NOVEMBER 8, 2010

1. CALL TO ORDER
The Brooklyn Center Economic Development Authority (EDA) met in Regular Session called to
order by President Tim Willson at 7:21 p.m.
2. ROLL CALL
President Tim Willson and Commissioners Kay Lasman, Tim Roche, Dan Ryan, and Mark
Yelich. Also present were Executive Director Curt Boganey, Public Works Director /City
Engineer Steve Lillehaug, Director of Business and Development Gary Eitel, Assistant City
Manager /Director of Building and Community Standards Vickie Schleuning, City Attorney
Charlie LeFevere, and Carla Wirth, TimeSaver Off Site Secretarial, Inc.
3. APPROVAL OF AGENDA AND CONSENT AGENDA
Commissioner Roche moved and Commissioner Lasman seconded approval of the Agenda and
Consent Agenda, and the following item was approved:

Motion passed unanimously.
4. COMMISSION CONSIDERATION ITEMS
4a. RESOLUTION NO. 2010 -16 AUTHORIZING THE ACQUISITION OF
PROPERTY IN CONNECTION WITH THE REMOVE AND REBUILD
PROGRAM (5400 BRYANT AVENUE NORTH)
Director of Business and Development Gary Eitel introduced the item to acquire property at
5400 Bryant Avenue North, a single - family foreclosed property. He explained the property was
inspected and found to not be a candidate for the NSP Acquisition and Rehab Program but an
excellent candidate to acquire through the City's Remove and Rebuild Program. Mr. Eitel stated
that GMHC acquired the property through the First Look Program and the total for acquisition
and demolition costs is $47,308.17. The house has been removed and the site is now an

attractive lot with trees that abuts Bellvue Park. Mr. Eitel stated this lot will make an excellent
infill site for a new single - family home when the market is ready and a good investment for the
EDA.
Commissioner Ryan stated this is an example where property is more valuable once the structure
is removed. Mr. Eitel concurred. Commissioner Ryan stated he wanted to highlight that fact
because some observing the City taking down a single - family house, without further inspection,
may think it erodes the City's tax base instead of building for the future.
Commissioner Lasman noted the purchase would be funded from TIF District 3. Mr. Eitel
indicated that is correct and 15 percent of that District is set aside for housing activities, which
will also cover maintenance cost until the lot is used as infill development.
Commissioner Lasman moved and Commissioner Yelich seconded adoption of EDA
RESOLUTION NO. 2010 -16 Authorizing the Acquisition of Property in Connection with the
Remove and Rebuild Program (5400 Bryant Avenue North).
The Commissioners discussed access to Bellvue Park and noted a public access is located one
block from the subject site.
Motion passed unanimously.
5. ADJOURNMENT
Commissioner Lasman moved and Commissioner Ryan seconded adjournment of the Economic
Development Authority meeting at 7:27 p.m.
Motion passed unanimously.

The undersigned, being the duly qualified and appointed Secretary of the Economic
Development Authority (EDA) of the City of Brooklyn Center, Minnesota, certifies:
1. That attached hereto is a full, true, and complete transcript of the minutes of a Regular
Session of the Economic Development Authority (EDA) of the City of Brooklyn Center
held on November 8, 2010.
2. That said meeting was held pursuant to due call and notice thereof and was duly held at
Brooklyn Center City Hall.
3. That the Economic Development Authority (EDA) adopted said minutes at its December
13, 2010, Regular Session.
