HomeMy WebLinkAbout2010 07-20 HCM MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND STATE OF MINNESOTA REGULAR SESSION JULY 20, 2010 COUNCIL CHAMBERS CALL TO ORDER The Brooklyn Center Housing Commission was called to order by Chairperson Lawrence- Anderson at 7:10 p.m. ROLL CALL Chairperson Kris Lawrence - Anderson, Commissioners Kathie Amdahl, Ephraim Olani and Jim Richards. Also present were Council Liaison Tim Roche and Staff Liaison Tom Bublitz. Commissioners Tracy Groves, Chereen Norstrud and Judy Thorbus were absent from the meeting. APPROVAL OF AGENDA There was a motion by Commissioner Amdahl and seconded by Commissioner Richards to approve the agenda as submitted. The motion passed. APPROVAL OF MINUTES — JUNE 15, 2010 There was a motion by Commissioner Amdahl and seconded by Commissioner Richards to approve the minutes of the June 15, 2010 Housing Commission meeting. The motion passed. CHAIRPERSONS REPORT Commissioner Lawrence - Anderson stated the only thing she wished to report this evening was that she had attended the Lions Park area meeting and that it was very well attended. COUNCIL LIAISON REPORT Councilmember Roche stated he attended the Twin Lake Park area meeting and reported that he was very impressed with the staff reports and information at the meeting and that all presenters did an excellent job including, Acting Police Chief Kevin Benner, Assistant City Manager Vickie Schleuning, City Engineer/Director of Public Works Steve Lillehaug, CARS Director Jim Glasoe and Business and Development Director Gary Eitel. Councilmember Roche reported on recent Council activities and noted that the link between the Embassy Suites Hotel and Earle Brown Heritage Center will be built. He explained that, under an agreement with the Embassy Suites owner, the EDA will keep the undeveloped land adjacent to the Embassy Suites Hotel and receive rent on the D -Barn where the hotel spa was originally planned. He noted the Council also discussed the Housing Commission New Neighbor Welcome Project and the exterior maintenance issues surrounding the now vacant Brookdale Center. Page 1 7 -20 -10 REPORT ON TWIN LAKE PARK AREA MEETING Commissioner Olani stated he had attended the Twin Lake Park Area meeting and reported it was a positive meeting and the message from the staff was positive. He did note there was not much diversity in the audience attending the meeting but that it was a good meeting and the police did a good job presenting their information. HOUSING COMMISSION PARTICIPATION IN NATIONAL NIGHT OUT Chairperson Lawrence - Anderson informed Commission members the National Night Out Kick Off Party will be held August 2, 2010. She added that the Housing Commission will have a resource table at the kickoff event and encouraged Commission members to attend the event. Commission members briefly discussed the information to be available at the Commission resource table and it was decided that the Housing Commission will have the contact list information and information on all Commissions including the Charter Commission. Chairperson Lawrence - Anderson noted that the watch groups will meet on National Night Out on August 3, 2010 and encouraged Commission members to attend their Neighborhood Watch event. NEW NEIGHBOR WELCOME /OUTREACH IMPLEMENTATION Commission members discussed the implementation of the New Neighbor Welcome Outreach Program and discussed the possibility of distributing information material to apartment complexes as well as single family homes. There was a general consensus to consider distribution of materials to apartment complexes but for the initial implementation it would be limited to single family homes. OTHER BUSINESS Commissioner Amdahl inquired as to whether the City is looking at the possibility of creating a Housing Improvement Area as authorized by State Statute. The Staff Liaison noted that he had been involved in some discussion of this item and that he would talk to the Director of Business and Development to determine what the status was and report back to the Commission. There was no other business addressed by the Commission. ADJOURNMENT There was a motion by Commissioner Amdahl and seconded by Commissioner Richards to adjourn the meeting. The motion passed. The Brooklyn Center Housing Commission adjourned at 7:45 p.m. airman Page 2 7 -20 -10
