Acquisition of Two Brooklyn Center Homes -Staff will be prepared to discuss acquisition of the homes at 6730 Perry Avenue North and 5956 Beard Avenue North on Monday evening. CALL TO ORDER The Brooklyn Center Economic Development Authority met in special session and was called to order by President Dean Nyquist at 7:19 p.m. RESOLUTIONS MINUTES OF THE PROCEEDINGS OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION SEPTEMBER 25, 1989 CITY HALL ROLL CALL President Dean Nyquist, Commissioners Todd Paulson, Jerry Pedlar, and Philip Cohen. Also present were EDA Director Gerald Splinter, Director of Public Works Sy Knapp, Finance Director Paul Holmlund, Director of Planning and Inspection Ron Warren, City Attorney Charlie LeFevere, City Engineer Mark Maloney, EDA Coordinator Brad Hoffman, and Administrative Aide Patti Page. President Nyquist noted Commissioner Scott would be absent from this evening's meeting. RESOLUTION NO. 89 -26 Commissioner Jerry Pedlar introduced the following resolution and moved its adoption: RESOLUTION APPROVING SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR • DELIVERY OF 1,200 STACKING CHAIRS FOR EARLE BROWN HERITAGE CENTER The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Philip Cohen, and the motion passed unanimously. The EdA Director presented a Resolution Approving Specifications and Authorizing Advertisement for Bids for Delivery of Folding Tables for Earle Brown Heritage Center. Commissioner Paulson inquired if these folding tables and the folding platforms would be handicapped accessible. The EDA Coordinator stated the platforms were definitely handicapped accessible because of the ramp but noted he was not sure about the tables. He stated he believed they were handicapped accessible, but he would have to check into it. Commissioner Pedlar inquired if the Heritage Center project is following the Handicap 504 Rules and Regulations. The EDA Coordinator stated the architect is familiar with these rules and regulations and noted the bed and breakfast was not required to follow the regulations, but staff felt because this is being developed by a public agency, the regulations should be followed. RESOLUTION NO. 89 -27 Commissioner Jerry Pedlar introduced the following resolution and moved its adoption: RESOLUTION APPROVING SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR DELIVERY OF FOLDING TABLES FOR EARLE BROWN HERITAGE CENTER 9/25/89 -1- The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Todd Paulson, and the motion passed unanimously. RESOLUTION NO. 89 -28 Commissioner Philip Cohen introduced the following resolution and moved its adoption: RESOLUTION APPROVING SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR DELIVERY OF MOBILE FOLDING PLATFORMS AND ACCESSORIES FOR EARLE BROWN HERITAGE CENTER The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Jerry Pedlar, and the motion passed unanimously. The EDA Director presented a Resolution Terminating Contract for Gypsum Drywall with Westco Builders, Inc. for the Earle Brown Farm Restoration and Accepting Bid and Awarding Contract to the Next Lowest Responsible Bidder. The EDA Coordinator stated from the time the contract was awarded to Westco, the EDA has had problems with the contractor getting compliance with the terms of the contract /bids specs. He stated Westco has now refused to provide a performance bond for this job. He explained he is recommending termination of the contract with Westco and awarding the contract to the next lowest bidder who is Mulcahy Drywall. He noted the difference in the contract price between Mulcahy and Westco is approximately $16,000. He stated before Westco even started work, they were requesting changeovers that would have cost the EDA at least this amount. President Nyquist inquired if the EDA could sue Westco for the difference. The City Attorney stated it would be an unusual case to sue for $16,000, and the EDA has reason to believe the company could not pay the amount. RESOLUTION NO. 89 -29 Commissioner Jerry Pedlar introduced the following resolution and moved its adoption: RESOLUTION TERMINATING CONTRACT FOR GYPSUM DRYWALL WITH WESTCO BUILDERS, INC. H75) WHEREAS, the Brooklyn Center Economic Development Authority established a Home Rehabilitation Grant Program to assist low and moderate income individuals in the maintenance and repair of their homes; and WHEREAS, the Brooklyn Center Economic Development Authority has received one (1) application (file no. H75) from an eligible individual to receive grant assistance; and WHEREAS, an inspection by the City of Brooklyn Center has determined that the work is necessary and appropriate under the Brooklyn Center Economic Development Authority Grant Program; and WHEREAS, the estimated cost of the proposed grant application is estimated at $10,000. NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Economic Development Authority that: 1. The Brooklyn Center Economic Development Authority does approve the one (1) housing rehabilitation grant application (file no. H75) as recommended by the staff. 2. That the work be performed as recommended in the request for council consideration form dated October 9, 1989, and that the applicant be directed to obtain the necessary bids for staff review and approval. 3. Memorandum To: Brad Hoffman, EDA Coordinator From: Evelyn Nygaard, Building Inspector Date: October 5, 1989 Re: 5418 Logan Avenue North The owner is in her 70's and has maintained the subject property, 5418 Logan Avenue North. The property is well kept with newer steel siding and roof. The major problems are large drafty windows, inadequate insulation and a very old original furnace. The existing asbestos chimney may need replacing. The hot water heater is very old and no longer meets code so should also be III replaced. The north wall in the living room has two large windows which need repair. The homeover would like the two windows replaced with 1 smaller energy efficient window and the wall insulated and closed up. All windows need to be puttied and weatherstripped. The front door needs replacement. Both front and side storm doors need sweeps at the bottom. The old cement laundry tub is cracked and needs to be replaced. The rim joists has no insulation and the well room needs to be insulated and sealed off. There are some minor repairs such as leaking faucets in kitchen and bath. Some water stains on 2 bedroom floors needd to be sanded out and re- sealed. Wall Board - shall be installed in compliance with the State Building codes. 4. Perforated Tape Mix - shall comply with the recommendations of the manufacturer. A minimum temperature of 55 degrees Fahrenheit shall be maintained in the room where work is done until the cement is completely dry. 5. Perforated Tape Application - Follow manufacturer's directions. a. Over Joints the tape shall be embedded in cement and covered with a thin layer of cement. A second and third coat shall be applied. The finish coat shall be sanded lightly and any imperfections filled in prior to any painting and decorating. b. Check to see that all nails have been driven so that their heads are below the surface of the board leaving a dimple in the surface without breaking the paper. Cover the nails dimple with three applications of cement allowing time to dry between each coat. The final coat shall be sanded lightly before application of paint or other decoration. c.
