1. Call to Order
—The EDA requests that attendees turn off cell phones and pagers during the meeting. A
copy of the full City Council packet, including EDA (Economic Development Authority),
is available to the public. The packet ring binder is located at the front of the Council
Chambers by the Secretary.

3. Approval of Agenda and Consent Agenda
—The following items are considered to be routine by the Economic Development
Authority (EDA) and will be enacted by one motion. There will be no separate
discussion of these items unless a Commissioner so requests, in which event the item will
be removed from the consent agenda and considered at the end of Commission
Consideration Items.

1. CALL TO ORDER
The Brooklyn Center Economic Development Authority (EDA) met in Regular Session called to
order by President Tim Willson at 8:26 p.m.
2. ROLL CALL
President Tim Willson and Commissioners Carol Kleven, Kay Lasman, Tim Roche, and Dan
Ryan. Also present were Executive Director Curt Boganey, Director of Fiscal and Support
Services Dan Jordet, Public Works Director /City Engineer Steve Lillehaug, Director of Business
and Development Gary Eitel, Assistant City Manager/Director of Building and Community
Standards Vickie Schleuning, Police Chief Kevin Benner, City Attorney Charlie LeFevere, and
Chris Moksnes, Timesaver Off Site Secretarial, Inc.

Commissioner Lasman moved and Commissioner Roche seconded approval of the Agenda and

President Willson presented the resolution.
Commissioner Roche moved and Commissioner Ryan seconded adoption of RESOLUTION
NO. 2011 -01 Electing Officers for the Economic Development Authority in and for the City of
Brooklyn Center.

SUBJECT: EDA Resolution Approving Modification of Tax Increment Financing Plan for
Tax Increment District No. 3 (Removal of Brookdale Parcels)
Recommendation:
It is recommended that the Economic Development Authority Development Authority (EDA)
consider approval /adoption of the Resolution Approving Modification of Tax Increment
Financing Plan for Tax Increment District No. 3 (Removal of Brookdale Parcels)
Background:
On January 24, 2011, the City Council will be holding a public hearing to consider an
amendment to the Financing Plan of Tax Increment District No. 3 which would remove the 13
parcels identified as the Brookdale properties from this Tax Increment District.
The memorandum included for this public hearing references the financial analysis by the City's
consultant, Springsted Financial and the PowerPoint presentation provided at the January 10,
• 2011 Council Work Session which identified the following effects of this plan amendment and
the 2011 decertification of Tax Increment District No. 2:
1. A savings to all residential, commercial and industrial properties within the city.
2. A stabilizing of the TIF 3 revenue stream to meet debt service.
3. Additional funds to the TIF 3 Housing Account.
4. The building of a fund balance that could enable the early retirement of this TIF district.
The slide illustrating the effects with the removal of the Brookdale properties indicates the
following:
• An annual increase of tax increment revenue of $695,379.
• An annual increase of the $104,307 that is transferred to the Housing Account.
• A tax increment revenue stream sufficient to meet the scheduled increases in the bond
payments which start in 2012.
• A projected fund balance in 2020 that would enable an early decertification of this
district.

The financial consultant's analysis illustrates savings to all residential, commercial and industrial
properties within the City, stabilizes the TIF 3 revenue stream to meet debt service, and provides

EDA RESOLUTION APPROVING MODIFICATION OF TAX
INCREMENT FINANCING PLAN FOR TAX INCREMENT
FINANCING DISTRICT NO. 3
WHEREAS, by a resolution approved December 19, 1994, the City Council of the
City of Brooklyn Center (the "City ") approved the Tax Increment Financing Plan (the "Plan") for
Tax Increment Financing District No. 3 (the "TIF District "), pursuant to and in conformity with
Minnesota Statutes, Sections 469.090 through 469.1081 (the `EDA Act") and Sections 469.174 to
469.179 (the "TIF Act "); and
WHEREAS, the TIF District and TIF .,Plan were initiated and approved by the
Economic Development Authority in and for the City of Brooklyn Center (the "Authority "), which
administers and controls the TIF District: and
WHEREAS, the City and Authority have determined a need to remove parcels from
the TIF ; and
• HEREAS, under Section 469.175, subd. 4 of the TIF Act, the Authority may modify
the Plan for the TIF District without the notice and hearings required for a new district, if the changes
are not those described in Section 469.175, subdivision 4(b), clauses (1) through (6); and
WHEREAS, the proposed modifications to the TIF Plan include revised line items of
expenditures, but do not increase the total estimated cost of the project or the total amount of bonded
indebtedness; and
WHEREAS, the City Council of the City approved the TIF Plan modification on
January 24, 2011
NOW, THEREFORE, BE IT RESOLVED by the Economic Development Authority
in and for the City of Brooklyn Center as follows:
1. The modification to the Plan removing 13 parcels from the District is hereby approved in
substantially the form on file in City Hall.
2. The City Manager is authorized to forward a copy of the modified Plan to the Department
of Revenue and the State Auditor pursuant to Minnesota Statutes 469.175, subd.4a.
3. The City Manager is authorized and directed to forward a copy of the Plan to Hennepin
County for information purposes.
