Adjournment MINUTES OF THE PROCEEDINGS OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION AUGUST 12, 1991 CITY HALL CALL TO ORDER The Brooklyn Center Economic Development Authority met in special session and was called to order by President Todd Paulson at 11:55 p.m. ROLL CALL President Todd Paulson, Commissioners Celia Scott, Jerry Pedlar, Dave Rosene, and Philip Cohen. Also present were EDA Director Gerald Splinter, Assistant EDA Coordinator Tom Bublitz, City Attorney Charlie LeFevere, Director of Public Works Sy Knapp, Director of Planning and Inspection Ron Warren, Finance Director Paul Holmlund, and Council Secretary Carla Wirth. APPROVAL OF MINUTES JULY 22, 1991 - SPECIAL SESSION There was a motion by Commissioner Scott and seconded by Commissioner Pedlar to approve the minutes of the July 22, 1991, EDA meeting. The motion passed unanimously. RESOLUTIONS RESOLUTION NO. 91 -18 Commissioner Rosene introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZING PRESIDENT AND EXECUTIVE DIRECTOR TO EXECUTE THIRD -PARTY AGREEMENT FOR YEAR XVII URBAN HENNEPIN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Pedlar, and the motion passed unanimously. 8112/91 - 1 - RESOLUTION NO. 91 -19 Commissioner Scott introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZING EXECUTION OF PURCHASE AGREEMENT FOR THE ACQUISITION OF 5449 EMERSON AVENUE NORTH, BROOKLYN CENTER, AND AUTHORIZING PAYMENT FOR ACQUISITION COSTS The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Cohen, and the motion passed unanimously. Splinter, City Manager FROM: Brad Hoffman, EDA Coordinator DATE: August 22, 1991 SUBJECT: TACK ROOM FINISH (BASEMENT OF HIPPODROME) Monday evening the EDA will be asked to consider completing the finish on the basement breakout (Tack Room) space in the hippodrome. As we discussed previously, the Heritage Center receives numerous requests for that space if it were finished. Indeed the space has been used on several occasions where the client had Brede put down carpet and set up drapes for partitions. Attached you will find Judith Bergeland's revenue projections for the space. The projections assume an occupancy rate of 33 percent which is similar to the Captain's Room (Stable) for this year. It does not contemplate the additional revenue that would be generated by our ability to book events that will go elsewhere. I am recommending that the room be completed in a very basic manner. Walls would be sheetrocked and painted, the floor would be carpeted consistent with the quality and specs used for the basement hallway, the ceiling would be a suspended acoustical tile identical to the hallway tile, and the room will have a removable partition. Also, there would be some cabinet work for food and drink service area and closets. The finish of the room contemplates that we might want to add additional features such as a high tech video room. Such additional features are not included in the budget. I am recommending a budget of $92,000 for the Tack Room. I have also obtained competitive quotes from each of the subcontractors necessary to complete this project. I have a resolution for them to pass establishing the project and accepting quotes if they find the project to be worthwhile. The project would be funded out of the capital improvement fund as • loan. The loan would be paid off at a rate of eight percent over • five -year period. The principal and interest would be $22,380 per year against an estimated revenue of $35,000 annually. I will be available Monday to answer additional questions. Attachment Commissioner introduced the following resolution and moved its adoption: EDA RESOLUTION NO. RESOLUTION AUTHORIZING THE COMPLETION OF THE TACK ROOM (HIPPODROME BASEMENT) AT THE EARLE BROWN HERITAGE CENTER AND ACCEPTING WRITTEN QUOTATIONS FOR WORK WHEREAS, the Brooklyn Center Economic Development Authority through the Earle Brown Heritage Center receives regular requests for additional breakout space to rent at the Heritage Center; and WHEREAS, the Tack Room (Hippodrome Basement) was built with the intent that it would be finished for breakout space; and WHEREAS, revenue projections from the finished space are sufficient to amortize the cost of finishing the space. APPROVAL: Tom4Bublitz, Assistant EDA Coordinator MANAGER'S REVIEW/RECOABMNDATION: No comments to supplement this report Comments below /attached SUNDJARY EXPLANATION: (supplemental sheets attached Yes ) At the July 22, 1991, EDA meeting, the Brooklyn Center Economic Development Authority authorized the readvertisement for offers for the sale of the single - family lot at 5538 Colfax Avenue North and also for the advertisement of the single - family lot at 6730 Perry Avenue North. Both single - family lots are owned by the EDA. At the July 22 meeting, the EDA specified the lots should be advertised for new construction of single - family homes, and architectural elevations of the proposed single - family home must be submitted with all offers. Adds were placed in the City's legal newspaper and the Minneapolis Star and Tribune Sunday Edition. Staff received four inquiries from the Sunday Star and Tribune ad and two from the for sale signs placed on the properties. No offers were received on the property at 6730 Perry Avenue North; one offer was received from Mr. David Brandvold for the property at 5538 Colfax Avenue North. The offer on the Colfax lot is $19,500, which was the minimum offer specified by the advertisement for sale. The Resolution before the EDA would authorize the EDA Executive Director to negotiate a purchase agreement for the sale of the Colfax property to Mr. Brandvold and