APPROVAL OF MINUTES JANUARY 24, L994 - REGULAR SESSION There was a motion by Commissioner Scott and seconded by Commissioner Kalligher to approve the minutes of the January 24, 1994, EDA meeting as printed. The motion passed unanimously. D_ SCUSSION ITEM CONSIDERATI OF ACQUISITION OF PROPERTY UNDER EDA SCATTERED SITE PROGRAM The Community I)cvc1npmcnt Specialist explahie -d there arc two properties under consideration for acquisition. He showed slides of both properties and said he would like the option of an appraisal to establish the value of the property at 5900 Emerson. Commissioner Scott recommended the one on Brooklyn Boulevard be pursued and asked if the one on Emerson had a lot too small to be rebuildable. The Planning and Zoning Specialist said it is a legal lot size and could be built upon. He said because it is on a corner, setbacks affect the appearance of the size of thu lot. 2/28194 - 1 - There was a motion by Commissioner Scott and seconded by Commissioner Kalligher to pursue acquisition of both properties and bring information back to the EDA. The motion passed unanimously. Currently, EDA policy requires that for homes valued at $55,000 or less, as determined by the City Assessor's department, staff will prepare a cost repair estimate to determine if the property can be brought up to Section 8 standards with the funds available. The City's Building Inspector has informed me that, with this property, his preparation of a cost repair estimate may not be able to adequately predict whether or not the actual bids will allow the home to be brought up to Section 8 standards with the maximum grant award. Therefore, staff is recommending that the EDA consider this application contingent on the maximum grant award being adequate to bring the house up to Section 8 standards. If the maximum grant award cannot adequately rehabilitate this property, the project will not be done. Additionally, Hennepin County has recently informed the cities participating in the Urban Hennepin County Community Development Block Grant program that for rehabilitation loan projects approved after March 1, 1994, the maximum loan amount will be raised to $15,000. The County has recognized that the maximum $10,000 loan is rarely adequate to meet the rehabilitation needs of many of the properties cities have to deal with, and an increase in the loan amount is long overdue. At the outset of the CDBG program, the maximum limits on grant awards were $7,500. Over time the amount was raised to $10,000 and has been at that level for many years. The program has not kept pace with inflation and City staff has found that, almost without exception, the bids for rehabilitation loan projects come in well over $10,000 and often approach the $20,000 range. With the change to $15,000, staff believes this will more adequately address the needs of rehabilitating older properties in the City. Staff recommending the maximum grant award in this project be set at $15,000. This project presents a dilemma we continue to have on grant projects. That is, do we put funds into the lower value homes that may be future candidates for acquisition and demolition? On the other hand, the property does provide housing to persons of lower or moderate income and the grant funds can help to improve their housing quality and provide needed repairs. Staff considers this a project that could be decided either way, that is, to approve or deny. The resolution to approve this project is included with this memorandum, but staff is requesting discussion from the EDA on this particular project approval. 0 —lopies of photos of the property at 5339 Emerson Avenue North are included with this memorandum. RESOLUTION APPROVING ONE (1) BROOKLYN CENTER ECONOMIC DEVELOPMENT AUTHORITY GRANT (FILE NO. H -117 [80431) WHEREAS, the Brooklyn Center Economic Development Authority established a Home Rehabilitation Grant Program to assist low and moderate income individuals in the maintenance and repair of their homes; and WHEREAS, the Brooklyn Center Economic Development Authority has received one (1) application (file no. H -117 [8043]) from eligible individuals to receive grant assistance; and WHEREAS, an inspection by the City of Brooklyn Center has determined that the work is necessary and appropriate under the Brooklyn Center Economic Development Authority Grant Program; and WHEREAS, the estimated cost of the proposed grant application is estimated at $15,000. NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Economic Development Authority that: 1. The Brooklyn Center Economic Development Authority does approve the one (1) housing rehabilitation grant application (file no. H -117 [8043]) as recommended by the staff and contingent on being able to adequately rehabilitate the property to Section 8 standards with a maximum grant award of $15,000. 2. That the work be performed as recommended in the request for council consideration form dated March 14, 1994, and that the applicant be directed to obtain the necessary bids for staff review and approval. 3. The project shall not exceed $15,000. An addition was added 34 years ago and some recent updating to the bathroom has taken place. The City Assessor has this house estimated property valued at $52,200. This house must be brought up to Section 8 standards with funds available. Therefore this grant is contingent on the contractors bid. The following is a list of repairs that will help bring this dwelling up to code. ELECTRICAL: 1. Install 100 amp service to panel and label all service breakers. 2. Provide separate 15 amp circuit to furnace. 3. Repair /replace non - working outlets in living room and dining room. 4.
