Also present were City Manager Gerald Splinter, Assistant EDA Coordhiator Tom Bublitz, City Attorney Charlie LeFevere, Director of public Works Sy Knapp, Director of Planning and Inspection Ron Warren, Finance Director Paul Holmlund, and Council Secretary Carla Wirth. APPRQV L OF MINUTES APRIL.. 13, 1992 - SPECIAL SESSION There was a motion by Commissioner Rosene and seconded by Commissioner Cohen to approve the minutes of the April 13, 1992, EDA meeting. Vote: three ayes, two abstain. The motion passed. Commissioners Pedlar and Scott abstained from voting. RESOLUTIONS Tlie City Manager introduced a Resolution Requesting the Hennepin County Housing and Redevelopment Authority to Exercise Certain of its Powers in the City. He explained that the proposed site is just south of the Joslyn property on Twin Lake Avenue and contemplates the construction of a four -unit townhome (group home) to provide services for people afflicted with M.S., M.D., cerebral palsy or head injuries. The EDA. Coordinutor added the resnlution only authorizes the County HRA to explore the financing of this project, and does not actually authorize the project. Another resolution regarding financing will have to be approved by the EDA before the project could be started. 5/11/92 - 1 - Since the purpose is to obtain lower cost financing, Commissioner Cohen questioned the public purpose or benefit. Craig Ruschmeyer, Surety Resource Managenrient, explained financial savings will result in a cheaper living alternative compared to a nursing home, etc. This option also allows the people to remain in the community rather than having to live in another type of facility. It is estimated that 50% of the residents will be in foster care assisted by the County and/or State and 50% will be private pay individuals. Councilmember Cohen asked if the public benefit would be a reduction in overall taxpayer's cost for those o n assistance. Mr. Ruschmeyer reed it will result in a savings of approximately 20 %. assist er Y agreed Couneilrnember Cohen suggested that if approved, staff start thinking about a policy regarding this type of situation because he felt other requests of this type will follow. Councilmember Scott also felt more requests of this type would be received and agreed a policy should be developed. She pointed out that nursing homes are becoming over - crowded with people who could use this type of facility. Another advantage is that residents of a group home are sometimes able to learn to live independently over time, but this does not usually happen with nursing home residents. Chair Paulson suggested Mr. Ruschmeyer get in touch with the community as soon as possible to receive their input. Mr. Ruschmeyer agreed. RESOLD ION NO. 92 -15 Commissioner Scott introduced the following resolution and moved its adoption: RESOLUTION REQUESTING THE HENNEPIN COUNTY HOUSING r`lN REDEVELOPMENT AUTHORITY TO EXERCISE CERTAIN OF ITS PLANNING POWERS IN THE CITY TO DEVELOP A PROJECT The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Rosene, and the motion passed unanimously. The City Manager introduced a Resolution Authorizing Execution of Mortgage revenue Bond Allotment Agreement for the 1992 Minnesota Housing Finance Agency Minnesota City Participation Program, The Assistant FDA Coordinator explained Brooklyn Center's allocation is $2,187,157. IU application deposit of one percent of this amount ($21,871.57) is required to be submitted with the Allotment Agreement. This fee will be refunded to the City thirty days after the mortgage revenue bonds are issued. However, a nonrefundable processing fee of $400 is also required to be submitted with the Allotment Agreement. He felt tine mo► - ley would be available by late -June, 5/11/92 -2- s In response to Councilmember Cohen's questions, the Assistant EDA Coordinator explained the 1991 interest rate was 7.45%. Origination fees may be an additional 1% of the principle balance. It was estimated the total may be in the 9% range, including the origination fee. RESOLUTION . O 92 -16 Commissioner Cohen introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZING EXECUTION OF MORTGAGE REVENUE BOND AT T_ OTMENT AGREEMENT FOR THE 1992 MINNESOTA HOUSING FINANCE AGENCY MINNESOTA CITY PARTICIPATION PROGRAM The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Rosen, and the motion passed unanimously. Councilmember Cohen commended Tom Bublitz, Assistant EDA Coordinator. President Paulson agreed and added Mr. Bublitz continues to bring forward programs for redevelopment, and it is much appreciated. The EDA Coordinator commented that while it will not solve all the problems, it does provide one more tool. ADJOURNMENT There was a motion by Commissioner Rosene and seconded by Commissioner Pedlar to adjourn the meeting. The motion passed unanimously. RESOLUTION AUTHORIZING SALE OF CERTAIN PROPERTY PURSUANT TO MINNESOTA STATUTES, SECTION 469.012, SUBDIVISION 7, AND SECTION 469.029 WHEREAS, the EDA is authorized, pursuant to Minnesota Statutes, Section 469.012, Subdivision 7, within its area of operation, and without the adoption of an urban renewal plan, to acquire real property, demolish the buildings and improvements thereon and sell such property in accordance with Minnesota Statutes, Section 469.029, as long as the buildings on such real property are substandard; and WHEREAS, the EDA has determined that the building located on the Property described below was dilapidated and obsolescent and the clearance thereof was in the best interest of the public health and welfare of the City of Brooklyn Center; and WHEREAS, on September 25, 1991, the EDA purchased and acquired that tract and parcel of land legally described as: Lot 3, Block 2, N and E Perkin's Addition to Minneapolis, according to the plat thereof on file and of record in the Office of the County Recorder in and for the County of Hennepin, State of Minnesota (5449 Emerson Avenue North) (the "Property "); and WHEREAS, the Property was purchased and the building thereon was demolished by the EDA using Economic Development Authority funds pursuant to Minnesota Statutes, Section 469.012, Subdivision 7. The EDA hereby finds and determines that it is in the best interest of the EDA and the public health, safety and welfare of the community that the EDA sell the Property in accordance with Minnesota Statutes, Sections 469.012, Subdivision 7, and 469.029. 