EAC Meeting Minutes
03/19/99
Those present: Nancy Wojcik, Kelli Wick, Al Hartman, Marc Booth, Steve Barrett, Carol Holt,
Shelli Regnier, George Jenrich.
Absent: Gary Coleman, and Ron Boman.
Approval of the Minutes
The February 20, 1998, EAC minutes were approved.
Discussion of Spring Brown Bag Lunch
The brown bag lunch seminar was originally scheduled for April 13th but has been rescheduled
for April 29th. The brown bag lunch topic will be: "Y2K, At Home and At The Work Place ".
Our speaker will be Kent Sulem, from the League of Minnesota Cities. Kent will have some
hand outs for people attending the seminar. Lunch orders will be placed ahead and should be
turned in to Nancy Wojcik in Assessing by the end of the day on April 26th. Lunch will be a
brown bag selection from Schlotsky's. Lunch will be held in two separate time periods to assist
in accommodating early and later lunch periods. We hope to have a great turn out for this event.
Flyers will be out this week.
In addition it was discussed that the Employee Assistance Program can do three seminars a year
free of charge. Kelh has a listing of topics available.
Sunshine Fund Discussion
It has been discussed at the last two EAC meetings that this is not an easy issue. It is the
recommendation of the EAC members that we continue envelopes and contributions as they are
currently being handled. A suggestion came up that sometimes envelopes do not get to other
buildings but an E -Mail or memo could be sent to a contact person at the building and posted
notifying people of the situation. This would notify people that normally would not see an
envelope and give them the opportunity to contribute if they so choose. A memo will be sent to
the City Manager regarding our suggestion on this topic.
Employee Appreciation Picnic
The employee appreciation picnic is tentatively being scheduled for Friday, June 18th at Central
Park. In case of inclement weather, Constitution Hall will be reserved. You will see more
details in the next month.
Department/Division Updates
Fire Department - Construction of both stations is still underway. The East Fire Station
construction is coming along but is slightly behind schedule. The West Fire Station is coming
along well.

Streets - The Safe Assure Company is coming in to do a safety audit and OSHA check and will
advise on our current system. Andy Benson moved from Water Utilities to Streets, replacing
Rodney Anderson. Congratulations Andy in your new position. Training for crack sealing has
started. The Street Department is still hauling dirt from the Bellvue development area.
Preparations are being made for the change over of the seasons on all equipment. The total salt
usage for the winter was 1400 tons which puts us over the normal usage. A special note: The
15" snowfall we received in March was cleaned of all Brookl yn Center streets within 7 hours.
We thank you for the great snow removal job done!.
Signs - Y2K testing should be done by the next EAC meeting. New city limit signs will be going
up with the new population numbers listed. The new population listed will be 28,515. They are
getting ready to stripe as weather permits. You will see new florescent green/yellow signs placed
in school zones this year due to the new changes.
Parks - There will be new equipment this year at a number of the parks. There will be two new
ball fields at Firehouse Park that were funded in coordination with the high school. Parks has
purchased a chain sharpener for tree trimming which will help this job to be done in house.
Utilities - Employees are receiving training on the radio telemetry unit, which will change the
monitoring of wells and pumps from the police department to utilities. Please welcome our new
employee John Coates who started in March. Currently Utilities is preparing for the new
construction areas this summer.
Golf Course The golf course could be opening in March. March 27th was the cut off for
existing league members to sign up.
Engineering - 1999A construction bids went in March 19th for the job. The project is
approximately a $3 million dollar project. Ed Atanasoff is the new Engineering Technician, he
grew up in Brooklyn Center and worked with the city many years ago. The survey crew will be
starting in the field Monday, March 22nd.
Police - The new police station is on schedule and should be completed some time in June. They
are currently hiring a Police Officer and Administrative Aide.
Administration - Currently the city is hiring for seasonal maintenance workers. Applications
are available from Kelli or the Customer Service area. Anne Finn is our new Administrative
Specialist.
Assessing - 1999 tax statements were mailed by Hennepin County on March 9th. If you have not
received your copy or would like an additional copy you can pick this up at the Hennepin County
Service Center or the Assessing office. Valuation notices will be mailed on April lst, notifying
people of their 1999 valuation for taxes payable in the year 2000. The Local Board of Review
will be held on May 3, 1999 at 7:00 in the Council Chambers.

Heritage Center - New construction is right on schedule. Events will begin to be booked in the
new construction area starting the end of May. There is a new caterer as of March 1st. The new
parking lot is working out well for the Heritage Center. Please welcome our new employees.
Finance - The Assistant Finance Director position has been closed. Spring utility bill
certification began on March 23rd.
