Also present were City Manager Qerald Splinter, EDA Coordinator Brad Hoffman, Assistant EDA Coordinator Tom Bublitz, City Attorney Charlie LeFevere, Director of Planning and Inspection Ron Warren, and Council Secretary Nancy Berg. APPROVAL OF MINUTE SEPTEMBER 28, 1992 - SPECIAL SESSION There, was a motion by Commissioner Scott and seconded by Commissioner Pedlar to approve the minutes of the September 28, 1992, EDA meeting. The motion passed unanimously. RESOLUTION The City Manager presented a Resolution Authorizing Execution of Purchase Agreement for the Acquisition of 6601 Bryant Avenue North in Brooklyn Center and Authorizing Payment for Acquisition Costs, P 2ESOLUTION NO. 92 -36 Memhc;r Dave Rosenc introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZING EXECUTION OF PURCHASE AGREEMENT FOR THF. ACQUISITION OF 6601 BRYANT AVENUE NORTH IN BROOKLYN CENTER AND AUTHORIZING PAYMENT FOR ACQUISITION COSTS The motion for the adoption of the foregoing resolution was duly seconded by Member Celia Scott, and the motion passed unanimously. 10/13/92 - 1 - The City Manager presented a Resolution Accepting Quotations and Awarding Contract for Demolition of 5206 Drew Avenuc North. Commissioner Pedlar asked staff noti the Fir Department as it would be good solid to notify e p g training for the department. The City Manager stated both the Fire and Police Dc;partuielYts are notified, RESOLUTION NO. 92 -37 Mcmbcr Colia Scott introduced the follpwing resolution and moved its adoption: RESOLUTION ACCEPTING QUOTATIONS AND AWARDING CONTRACT FOR DEMOLITION OF 5206 DREW AVENUE NORTH The motion for the adoption of the foregoing resolution was duly seconded by Member Dave Rosene, and the motion passed unanimously. APPROV . ` 2ilf Brad Hoffmlh, EDA Coordinator MANAGER'S REVIEW/RECONMENDATION: No comments to supplement this report Comments below /attached 6SUNIMARY EXPLANATION: (supplemental sheets attached No) On Monday evening, I believe the EDA should reconsider the acquisition of Irwin Ketroser's apartment buildings on Willow Lane. As you will recall, at our July workshop the EDA decided not to acquire the property primarily because it was felt that the cost was too high ($375,000), and would reward the owner for his management of the apartment. Last week, Mr. Ketroser called me and asked if the EDA would consider our (staff's) original offer of $335,000. I have told Mr. Ketroser that I would present the request to you. I believe that, at this price, the EDA should acquire this particular property. It is in the long -term best interest for the redevelopment of the area to control this property and it eliminates a major source of blight for the area. The current occupancy rate for the building is approximately 90 %. I will be available Monday evening to discuss this matter in greater detail with you. First National Bank of Omaha is the clearinghouse bank for funds from credit card sales of the Earle Brown Heritage Center. Resolution 92 -22 authorizes and directs First National Bank of Omaha to accept the signature of the Assistant E.D.A. Treasurer. It is now possible to deposit the credit card sale funds directly to Marquette Bank Brookdale using an A.C.H. transfer from First of Omaha. This would eliminate the need for writing checks on the account with First National Bank of Omaha. STAFF RECOMMENDATION: Staff recommends closing the First National Bank of Omaha checking account and entering into the attached A.C.H. agreement. This will reduce the staff time needed in reconciling the accounts and funds will be available to the E.D.A. in a shorter period of time. Passage of the attached resolution and the President signing the attached A.C.H. agreement. AGREEMENT WITH FIRST OF OMAHA FOR CREDIT CARD SALES AT THE EARLE BROWN HERITAGE CENTER ------------------------------------------------------ BE IT RESOLVED by the Economic Development Authority (EDA) in and for the City of Brooklyn Center that the EDA enter into an A.C.H. agreement with First of Omaha for credit card sales at the the Earle Brown Heritage Center. All credit card sales would be deposited directly to Marquette Bank Brookdale using an A.C.H. transfer.
