COUNCIL WORK SESSIONS
I am enclosing for your information copies of the agenda materials from your
last meeting on this subject, and I have also included our commission, council,
and special meeting schedules for February and March as of this date.
As the council discusses the relative merits of committee of the whole meetings

and /or council work sessions and as it discusses priorities and work project
timing for 1993, I can offer the staff's suggestions as they relate to projects we
believe the council should spend special time on in work sessions.
I have attached a memorandum on these subjects from the directors of
community development, public works, and recreation. From my perspective,
the most critical of these, which I believe demands the council's most immediate
attention, is the Brooklyn Boulevard study followed by the neighborhood street
improvement program for 1993 and the management audit and status of the
Earle Brown Heritage Center.

Attached for your information and review are calendars for the months of November and
December of 1992 and January of 1993. On these calendars are indicated the various council
meeting dates and, if the committee of the whole system were implemented, the dates where these
meetings would have occurred.
Staff discussed any complications this proposed committee of the whole meeting schedule may
have, and there will have to be some adjustments in the way we publish. There could be some
initial confusion and delays because of changes in publishing dates, but these are relatively minor
problems. From a staff perspective, the major problem would be the loss of the work session
meetings which allowed the council to discuss items which were not agenda orientated and more
long -term in nature. There will be additional staff work involved as we will have to at least take
informal minutes of these meetings, and there will be staff time consumed in preparation for and
at these meetings. Also, it is important to understand that most of the materials for the council
meeting will not be developed by the Thursday evening committee of the whole meeting.
Staff does not believe there will be any conflict with the planning commission meetings held the
second and fourth Thursday of the month.
RECOMMENDED CITY COUNCIL ACTION Discuss the concept of establishing committee of
the whole meetings on the second and fourth Thursdays prior to city council meetings and direct
staff to prepare proper resolution detailing the schedule of such meetings and the rules and
regulations pertaining thereto.

SUBJECT: Council Workshop Topics
The following topics should be considered for workshop agendas:
1. Brooklyn Boulevard Study;
2. Enforcement of ordinances chapters 12, 19, 34 and 35;
3. Redevelopment policies, both commercial and residential; and
4. Status of Earle Brown Heritage Center.
Note that there are numerous subtopics for each subject. I would recommend that an agenda be
developed by staff as each topic is scheduled. Also, each of these topics should be the subject
of several workshops.

Following is a "short list" of items which I believe merit discussion at City Council
"worksessions" within the next 3 months:

City's Capital Improvement Program primarily by Public Works department
(CIP) with limited participation by other
departments and the City Council, and
little participation by advisory boards or
the public. In 1992 the City Council
adopted a policy requiring that a CIP be
considered along with the general fund
operating budget. Only token
consideration of the CIP was included
with the 1993 operating budget. We
recommend that a process be established
to assure that the CIP will be fully
integrated with the 1994 budget process,
with participation by all departments,
advisory groups, the public and the City
Council
