ROLL CALL Chairman Todd Paulson, Commissioners Celia Scott, Dave Rosene, Barb Kalligher, and Kristen Mann. Also present were HRA Director Gerald Splinter, City Attorney Charlie LeFevere, Director of Community Development Brad Hoffman, Planning and Zoning Specialist Ron Warren, and Council Secretary Kathy Stratton. APPROVAL OF itiiINUTES SEPTEMBER 27 1993 - SPECIAL SESSION There was a motion by Commissioner Rosene and seconded by Commissioner Scott to approve the minutes of the September 27, 1993, HRA meeting as printed. The motion passed unanimously. 1994 PROPOSED HRA BUDGET There was a motion by Commissioner KalIigher and seconded by Commissioner Scott to accept the Proposed 1994 HRA Budget which is contained within the EDA Budget. The motion passed unanimously. RESOLUTIONS RESOLUTION NO. 93 -03 Commissioner Kristen Mann introduced the following resolution and moved its adoption: RESOLUTION APPROVING THE FINAL BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY BUDGET FOR THE YEAR 1994 PURSUANT TO MSA CHAPTER 469.033, SUBDIVISION, 6 AND MSA CHAPTER 469.107, SUBDIVISION 1 12%20/93 _ 1 _ The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Barb Kalligher, and the motion passed unanimously. Budget and Preliminary H.R.A. Property Tax Levy Department Approval: erald G. Spli fir, City Manager Manager's Review/Recommendation: No comments to supplement this report Comments below /attached Recommended City Council Action: I recommend your favorable consideration of the attached resolutions establishing the H.R.A.'s preliminary budget and preliminary property tax levy. • Summary Explanation: (supporting documentation attached ) The H.R.A. is limited by state law to a property tax levy of no more than 0.0144% of the City's taxable market value. In past years, the City has always levied this maximum amount. For 1995, we expect this levy will raise $122,809 less $3,684 for the 3% estimated uncollectible allowance, for a net revenue of $119,125. We also expect to receive $17,835 of homestead credit from the State of Minnesota. These revenues total $136,960. The entire amount will be transferred to the E.D.A. which has more flexibility under state law to conduct programs. • Member introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTION ESTABLISHING THE PRELIMINARY TAX LEVY FOR THE BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR THE YEAR 1995 WHEREAS, Minnesota statutes currently require certification of a preliminary tax levy to the Hennepin County Auditor on or before September 15, 1994 and a final tax levy on or before December 28, 1994. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of the City of Brooklyn Center as follows: Section 1: That there be and hereby is levied a property tax for the Housing and Redevelopment Authority, for the year 1995, at the rate of 0.0131 % of taxable market value of all taxable property, real and personal, situated within the corporate limits of the City of Brooklyn Center, Minnesota and not exempted by the Constitution of the State of Minnesota or the valid laws of the State of Minnesota, for the purpose of establishing an H.R.A. Fund and conducting the operation of a H.R.A. pursuant to the provisions of MSA 469.001 through 469.047. Section 2: That there be and hereby s levied an additional property tax for Y P P Y the Housing and Redevelopment Authority, for the year 1995, at the rate of 0. 00 13 % of taxable market value of all taxable property, real and personal, situated within the corporate limits of the City of Brooklyn Center, Minnesota and not exempted by the Constitution of the State of Minnesota or the valid laws of the State of Minnesota, for the purpose of defraying costs of providing informational service and relocation assistance as authorized by MSA 469.033, Subdivision 6. Section 3: That the consent resolution by the City Council of the City of Brooklyn Center to this special tax for the operation of the Housing and Redevelopment Authority be attached to this resolution and made part of it. RESOLUTION APPROVING THE PRELIMINARY BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY BUDGET FOR THE YEAR 1995 PURSUANT TO MSA CHAPTER 469.033, SUBDIVISION 6 AND MSA CHAPTER 469.107 SUBDIVISION 1 WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has considered the attached preliminary budget and finds that this budget is necessary for the operation of the Brooklyn Center Housing and Redevelopment Authority during the year 1995. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority for the City of Brooklyn Center that the attached preliminary budget of the Housing and Redevelopment Authority for said City is hereby approved. BE IT FURTHER RESOLVED that a copy of this resolution, together with the attached preliminary budget, be submitted to the City Council of Brooklyn Center. HOUSING AND REDEVELOPMENT AUTHORITY Preliminary 1995 Budget POLICIES: + Collect and distribute tax revenues in an efficient and responsible manner. + Estimate property tax revenue by an objective conservative analytical process. The purpose of this budget is to provide a source of funding for the Economic Development Authority Special Operating fund's activities. All revenues collected by the H.R.A. are transfered to the E.D.A. Special Operating fund when collected. Where previous coats have chipped and peeled, the edge shall be feathered to the maximum extent feasible and spot primed with a high quality oil base paint before finish coats are applied. No paint shall be applied until all nail holes have been filled and sanded and all defects in wood work have been eliminated. Paint shall be medium grade and applied according to the manufacturer's specifications and applied to secure full coverage. Use primer where required. GUTTERS AND DOWN SPOUTS Q Provide gutters and down spouts as follows: a) New gutters shall be minimum 5 wide .032 gauge aluminum with hangers placed under roofing. b) New downspouts shall be minimum 2" x 3 " rectangular .020 gauge aluminum.
