Public Hearing Regarding Proposed Improvement Projects 1993 -02 (Sanitary Sewer Improvements), 1993 -03 (Water System Improvements), 1993 -04 (Storm Drainage Improvements) and 1993 -05 (Street Improvements) in area from Logan Avenue North to 4th Street North, and between 53rd Avenue North and 55th Avenue North. Note This public hearing is being held in accordance with Resolution No. 93 -50 • adopted by the City Council on March 22, 1993. In accordance with the City Council's direction, individual notices have been sent to all property owners whose property would be specially assessed if these improvements are constructed, and public notice has been published in the City's official newspaper on April 7, 1993, and April 14, 1993. As directed by the City Council, the City's staff conducted an informational meeting regarding these improvements in the auditorium of the Brooklyn Center High School on April 7, 1993; and survey forms have been sent to all property owners, requesting various information and asking the owners for their opinion on whether or not the City Council should proceed with these improvements, with special assessments as proposed. It is recommended that the hearing be conducted in the following order: Part 1. presentation of proposed improvements by the Director of Public Works, the City Engineer and the Public Works Coordinator Part 2. preliminary discussion by the City Council Part 3. open hearing for comments, questions and discussion by members of the public Part 4. close the public hearing Part 5. discussion by City Council Part 6. direction to City Staff regarding development of additional information, analysis, and recommendations Part 7. establish date (suggested date: regular Council meeting on May 10) on which the City Council intends to make formal decisions regarding approval of any of these improvements. Note because street improvement project No. 1993 -05 is being considered pursuant to Minnesota Statutes, Chapter 429, and this improvement process has been initiated by City Council action, the affirmative vote of four members of the City Council will be required to approve any part of these improvements. The vote should be taken as a "roll call ".
