Adjournment MINUTES OF THE PROCEEDINGS OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION JUNE 10, 1991 CITY HALL CALL TO ORDER The Brooklyn Center Economic Development Authority met in special session and was called to order by President Todd Paulson at 11:28 p.m. ROLL CALL President Todd Paulson, Commissioners Celia Scott, Jerry Pedlar, Dave Rosene, and Philip Cotten. Also present were EDA Director Gerald Splinter, Director of Public Works Sy Knapp, Director of Planning and Inspection Ron Warren, City Attorney Charlie LeFevere, Finance Director Paul Holmlund, Assistant EDA Coordinator Tom Bublitz, City Engineer Mark Maloney, Public Works Coordinator Diane Spector, Personnel Coordinator Geralyn Barone, and Council Secretary Ann Odden. APPROVAL OF MINUTES MAY 13. 1991 There was a motion by Commissioner Cohen and seconded by Commissioner Pedlar for approval of the minutes of the May 13, 1991, EDA meeting. The motion passed unanimously. RESOLUTIONS RESOLUTION NO. 91 -13 Commissioner Celia Scott introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZING SALE OF CERTAIN PROPERTY PURSUANT TO MINNESOTA STATUTES, SECTION 469.012, SUBDIVISION 7, AND SECTION 469.029 The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Jerry Pedlar, and the motion passed unanimously. 6/10/91 _ 1 _ RESOLUTION NO. 91 -14 Commissioner Philip Cohen introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZING THE PROPERTY WITHIN THE CITY OF BROOKLYN CENTER F CERTAIN REAL The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Dave Rosene, and the motion passed unanimously. RESOLUTION NO. 91 -15 Commissioner Celia Scott introduced the following resolution and moved its adoption: RESOLUTION DECLARING NOBLE NURSERY, INC. IN DEFAULT OF OBLIGATIONS UNDER LANDSCAPING CONTRACT The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Jerry Pedlar, and the motion passed unanimously. DISCUSSION ITEM PROPOSAL TO MOVE CITY -OWNED HOUSE FROM 69TH AVENUE RIGHT -OF- WAY ACQUISITION TO EDA -OWNED PROPERTY AT 6730 PERRY AVENUE NORTH IN BROOKLYN CENTER Commissioner Cohen felt approving the move would indicate a shift in policy direction. He expressed concern about the City becoming involved in the real estate business. The City Manager suggested the item be tabled for further review. There was a motion by Commissioner Cohen and seconded by Commissioner Pedlar to table the item for further review. The motion passed unanimously. ADJOURNMENT There was a motion by Commissioner Pedlar and seconded by Commissioner Rosene to adjourn the meeting. The motion passed unanimously. Odden Northern Counties Secretarial Service 6/10/91 - 2 - 4 10, MEMORANDUM TO: President Todd Paulson EDA Commission Members FROM: Tom Bublitz, Assistant EDA Coordinator / DATE: June 20, 1991 SUBJECT: Economic Development Authority Home Rehabilitation Grant Program Income Limits In January of 1989, the EDA approved an increase in the income limits for the EDA Home Rehabilitation Grant Program. This increase in the income limits was recommended by the City's Housing Commission. The increase approved by the EDA in 1989 was based on the Department of Housing and Urban Development (HUD) estimates of household median income. The EDA income limits are approximately 60 percent of median income adjusted for household size. The current income limits are based on an estimated Minneapolis /St. Paul median household income of $45,000 for a family of four and are adjusted for household size. Current program limits are shown below: Current Program Income Limits Based on 60% of Median Income at $45,000 for a Four - Person Household 1 Person $20,700 2 Person 21,650 3 Person 24,350 4 Person 27,075 5 Person 28,775 6 Person 30,450 7 Person 32,175 8 Person 33,850 The most recent HUD estimate of Minneapolis /St. Paul median income for a four - person household is $48,000. If the program income limits are maintained at 60 percent of median income adjusted for household size, the limits based on the most current HUD median income figure would be as follows: President Todd Paulson June 20, 1991 Page 2 Program Income Limits Based on 60% of Median Income at $48,000 for a Four - Person Household 1 Person $20,160 2 Person 23,040 3 Person 25,920 4 Person 28,800 5 Person 31,080 6 Person 33,420 7 Person 35,700 8 Person 38,040 The reason I am bringing this information to the EDA Board is I believe there is some merit in considering an increase in the program income limits based on the new median income data. One of the reasons considered in the previous income limit increase in 1989 was to continue to offer assistance to the largest number of homes possible. In administering the program, I am encountering situations where a particular family does not qualify for the program; but their overall income and assets indicate they probably cannot afford to accomplish the needed rehabilitation of their home. By maintaining the income limits at 60 percent of median, I think we would be able to bring some additional homes into the program which otherwise would not be rehabilitated. Staff will be present at the June 24, 1991, EDA meeting to discuss this issue further.
