and was called to orderl. Mayor Philip Cohen at 7:30 p.rrr®

invocation The invocation was offered by Councilman Maurice Britts.
Approval of Minutes Motion by C Britts and seconded by Councilman
12-9-74 Fignar to approvc, the minutes of the December 9, 1974
meeting as Evl�rritted. Voting in favor were: Mayor Cohen,
Council.mpri Britts, Kuefler, Fignar and Jensen. Voting
aciainst, none. The motion passed unanimously.
Consideration of The City ill anaqf=,- introduced the first item of business
Damage Claim on the agenda, the consideration of a damage claim® He
briefly revi-ewed t'--e background information regarding the
damage claim. 1 1-te noted that the claim arose out of action
by members of the Police Department executing an authorized
search v-va(,--6nt. He stated that the officers damaged two
doors j-) of executing the warrant. He noted
that the r, 1 was for '60 and was submitted by Mr. L. E.

Councilman Fignar inquired as to the possibility of
insurance f< .)r ^ -uch occasions. The City Manager responded
by stating that insurance for this type of claim would not

The City Manager reiterated that a formal grievance pro-
cedure like those that exist in contractual agreements
is not solution orientated. He noted that they are more
P—cedure orientated as to moving the grievances up
through the process. Councilman Fignar noted that there
seems to be no obvious warrants for a formal mechanism
and stated that he felt the grievance procedure as pro-
posed in the ordinance would serve the purpose.
Councilman Jensen commented that he felt such a formal
grievance mechanism might do more harm than good and
that it might destroy the management concept in the
employer - employee relationship.
Councilman Kuefler suggested a check with other com-
munities to compare their grievance procedure for non-
organized employees. He noted that he was not acquainted
with any grievance procedure board in private industry
for nonorganized employees.
Councilman Fignar left the table at 11:45 and returned at
11:48 p.m.
Motion by Councilman Jensen and seconded by Councilman ORDINANCE
Kuefler to approve the first reading of ordinance amending First Reading
Chapter 17. Voting in favor were: Mayor Cohen, Council-
men Kuefler, Jensen and Fignar. Voting against: Council-
man Britts. The motion passed.
Member Maurice Britts introduced the following resolution RESOLUTION
and moved its adoption: NO. 74-216
RESOLUTION AUTHORIZING PAYMENT OF CERTAIN
HOSPITAL - MEDICAL INSURANCE COSTS
The motion for the adoption of the foregoing resolution
was duly seconded by member Bill Fignar, and upon
vote being taken thereon, the following voted in favor
thereof: Philip Cohen, Maurice Britts, Tor, Kuefler,
Bill Fignar and Robert Jensen; and the following voted
against the same: none, whereupon said resolution
was declared duly passed and adopted.
The City Manager next referred to a props .�ed resolution
containing wage and salary recommendations for 1975.
An extended discussion ensued relative to the recom-
mendations and related Job performances.
Following Council deliberations on the recommendations RESOLUTION
member Robert Jensen introduced the following resolution NO. 74-217
and moved Its adoption:

YEAR 1975
The motion for the adoption of the foregoing resolution
was duly seconded by member Bill Fignar, and upon
vote being taken thereon, the following voted in favor
