DEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN
CENTER IN THE COUNTY OF HENNEPIN AND THE STATE
OF MINNESOTA
SPECIAL SESSION
JUNE 12, 1989

CALL TO ORDER
The Brooklyn Center Economic Development Authority met in special session and
was called to order by President Dean Nyquist at 10:07 p.m.
ROLL CALL
President Dean Nyquist, and Commissioners Todd Paulson and Philip Cohen. Also
present were EDA Director Gerald Splinter, Director of Planning and Inspection
Ron Warren, City Attorney Charlie LeFevere, EDA Coordinator Brad Hoffman, and
Administrative Aide Patti Page.
President Nyquist noted Commissioners Scott and Pedlar were absent from this
evening's meeting.
APPROVAL OF MINUTES - MAY 22 1989 - SPECIAL SESSION
There was a motion by Commissioner Paulson and seconded by President Nyquist to
approve the minutes of the May 22, 1989, Economic Development Authority meeting.
The motion passed. Commissioner Cohen abstained from the vote.
RESOLUTIONS
The EDA Director presented a Resolution Accepting Bids and Approving Contracts
for Heritage Center Amenities Project No. 89 -02. The EDA Coordinator stated
this is the last contract that needed to be bid for restoration of the farm. He
noted he hopes to have the final tabulation of all bids by the next meeting.
RESOLUTION NO. 89 -15
Commissioner Philip Cohen introduced the following resolution and moved its
adoption:
RESOLUTION ACCEPTING BIDS AND APPROVING CONTRACTS FOR HERITAGE CENTER AMENITIES

The motion for the adoption of the foregoing resolution was duly seconded by
Commissioner Todd Paulson, and the motion assed unanimously.

The EDA Director presented a Resolution Acquiring Excess MNDOT property. He
noted this item was discussed at the meeting on May 22, 1989, at which time the
Commissioners directed staff to put together an acquisition package.
RESOLUTION N0. 89 -16
Commissioner Todd Paulson introduced the following resolution and moved its
adoption:

RESOLUTION AUTHORIZING THE PURCHASE OF EXCESS MNDOT LAND
The motion for the adoption of the foregoing resolution was duly seconded by
Commissioner Philip Cohen, and the motion passed unanimously.

DEMOLITION OF BLACKSMITH SHOP
The EDA Director stated originally plans were to move the blacksmith shop on to
the property for future use. He noted in order to use the building the siding,
roof, and windows would have to be removed and replaced. He noted at this point
the only thing which would be saved from the blacksmith shop is the framing and
even some of that needed to be reinforced and rebuilt. He explained after the
contractors' reviewed this building they suggested demolishing it and
replicating it. He noted if all that is being saved of the existing blacksmith
shop is the framing, no one would ever see it. He stated staff proposes to
demolish the blacksmith shop and replicate it on the site. He noted key items
from the existing building would be saved. He stated there would be a financial
savings of approximately $8,000, and the project would be gaining a far superior
building and much more usable space on the second level.
There was a motion by Commissioner Cohen and seconded by Commissioner Paulson to
demolish the existing blacksmith shop and replicate it on the site. The motion
passed unanimously.
ADJOURNMENT
There was a motion by Commissioner Paulson and seconded by Commissioner Cohen to
adjourn the meeting. The motion passed unanimously. The Brooklyn Center
Economic Development Authority adjourned at 10:15 p.m.

Member introduced the following
resolution and moved its adoption:
EDA RESOLUTION NO.�
RESOLUTION DECLARING CERTAIN LANDS TO BE EXCESS
PROPERTY AND AUTHORIZING THE SALE OF SAME
WHEREAS, on February 13, 1989, the EDA purchased and
acquired that tract and parcel of land legally described as that
part of Lot 15 lying east of the west 110 feet, except the south
63 feet thereof, Block 4 Bellvue Acres; and
WHEREAS, at the time of such purchase the EDA
reasonably contemplated that the Property would be made available
for development pursuant to Minnesota Statutes, Chapter 462; and
WHEREAS, subsequent to such purchase the EDA has
ascertained that it is unreasonable to expect that a project
involving or including the Property could be established and
carried out within any foreseeable time.
NOW, THEREFORE, BE IT RESOLVED by the Economic
Development Authority in and for the City of Brooklyn Center as
follows:
1. The Property is declared to be in excess of the
foreseeable needs of the EDA; and as such is
declared to be excess property.
2. The Director is authorized and directed to seek
offers to purchase the Property at a price and on
such terms as shall be subject to the further
review and acceptance by the EDA.
3. The Director, in discharging such directive, shall
cause to be published in the official newspaper of
the City the notice contained in the attached
Exhibit A.
4. The Director may negotiate with any offerer as to
the purchase price and terms of sale, provided,
however, that no offer may be accepted unless
approved by the Board of Commissioners of the EDA.
5. The Director shall report to the Board at its
meeting on August 14, 1989, concerning any
recommendations which he may have regarding the
sale of the Property.

EXHIBIT A
The Economic Development Authority (EDA) in and for the City of
Brooklyn Center will accept written offers (purchase agreements)
for a single family lot located at 5345 Colfax Avenue North. The
legal description is as follows:
That part of Lot 15 lying east of the west 110 feet,
except the south 63 feet thereof, Block 4 Bellvue
Acres.
The EDA reserves the right to accept or reject any offer.
Minimum offer to be considered is $18,000. The lot is zoned
single family R -1. Preference will be given to offers proposing
low- and moderate - income housing.
Submit offers to the Brooklyn Center Economic Development
Authority, 6301 Shingle Creek Parkway, Brooklyn Center, Minnesota
55430. Offers and counteroffers will be considered until 2 PM,
Friday, the 11th of August. For further information, contact
