• New Performance Based Rental Housing Program
On April 1, 2010, a new performance based rental housing program was implemented.
' It is based on an ordinance amendment and performance criteria approved by the City
Council. The new rental housing program incorporates a four -tier license system,
• . based on the condition and management of the rental property. The license categories
i • • , , . • are determined by the number of property code violations found during the initial or
• renewal license inspection, along with validated excessive police nuisance calls as
defined in the ordinance. Well- managed properties may receive a three year license,
' while substandard properties may only qualify for a 6 month provisional license.
Various property management conditions such as elements of the Crime Free Housing
Program apply to each license category.

#7 , • Ma for rental property owners and managers to maintain their property in a safe and
livable condition, while providing consequences for those who do not properly manage
' their properties." The new ordinance reflects a unique combination of property
management incentives, property improvement best practices, and enforcement tools.
The licensee pays the same fee for a license, whether it is for 3 years, 2 years, 1 year or
6 months. The fee is based on the amount of services provided by the city in order to
monitor and assist with mitigation plans, action plans and other license category
' requirements.
The ordinance was a result of significant research, data analysis
and input from City staff, City Council, residents, rental property
• owners and the Minnesota Multi Housing Association, Housing
Commission, and other community groups. It is one element of
the City's Rental Housing Improvement Strategy. For more h ��

The Nutrient That Turns Lakes and Rivers Green
Water resource managers have long noticed increases in phosphorus runoff from city neighborhoods during the fall —
the suspected source being tree leaves falling into the street. Streets connect to lakes, rivers, and wetlands through
storm sewer systems. As phosphorus is lost from leaves, rain water carries it into waters where it spurs excessive algae
growth.
