The Brooklyn Center Economic Development Authority met in regular session and was
called to order by President Todd Paulson at 9:36 p.m.

President Todd Paulson, Commissioners Celia Scott, Dave Rosene, and Kristen Mann.
Commissioner Barb Kalligher was excused from this evening's meeting. Also present were
City Manager Gerald Splinter, Director of Community Development Brad Hoffman,
Community Development Specialist Tom Bublitz, Public Works Coordinator Diane ,Spector,
City Attorney Charlie LeFevere, and Council Secretary Kathy Stratton,

APPROVAL OF MINUTES

There was a motion by Commissioner Mann and seconded by Commissioner Scott to
approve the minutes of the September 20, 1993, EDA meeting as printed. The motion

Staff was recently contacted by one of the individuals on our waiting list for the rehab grant
program. The request of this individual was for a ramp to be constructed on the exterior of her
home for her daughter. The applicant's daughter is 10 years old, has cerebral palsy and is confined
to a wheelchair. Her daughter does attend public school on a daily basis and is being
mainstreamed in her elementary school.
The applicant has indicated that it is becoming increasingly difficult to lift her daughter in and out
of the house using the steps into the house. As a result, she has requested that a ramp be
constructed to assist her in moving her daughter in and out of her home.
As you may be aware, Clay Larson, the City's Building Official, through the Minnesota Building
Officials Association Lake Country Chapter, does construct handicap- accessible ramps for
individuals at no cost. However, Mr. Larson has indicated that his organization has already
constructed one ramp in Brooklyn Center this year and that presently there is no money available
in their fund dedicated to this program. As a result, the City's rehabilitation grant program
appeared the most expeditious way of solving the problem.
Staff realizes the Council does not want to make a practice out of moving people up on the waiting
list; however, this appeared to be a case where it warranted moving this particular applicant up on
the list.

Included with this memorandum is a specification for constructing the ramp which we would need
to do before the winter season arrives. It should be noted that because of emergency nature of this
application, the income verification process has not yet been completed and we are requesting
approval of the construction portion of the project contingent on the applicant meeting all the
income verification requirements for the grant program.
While doing the inspection for the ramp, staff also observed some other possible needs for
accessibility modifications within the house, including possible modifications to the existing
bathroom in the home. We would like the option of coming back to the City Council with this
applicant for future accessibility modifications to the home. Presently, however, we are requesting
approval for only the exterior ramp.
Also included with this memorandum are the application and recommendations for work to be
performed on the home. I recommend approval by the EDA.
This information is private and not available to the general public. Our records indicate the
applicant has not received a previous grant under the program and the value of the property being
approved is $65,400.
RECOMMENDATION

WHEREAS, the Brooklyn Center Economic Development
Authority established a Home Rehabilitation Grant Program to
assist low and moderate income individuals in the maintenance and
repair of their homes; and
WHEREAS, the Brooklyn Center Economic Development
Authority has received one (1) application (File No. H -116 [8042])
from individuals to receive grant assistance; and
WHEREAS, an inspection by the City of Brooklyn Center
has determined that the work is necessary and appropriate under
the Brooklyn Center Economic Development Authority Grant Program;
and
WHEREAS, the estimated cost of the proposed grant
application is estimated at $10,000.
NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center
Economic Development Authority that:
1. The Brooklyn Center Economic Development Authority
does approve the one (1) housing rehabilitation
grant application (File No. H -116 [8042]) as
recommended by the staff. Approval of the project
is contingent on the applicant's meeting all
eligibility requirements of the Home Rehabilitation
Grant program, including income and asset
requirements.
2. That the work be performed as recommended in the
request for council consideration form dated
October 25 1993, and that the applicants be
directed to obtain the necessary bids for staff
review and approval.
3. The project shall not exceed the grant limit of
$10,000 per house.

In accordance with the Minnesota Government Data Practices Act, Henn e in County require

Building Permits. Uniform Building Code (UBC) section 301(b)7 exempts "platforms,
walks and driveways not more than 30 inches above grade" from the requirement for a
building permit. However, this section makes it clear that the work must still comply with
the applicable provisions of the building code as well as any other laws or ordinances of the
jurisdiction.
Zoning. City of Brooklyn Center regulates land use through zoning codes. There may be
restrictions on distance to property lines, maximum area and height, etc. Specific
requirements will vary among jurisdictions so it is necessary that the appropriate local
government department will be contacted prior to beginning construction. Permits, including
a site plan showing the location of the proposed ramp, may be required to verify compliance
with zoning code provisions.
Guardrails. UBC 1711 states in part that open and glazed sides of stairways, landings and
ramps, which are more than 30 inches above grade shall be protected with a guardrail.
When a guardrail is required on a ramp or landing serving a single family dwelling, the
guardrail must not be less than 36 inches high with intermediates spaced such that a sphere
six inches in diameter cannot pass through. The dimensions must be on the plan when this
requirement is applicable.
Ramps. According to UBC 3307, ramps used as exits from the building shall comply with
this section.
Subpart (c) states that: The slope of the ramp shall not be steeper than 1
vertical to 8 horizontal. The slope shall be identified on the plans. (Note:
This vertical to horizontal slope is not recommended because it is too
steep. Minimum recommended slope is 1 -12) .
Subpart (e) states that when the slope of the ramp is steeper than 1 vertical to
15 horizontal, a handrail must be installed. The handrail must comply with
Section 33060) and be mounted not less than 34 inches nor more than 38
inches above the ramp surface. The handrail must be dimensioned on the
plan.
Subpart (g) states that the surface of the ramp shall be roughened or shall be
of slip - resistant materials. This should be identified on the plan.
Weather Exposure: UBC 2516(c) 11 requires that the members which form the structural
supports be of approved treated wood (or of natural resistance to decay). It appears that this
has been clearly covered in the plans.
Footings: UBC 2907(b) exception 1 permits a one -story wood building not over 400 square
feet in area to be supported on a wood foundation plate when approved by the building
official. In our opinion, the support of this ramp should be considered adequate provided
that (1) the design engineer has accounted for anticipated frost and thaw action, (2) the ramp

is secured to the house landing or threshold, and (3) wood in contact with the ground is
pressure treated to at least .40 lbs /cu. ft. of retention.

required to comply with the requirements of Chapter 1340, Facilities for the Handicapped.
The completed plans for the ramp should include compliance with all applicable code
provisions and the detailed specifications.
GENERAL STRUCTURE NOTES
1. Design Codes (latest edition unless noted)
a. The 1988 Uniform Building Code as adopted by the Minnesota State Building
Code.

the National Forest Product Associations.
2. Design Stress

a. All member sizes given in the drawings are nominal dimensions.
b. Where posts are called out, headers shall bear fully on posts.
C. All beams and joists not bearing on supporting members shall be framed with
"Simpson Strong -Tie" joist hangers or equal. Use type "U" (or equal) for
single 2x's and type "UTF" for trusses where required. The joist hangers
shall be nailed using special nails supplied by the hanger manufacturer.
d. Wood headers or posts made up of 2 or more 2x's shall be spiked together.
