General fund budget
nlhe proposed 1998 General Fund Budget for operations will increase slightly by 2.6%
1($315,726). The proposed operating budget is $12,441,713. The largest single com- Recreation
ponent of that budget is public safety at $4,918,612 (39.5 %) of the operating budget. The
next largest components are Public Works (20 %), Park and Recreation (17.4 %), General Brochure
Government (11.7 %), and Community Development (5 %). Real estate taxes in the draft
budget would increase $148,962, a 2.31% increase in the levy for operations from with this
$6,442,436 (1997) to $6,591,398 (1998 proposed). The other area of significant increased issue of
revenue comes from State aids which would increase by $177,409 in 1998. An increase
in license fees and increased interest account for the balance of increased revenues for City Watch
operations. The 1998 budget will continue the street improvement plan using cash rather
than debt for the City's portion of projects and will also provide for planned replacement Beginning on page 5 you

Since the adoption of the preliminary levy for the operating budget, voters have approved the issuance of $7.9 Million in
bonds for police and fire building construction projects. The debt service for these bonds will be added to the preliminary
levy described above for operations. The increased levy will add approximately $800,000 to the real estate tax levy. The
impact on the average home ($80,000 value) will increase the City portion of their real estate taxes by $63.93 per year.
This levy for debt service is based on market value, as opposed to the real estate taxes for operation, which are levied
against tax capacity. The impact of the City's preliminary levy for operations is reflected in the recent property tax notifi-
cation that you received. The final amount of real estate tax payable in 1998 will be affected by the final levies adopted by
the school district, county, and City and by the debt service approved by the voters for the police and fire buildings.

Personal Property Exchange Program
North Hennepin Mediation Program Inc. (NHMP) in conjunction with the Hennepin County Court System,
offers a service in which NHMP acts as a neutral drop -off site in cases where there is a restraining order in place.
The Personal Property Exchange Program was created to assist parties who no longer have access to their
belongings either due to a restraining order being filed against them, or because they have left the home for
personal safety concerns.
After the items are dropped off at our office, our staff will then call the other party to schedule when they would like
to pick up their property. This way the parties will not come in contact with each other. Because items are
dropped off at our second story office, large furniture will not be accepted. Small items that are appropriate
include mail, clothing, medications, toiletries, etc. To use this service, call NHMP at 561 -0033.

CHILDCARE SERVICE
MINIMUM AGE - 4 MONTHS
The Brooklyn Center Community Center "PLAY CORNER" will be provided for parents attending morning classes, programs, meetings
or swimming at the Brooklyn Center Community Center. The cost is $1.25 per child for an hour and a half. Additional time is $1 an hour.
The minimum age is four months. (Babies under four months in infant seats may accompany parents to their classes.) On non - school days,
elementary age children are welcome to go to the "PLAY CORNER ". The "PLAY CORNER" will be open regular hours, Monday - Friday,
9 a.m. - 12:15 p.m. beginning January 5 and for Tuesday evening classes beginning January 6. After classes or swimming, parents are invited;
to relax in our concession area before picking up their child.
The North View "PLAY ROOM" Childcare will be offered for the Thursday evening exercise classes beginning Jan. 8 by pre registration.
If you need childcare, please register your child by indicating on the form the evening dates you are scheduling to use this service. The cost
below is per child.