would authorize a public hearing, as required by state statute, on the proposed sale to Mr. Brandvold and the terms of such proposed sale. If the EDA agrees to sell the property to Mr. Brandvold after the required public hearing, the purchase agreement would then be executed. It should also be noted the terms of the purchase agreement would be subject to approval by the EDA Board. Copies of the proposed elevations for the single- family home proposed by Mr. Brandvold are included with this request. RECOMMENDED CITY COUNCIL ACTION Staff recommends approval of the Resolution. i • • Sal Commissioner introduced the following resolution and moved its adoption: EDA RESOLUTION NO. RESOLUTION PROVIDING FOR A PUBLIC HEARING REGARDING THE SALE OF LAND BY THE ECONOMIC DEVELOPMENT AUTHORITY IN AND FOR THE CITY OF BROOKLYN CENTER AND AUTHORIZING THE EXECUTIVE DIRECTOR TO NEGOTIATE A PURCHASE AGREEMENT FOR THE SALE OF SUCH LAND WHEREAS, pursuant to EDA Resolution 91 -13, the Brooklyn Center Economic Development Authority authorized the EDA Executive Director to seek offers to purchase the property located at 5538 Colfax Avenue North; and WHEREAS, Minnesota Statutes, Section 469.029, Subdivision 2, requires a public hearing for the sale of land by the Brooklyn Center Economic Development Authority; and WHEREAS, the Brooklyn Center Economic Development Authority has received an offer from Mr. David V. Brandvold for the purchase of the EDA -owned land at 5538 Colfax Avenue North described by the following legal description: The North 1/2 of the North 1/2 of the West 1/2 of Lot 45, Garcelon's Addition to Minneapolis, according to the plat thereof on file and of record in the office of the County Recorder in and for the County of Hennepin, State of Minnesota. WHEREAS, the EDA staff has reviewed the proposal and has recommended the EDA Board hold a public hearing on the offer and authorize the EDA Executive Director to negotiate a purchase agreement with Mr. Brandvold for the purchase of the property. NOW, THEREFORE, BE IT RESOLVED the Brooklyn Center Economic Development Authority has determined it is in the best interest of the City of Brooklyn Center to authorize the EDA Executive Director to negotiate a purchase agreement for the sale of the property to Mr. David V. Brandvold, the terms of such purchase agreement to be subject to the further review and acceptance by the EDA. BE IT FURTHER RESOLVED that the Brooklyn Center Economic Development Authority hereby authorizes a public hearing to be held on September 23, 1991, at 8:30 p.m. in the Brooklyn Center City Hall Council Chambers regarding the proposed sale of property described herein to Mr. David V. Brandvold and the provisions of such sale. Quotations were received from two of the firms. The company submitting the lowest quote is HRS Construction. HRS performed the demolition for the EDA on the property at 5538 Colfax Avenue North and did a very good job on the demolition. This Resolution would accept the HRS quote and authorize the contract for demolition. The property and applicant described in File No. H89 received a grant in 1980. The major work done on the property in 1980 was installation of drain tile around the house and installation of egress windows in the basement. INSULATION ❑ Insulate attic space to meet a minimum R -38 rating and have a vapor barrier, where accessible. Air chutes shall be installed where there is soffit venting. Provide protection around all recessed lights, junction boxes and chimney. Access opening shall be sized a minimum of 22" x 30 ", framed and insulated. ❑ Insulate exterior walls to a minimum of R -11. Drill holes and blow in insulation between wall studs approximately every 16" on center and below each fire stop. Holes shall be patched to match existing or blend with adjoining and surrounding work. ❑ Insulate exterior foundation with rigid insulation of R -11 to above grade and extend insulation 2' below grade and cover insulation with a non - combustible material. F] Existing brick work shall be repaired to match existing or blend in with the adjoining and surrounding work. F� Reside exterior with .024 gauge, nominal thickness, insulated type aluminum of medium quality or equal. Color selection by owner. Installation shall include window J channel, door channel, inside and outside corners, starter strip, finish mould and caulking. Backing shall be installed under siding and be of proper thickness. All nails and rivets shall be properly secured. Staples shall not be used for installation. Cover all window, door trim and sills with baked enamel aluminum, minimum .019 gauge. Color selection by owner. Lap - Siding shall be minimum 7/16" thick x 16 long, smooth, pre - primed masonite panels. Siding shall be installed with corrosion resistant nails and all ends shall be attached together with H- moulding and sealed with exterior caulking. Lap siding shall extend to 6 above finish grade. Novelty - Cover indicated sections of structure with new wood novelty siding, or other specified material. All joints shall be tight and adjacent end joints shall be staggered. Siding shall be installed over vapor barrier, blend and conform with existing structure. All horizontally applied siding shall be staggered with minimum of two stud spaces. 