HomeMy WebLinkAbout1980 07-31 CCM Special Session MINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION JULY 31, 1980 CITY HALL CALL TO ORDER The Brooklyn Center City Council met in special session and was called to order by Mayor Dean Nyquist at 7:32 p.m. . ROLL CALL Mayor. Dean Nyquist, Councilmembers Tony Kuefler, Bill Fignar, and Celia Scott. Also present were City Manager Gerald Splinter and Administrative Assistant Tom Bublitz. Mayor Nyquist noted that Councilmember Lhotka would not be present at this evening's special meeting. INVOCATION The invocation was offered by Councilmember Celia Scott. EXPLOSIVES PERMIT The City Manager stated that the purpose of this evening's special meeting was to consider a request for an explosives permit from Lunda Construction Company. He stated that the explosives will be used to crack the footings ~' on the bridge at the T. H. 252 and.I -94 interchange. He noted that this type of work could be done with jackhammers but that it is more efficient to use explosives in this case. He stated that the Lunda Construction Company has furnished certificates of insurance to the City with the City named as co- insured. He stated that the staff recommends approval of the explosives permit for Lunda Construction Company with conditions recommended by the City Manager. He noted that Mr. Jannsen of the Minnesota Department of Transportation and also a representative from Lunda Construction Company were present at this evening's meeting to answer any questions that the Council might have of them. Councilmember Kuefler inquired what the duration of the blasting would be at the bridge. The representative from Lunda Construction Company stated that there will be one blast per abutment with a total of two abutments per bridge. He noted that there would be a half hour wait between explosions and stated.that there would be little noise from the explosions and added that it would not be as loud as noise made by pilehammers. The City Manager stated that there would be a minimum of ten hours notice given to the City by the construction company before blasting. Councilmember Fignar inquired whether traffic would be shut down on the highway during blasting. Mr. Jannsen of MN /DOT stated that all traffic would be shut down for the incident of the blast and noted that it would be about a five minute stop for traffic during the blast, Councilmember Fignar inquired whether there would be any time saved by using blasting instead of some other method. Mr. Jannsen stated that the expense of blasting is less than that required by other methods since there is less labor involved. He noted that by using blasting instead of pilehammers, there would be approximately a week of labor saved. He added that MN /DOT feels it is more safe than pilehammers for passing traffic since there could be a chance of flying debris on the roadway with the pilehammers. 7 -31 -80 -1- There was a motion by Councilmember Fignar and seconded by Councilmenber Scott to authorize the explosives permit for Lunda Construction Con.pany to detonate explosives for the purpose of cracking removing bridge abutments and piers on the State Highway Department I -94 construction project within the City limits of Brooklyn Center with the following conditions: 1. The individual actually detonating the explosives must have prior approval of,the City Manager_ Z_ The permit holder shall meet all state, federal, and local regulation regarding the storage, handling, and use of explosives_ 3_ The permit holder shall notify the Brooklyn Center Police Department. at least ten hours in advance of the detonation of the explosives- 4- The permit holder shall name the City of Brooklyn Center as an additional insured on its insurance policy for claims arising out of the use, handling, and storage of explosives by Lunda Constructior€ Company or their agent. 5. There shall be no storage of explosives within Brooklyn Center without prior approval of the storage and its facilities by the City Manager's office 6. The City Manager's office or his assignee shall have the right to regulate the timing and the use of explosives so "as to minimize- disturbances and maximize safety aspects of the as Voting in favor: Mayor Nyquist, Councilmembers Kuefler, Fignar, and Scott; voting against: none, the motion passed unanimously- ADJOURNMENT" There was a motion by Councilmember Kuefler and seconded by Councilmember Fignar to adjourn the special meeting_ Voting in favor: Mayor Nyquist., Councilmembers Kuefler, Fignar, and Scott.
