget and finds that this budget is necessary
for the operation of the Brooklyn Center Housing and Redevelopment
Authority during the year 1994:
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment
Authority for the City f Brooklyn Center that the e attached budget

of the Housing and Redevelopment Authority for said City is hereby approved.
BE IT FURTHER RESOLVED that a copy of this resolution, together
with the attached budget, be submitted to the City Council of the
City of Brooklyn Center.

Member introduced the following resolution and
moved its adoption:
HRA RESOLUTION NO.
RESOLUTION ESTABLISHING THE FINAL TAX LEVY FOR THE BROOKLYN
CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR THE YEAR 1994

WHEREAS, Minnesota statutes currently require certification of a
proposed tax levy to the Hennepin County Auditor on or before September 15, 1993
and a final tax levy on or before December 25, 1993.
BE IT RESOLVED by the Housing and Redevelopment Authority of the
City of Brooklyn Center as follows:
Section 1: That there be and hereby is levied a property tax for
the Housing and Redevelopment Authority, for the year 1994, in the amount
of $112,807 and at the rate not to exceed 0.0131% of taxable market value,
real and personal, situated within the coroporate limits of the City of
Brooklyn Center, Minnesota and not exempted by the Constitution of the
State of Minnesota or the valid laws of the State of Minnesota, for
the purpose of establishing an H.R.A. Fund and conducting the operation
of a H.R.A. pursuant to the provisions of MSA 469.001 through 469.047.
Section 2: That there be and hereby is levied an additional property
tax for the Housing and Redevelopment Authority, for the year 1994, in the
amount of $11,198 and at the rate not to exceed 0.0013% of taxable market
value, real and personal, situated within the corporate limits of the City
of Brooklyn Center, Minnesota and not exempted by the Constitution of the
State of Minnesota or the valid laws of the State of Minnesota, for
the purpose of defraying costs of providing informational service and
relocation assistance as authorized by MSA 469.033, Subdivision 6.
Section 3: That the consent resolution by the City Council of the
City of Brooklyn Center to this special tax for the operation of the
Housing and Redevelopment Authority be attached to this resolution
and made part of it.
