Also present were HRA Director Gerald Splinter, Finance Director Paul Holmlund, Director of Planning and Inspection Ron Warren, EDA Coordinator Brad Hoffman, City Assessor Mark Parish and Council Secretary Nancy Berg. RESOLUTIONS The HRA Director introduced a Resolution Approving the Final Brooklyn Center Housing and Redevelopment Authority Budget for the Year 1993 Pursuant to MSA Chapter 469.033, Subdivision 6 and MSA Chapter 469.107, Subdivision 1 RESOLUTION NO. 92 -04 Commissioner Rosene introduced the following resolution and moved its adoption: RESOLUTION APPROVING THE FINAL BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY BUDGET FOR THE YEAR 1993 PURSUANT TO MSA CHAPTER 469.033, SUBDIVIDION 6 AND MSA CHAPTER 469.107, SUBDIVIDION 1 The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Cohen, and the motion passed unanimously. The HRA Director introduced a Resolution Establishing the Final Tax Levy for the Brooklyn Center Housing and Redevelopment Authority for the Year 1993. RESOLUTION NO. 92 -05 Commissioner Cohen introduced the following resolution and moved its adoption: RESOLUTION ESTABLISHING THE FINAL TAX LEVY FOR THE BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR THE YEAR 1993 12/10/92 - 1 - The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Scott, and the motion passed unanimously. ADJOURNMENT There was a motion by Commissioner Scott and seconded by Commissioner Pedlar to adjourn the meeting. The motion passed unanimously. Splint6ir, City Manager ***************************************** * * * * * * * * * * * * * * * * * * * * * * * * * * * * * ** MANAGER'S REVIEW/RECOABIENDATION: No comments to supplement this report Comments below /attached ***************************************** * * * * * * * * * * * * * * * * * * * * * * * * * * * * * ** SUMMARY EXPLANATION: (supplemental sheets attached ) Attached is a summary of the 1994 City Manager's Preliminary Housing and Redevelopment Authority Budget. The preliminary budget is designed to give the Council ouncil sufficient information to approve a preliminary 1994 H.R.A. property tax levy and budget total by the September 15, 1993 certification deadline established by State Law. Counties are responsible under the same law and regulation for mailing parcel specific tax notices notifying property owners of the required hearings held by cities, schools, counties, and other taxing districts between November 29 and December 20 of each year. Under state law, special taxing districts, such as the H.R.A., must finalize their property tax levies and budgets prior to December 30, 1993. The 1994 preliminary budget projects total revenue from the H.R.A. levy to be $ 139,360. Property tax revenue is estimated at o P Y $ 121 525 after a 20 reduction for delinquencies, and $ 17,835 in homestead credit. This is the maximum levy allowed under state law and equals 0.0144% of taxable market value. The H.R.A. has levied the maximum amount in prior years. All property tax revenues are transferred to the Economic Development Authority Special Operating Fund. As in previous years, the Council should understand whatever you set the preliminary tax levy at for the 1994 budget, it cannot be exceeded at a later time. You can levy less than what you establish in the preliminary 1994 levy but you cannot increase it. I recommend the Council approve the attached resolutions, setting the 1994 preliminary H.R.A. property tax levy at 0.0144% of taxable market value and the preliminary 1994 H.R.A. budget total at 139 g S , 360. RESOLUTION ESTABLISHING THE PROPOSED TAX LEVY FOR THE BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR THE YEAR 1994 -------------------------------------------------------------- WHEREAS, Minnesota statutes currently require certification of a proposed tax levy to the Hennepin County Auditor on or before September 15, 1993 and a final tax levy on or before December 25, 1993. BE IT RESOLVED by the Housing and Redevelopment Authority of the City of Brooklyn Center as follows: Section 1: That there be and hereby is levied a property tax for the Housing and Redevelopment Authority, for the year 1994, at the rate of 0.0131% of taxable market value of all taxable property, real and personal, situated within the coroporate limits of the City of Brooklyn Center, Minnesota and not exempted by the Constitution of the State of Minnesota or the valid laws of the State of Minnesota, for the purpose of establishing an H.R.A. Fund and conducting the operation of a H.R.A. pursuant to the provisions of MSA 469.001 through 469.047. Section 2: That there be and hereby is levied an additional property tax for the Housing and Redevelopment Authority, for the year 1994, at the rate of 0.0013% of taxable market value of all taxable property, real and personal, situated within the corporate limits of the City of Brooklyn Center, Minnesota and not exempted by the Constitution of the State of Minnesota or the valid laws of the State of Minnesota, for the purpose of defraying costs of providing informational service and relocation assistance as authorized by MSA 469.033, Subdivision 6. RESOLUTION APPROVING THE PROPOSED BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY BUDGET FOR THE YEAR 1994 PURSUANT TO MSA CHAPTER 469.033, SUBDIVISION 6 AND MSA CHAPTER 469.107, SUBDIVISION 1 ------------------------------------------------------------------ WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has considered the attached proposed budget and finds that this budget is necessary for the operation of the Brooklyn Center Housing and Redevelopment Authority during the year 1994: NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority for the City of Brooklyn Center that the attached ro osed budget P P g of the Housing and Redevelopment Authority for said City is hereby approved.