2. The Director is authorized and directed to seek offers to purchase the property at a price and on such terms as shall be subject to the further review and acceptance by the EDA. 3. The Director, in discharging such directive, shall cause to be published in the official newspaper of the City and /or such other publication the Director deems appropriate the notice contained in the EDA Resolution No. attached Exhibit A and such other notices as the Director deems appropriate. 4. The Director is authorized to negotiate with the prospective purchaser as to the purchase price and terms of sale provided, however, that no offer may be accepted unless approved by the Board of Commissioners of the EDA. 5. The Director shall report to the Board of Commissioners of the EDA concerning any recommendations which he may have regarding the sale of the Property. H -103 [802911 WHEREAS, the Brooklyn Center Economic Development Authority established a Home Rehabilitation Grant Program to assist low and moderate income individuals in the maintenance and repair of their homes; and WHEREAS, the Brooklyn Center Economic Development Authority has received one (1) application (File No. H -103 [80293) from eligible individuals to receive grant assistance; and WHEREAS, an inspection by the City of Brooklyn Center has determined that the work is necessary and appropriate under the Brooklyn Center Economic Development Authority Grant Program; and WHEREAS, the estimated cost of the proposed grant application is estimated at $10,000. NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Economic Development Authority that: 1. The Brooklyn Center Economic Development Authority does approve the one (1) housing rehabilitation grant application (File No. H -103 [8029]) as recommended by the staff. 2. GUTTERS AND DOWN SPOUTS OK ❑ Provide gutters and down spouts as follows: a) New gutters shall be minimum 5 wide .032 gauge aluminum with hangers placed under roofing. b) New downspouts shall be minimum 2" x 3" rectangular .020 gauge aluminum. C) Finish of gutters and downspouts shall be a baked on enamel finish. Owner to select color from readily available selection. d) Gutters shall be installed with slight pitch to the downspout. Gutters shall be securely mounted to the roof, 36" or less on center. Downspouts to be installed at one end of gutters and extend 2' at the bottom with extension. Extension or splash block shall be installed when the gutter and downspout system does not directly connect into a drainage system. ❑ Addition: 25. ROOFING (15 year old roof) ❑ Provide new roof per City of Brooklyn Center Handout and as follows: 0 New roofing shall be in compliance with the State Building Codes and Manufacturer's installation instructions. Flashing, plumbing jacks and roof vents shall be checked and replaced with new when damaged, rusted or missing. Drip edge shall be installed along eave edge. All damaged or rotted sheathing boards shall be replaced with new. End joints shall be made over a rafter and all sagging portions of roof shall be corrected. Materials - New roofing shall carry the Class C label of wind resistance from the Underwriter's Laboratories and be applied according to the manufacturer's specifications. The type and weight of the materials used for the roofing shall be in compliance with the State Building Codes. Application - Surfaces to which roofing is to be applied shall be even, sound, thoroughly clean, dry and free from all defects that might affect the quality of application. a) Asphalt Shingles - No more than one overlay of asphalt shingles shall be applied over an existing asphalt shingle roof. Shingles shall be fastened with not less than four nails or staples per shingle. Installed shingles shall be 235# - 240# 3 -tab self sealing. Roll roofing shall be installed when the slope is 4 or less. Owner to select color of shingles from readily available selection. b B _ Built-up Existing ing roofing material shall be removed down to bare wood. New roofing shall be 4 -ply built -up tar and slag or gravel roof, including all new flashing of either metal or asphalt mineral roll material. Roof shall be installed in such a way that there is no'ponding water. c) Wood Shingles and Shakes - Repair of existing roof shall match existing or blend in with the adjoining ng and surrounding work and include a contractor warranty for the repair work. d) Fiberglas - is an acceptable roofing material. Imitation moulded marble tops can be used as a substitute. ❑ Replace kitchen cabinet top: Kitchen Counter Top - shall be self edge or self forming formica with 4 backsplash. Separate backsplash material shall match formica counter top material. ❑ Replace bathroom lavatory vanity: Vanity - lavatory base cabinet shall be medium quality. Top shall be approximately 22" wide with 3 back splash and covered with formica preformed or self edge top. Imitation moulded marble tops can be used as a substitute. ❑ Provide bathroom medicine cabinet: Cabinet - shall be standard size, recessed, or surface mounted, with a minimum of three shelves and mirror.