7 Cover soffit and fascia with .019 gauge baked enamel aluminum using solid or perforated soffit material. Color selection by owner. Soffit panels shall be secured in channels to eliminate looseness and rattling. Materials shall be lapped for proper drainage and applied in full sections. Caulk joints. PAINTING ❑ Repaint exterior siding, cornice, window and door trim including doors and windows as follows: Wood surfaces to be painted shall be cleaned by best means possible to remove loose and scaley paint and rough spots any any obvious oil and /or grease that may be covering existing wood or paint. Where previous coats have chipped and peeled, the edge shall be feathered to the maximum extent feasible and spot primed with a high quality oil base paint before finish coats are applied. No paint shall be applied until all nail holes have been filled and sanded and all defects in wood work have been eliminated. Paint shall be medium grade and applied according to the manufacturer's specifications and applied to secure full coverage. Use primer where required. Owner to select color from readily available selection. Spray application is not acceptable, unless authorized by the Grant Administrator. 214. GUTTERS AND DOWN SPOUTS XX Provide gutters and down spouts as follows: a) New gutters shall be minimum 5" wide .032 gauge aluminum with hangers placed under roofing. b) New downspouts shall be minimum 2" x 3 " rectangular .020 gauge aluminum. C) Finish of gutters and downspouts shall be a baked on enamel finish. Owner to select color from readily available selection. d) Gutters shall be installed with slight pitch to the downspout. Gutters shall be securely mounted to the roof, 36 or less on center. Downspouts to be installed at one end of gutters and extend 2' at the bottom with extension. Extension or splash block shall be installed when the gutter and downspout system does not directly connect into a drainage system. ❑ Addition: -17- 25. ROOFING ® Provide new roof per City of Brooklyn Center Handout and as follows: New roofing shall be in compliance with the State Building Codes and Manufacturer's installation instructions. Flashing, plumbing jacks and roof vents shall be checked and replaced with new when damaged, rusted or missing. Drip edge shall be installed along eave edge. All damaged or rotted sheathing boards shall be replaced with new. End joints shall be made over a rafter and all sagging portions of roof shall be corrected. Materials - New roofing shall carry the Class C label of wind resistance from the Underwriter's Laboratories and be applied according to the manufacturer's specifications. The type and weight of the materials used for the roofing shall be in compliance with the State Building Codes. Application - Surfaces to which roofing is to be applied shall be even, sound, thoroughly clean, dry and free from all defects that might affect the quality of application. a) Asphalt Shingles - No more than one overlay of asphalt shingles shall be applied over an existing asphalt shingle roof. Shingles shall be fastened with not less than four nails or staples per shingle. Installed shingles shall be 235# - 240# 3 -tab self sealing. Roll roofing shall be installed when the slope is 4 or less. Owner to select color of shingles from readily available selection. b) Built -up - Existing roofing material shall be removed down to bare wood. New roofing shall be 4 -ply built -up tar and slag or gravel roof, including all new flashing of either metal or asphalt mineral roll material. Roof shall be installed in such a way that there is no ponding water. C) Wood Shingles and Shakes - Repair of existing roof shall match existing or blend in with the adjoining and surrounding work and include a contractor warranty for the repair work. d) Fiberglas - is an acceptable roofing material. © Tear off existing roof and remove from site. ®Addition: House and garage. -18- 26. CHIMNEY ❑ Repair or replace missing brick. ❑ Tuck pointing shall be done only after the joints have been raked out to a minimum depth of 1/2" and wetted. ❑ Provide masonry chimney cap. ❑ Addition: 27. Splinter, City Manager FROM: Brad Hoffman, EDA Coordinator DATE: August 23, 1991 SUBJECT: HERITAGE CENTER CHILLER ENCLOSURE As you will recall, the EDA received complaints about the noise level of the center's chillers on the south side of the hippodrome. The initial cost estimate on the architect's solution was $45,000. In turn, we split the project into several phases after some significant modification of the original plan. The initial phase included the construction of a wall on the west and south. It was hoped that it would provide a buffer to the high rise. The noise in fact goes straight up and affects the apartments facing the chiller on the upper floors. With this Phase, we will complete the wall on the east and put a roof on the structure. You should note that the PCA has become involved in this issue and have asked us to correct the problem. I believe this second step will resolve the problem. SZ A Commissioner introduced the following resolution and moved its adoption: EDA RESOLUTION NO. RESOLUTION AUTHORIZING PHASE II CONSTRUCTION FOR SOUNDPROOFING HIPPODROME CHILLER WHEREAS, the Economic Development Authority in and for the City of Brooklyn Center (EDA) has completed Phase I of the soundproofing of the Earle Brown Heritage Center chiller; and WHEREAS, Phase I of the soundproofing did not provide adequate sound reduction; and WHEREAS, the current sound level from the chiller exceeds state mandated noise levels; and WHEREAS, the EDA coordinator has obtained quotations for the completion of Phase II in the amount of $13,187. NOW, THEREFORE, BE IT RESOLVED by the Economic Development Authority in and for the City of Brooklyn Center that Phase II of the Heritage Center chiller noise reduction plan is approved and the EDA coordinator is authorized to complete the project as part of the carryover costs of the original restoration.
