Adjournment ML's UTES OF THE PROCEEDINGS OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION APRIL 22, 1991 CITY HALL CALL TO ORDER The Brooklyn Center Economic Development Authority met in special session and was called to order by President Todd Paulson at 11:55 p.m. ROLL CALL President Todd Paulson, Commissioners Celia Scott, Jerry Pedlar, Dave Rosene, and Philip Cohen. Also present were EDA Director Gerald Splinter, EDA Coordinator Brad Hoffman, and Council Secretary Carla Wirth. APPROVAL OF MINUTES MARCH 18, 1991 - SPECIAL SESSION There was a motion by Commissioner Cohen and seconded by Commissioner Rosene to approve the minutes of the March 18, 1991 EDA meeting. The motion passed unanimously. MARCH 25, 1991 - SPECIAL SESSION There was a motion by Commissioner Cohen and seconded by Commissioner Rosene to approve the minutes of the March 25, 1991 EDA meeting. The motion passed unanimously. RESOLUTIONS AUTHORIZING THE PURCHASE OF A PIANO In response to Commissioner Rosene's question, the EDA Director explained staff had researched obtaining a less expensive piano but found they would not stand up or hold a tune if frequently moved. The recommendation is for a full sized grand piano. 4/22/91 - 1 - RESOLD 'ION NO. 91 -10 Commissioner Jerry Pedlar introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZING THE PURCHASE OF A PIANO The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Celia Scott, and the motion passed unanimously. EXECUTION OF PURCHASE AGREEMENT FOR THE ACQUISITION OF 5538 COLFAX .AVENUE NORTH AND AUTHORIZING PAYMENT OF ACQUISITION COST The EDA Director explained the proposed resolution authorizes the execution of a purchase agreement for 5538 Colfax Avenue North. Community Development Block Grant Funds would be used for the acquisition of this property. RESOLUTION NO. 91 -11 Commissioner Jerry Pedlar introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZING THE EXECUTION OF PURCHASE AGREEMENT FOR THE ACQUISITION OF 5538 COLFAX AVENUE NORTH, BROOKLYN CENTER, AUTHORIZING PAYMENT FOR ACQUISITION COSTS The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Philip Cohen and the motion passed unanimously. ADJOURNMENT There was a motion by Commissioner Cohen and seconded by Commissioner Pedlar to adjourn the meeting. The motion passed unanimously. This property was acquired under the City's Scattered Site Redevelopment Program and will be redeveloped as a • P 9 P single - family home site. The company submitting the lowest quote is HRS Construction, Inc. of Loretto, Minnesota. HRS has performed a number of demolitions for the Suburban Hennepin Regional Park District. I spoke with a representative of Hennepin Parks, and he indicated they were very satisfied with the demolition work performed by HRS. RECOMMENDATION Staff recommends approval of the Resolution which would authorize the EDA Director to enter into a contract with HRS Construction, Inc. for the demolition of the single - family home at 5538 Colfax Avenue North. • I la Commissioner introduced the following resolution and moved its adoption: EDA RESOLUTION NO. RESOLUTION ACCEPTING QUOTATIONS AND AWARDING CONTRACT FOR DEMOLITION OF 5538 COLFAX AVENUE NORTH WHEREAS, quotations were received for the demolition of 5538 Colfax Avenue North; and WHEREAS, the following quotations were received: Company Name Bid HRS Construction, Inc. $ 3,800.00 Doty & Sons, Inc. 4,350.00 Herbst & Sons Construction Co., Inc. 6,600.00 NOW, THEREFORE, BE IT RESOLVED by the Economic Development Authority, in and for the City of Brooklyn Center, that the quotation for demolition of 5538 Colfax Avenue North submitted by HRS Construction, Inc., in the amount of $3,800.00, is hereby accepted; and the Director is authorized to enter into a contract with HRS Construction, Inc. for the demolition of 5538 Colfax Avenue North. The properties are located at 6730 Perry Avenue North and 5538 Colfax Avenue North. The intent of the program is to redevelop the properties as single - family home sites. As part of the process for selling the properties, any purchase offer and purchase agreement terms would be presented to the EDA Board for their review and approval prior to execution of any purchase agreement. RECOMMENDATIONS Staff is recommending approval of this resolution which would authorize an advertisement for written offers on the properties. Commissioner introduced the following resolution and moved its adoption: EDA RESOLUTION NO. RESOLUTION DECLARING CERTAIN LANDS TO BE EXCESS PROPERTY AND AUTHORIZING SALE OF SAME WHEREAS, on April 30, 1991, the EDA purchased and acquired that tract and parcel of land legally described as North 1/2 of the North 1/2 of the West 1/2 of Lot 45, Garcelon's Addition to Minneapolis, according to the plat thereof on file and of record in the Office of the County Recorder in and for the County of Hennepin, State of Minnesota (5538 Colfax Avenue North); and WHEREAS, on October 30, 1990, the EDA purchased and acquired that tract and parcel of land legally described as Lot 3, Block 3, Marstan's Place Addition (6730 Perry Avenue North); and WHEREAS, the properties were purchased by the EDA using Community Development Block Grant Funds under the Slum and Blight Clearance Provisions which are part of the objectives of the Urban Hennepin County Community Development Block Grant Program; and WHEREAS, at the time of such purchases, the EDA reasonably contemplated that the properties would be redeveloped as single - family home sites; and WHEREAS, subsequent to such purchases, the EDA has ascertained that it is unreasonable to expect that a project, pursuant to Minnesota Statutes, Chapter 462, which would involve or include the properties, could be established and carried out within any foreseeable time. NOW, THEREFORE, BE IT RESOLVED by the Economic Development Authority in and for the City of Brooklyn Center as follows: 1. The properties are declared to be in excess of the foreseeable needs of the EDA and, as such, are declared to be excess property. 2. The Director is authorized and directed to seek offers to purchase the properties at a price and on such terms as shall be subject to the further review and acceptance by the EDA. 3. The Director, in discharging such directive, shall cause to be published in the official newspaper of the City the notices contained in the attached Exhibits A and B. 4. The Director may negotiate with any offer as to the purchase price and terms of sale provided, however, that no offer may be accepted unless approved by the Board of Commissioners of the EDA. EDA Resolution No. 5. The Director shall report to the Board of Commissioners of the EDA concerning any recommendations which he may have regarding the sale of the properties.
