Petit petition pertaining to changes in Chapter
5 Of t he e-_c; . City Clerk Allen Lindman pro-
ceeder": tc ,%w and certify the results of the initiative
by Messrs. Hannay, Heenan, Vaughn,
an Mi :.. Fcrstrom, received at the City Clerk's
office f. ;, M =ard I2, 1976 at 4:00 p. m. He stated that of the
6,4,55 aff-lixed to the petition 1,248 were found to
b� 1'nvaL.d, a total of 5,207 valid petition signatures.

He further stated that these 5,207 signatures constitute
27® 84% of the total 18, 701 registered ,Trjt✓rJ at the last
municipal election held on November 4, 1975, in response
to a question by Mayor Cohen the City Clerk Mated that
the signatures on the petition were validated by nosing the
matiter voter registration list® Councilman Britts inquired
as to what constitutes an invalid signature. The City
Clerk responded that nonregistered voter-, r (7nresidents,
and persons that had not properly signed the petition con -
stituted the 1 ,248 invalid signatures.
Mayor Cohen briefly reviewed, City Charter provisicns
relating to action of the Council on a ,petit' - act.i�n c n, explaining
that the Council is required to take final on the ,pro-
posed ordinance within 65 days, which wc�u d be May 26,
1.976. He recommended that the Council consider this a
f°ir,st reading of the propos ordinance charge tc Chapter 5
arid continue the first reading to the Apr.1l 19, 1976 Council
'meeting for Council discussion of the propn° ° -d ordinance.
Councilman Britts stated that he thought th ,proposed
petition was for a change to the Charter. The City Manager
responded that the petition that is before the Ccuncil is for
a change to Chapter 5 of the City Ordinances and that there
has also been a petition circulated to change the City
Charter. He further stated that the Charter �e't`it.a has not
yet been presented to the Council frog the Charter Commission,
and it is not yet know what the status of that pet'Ition is.
A brief discussion ensued relative to the ordi nance petition
and public hearing requiremerfts of the Charier® Councilman
Britts requested the City Attorney to review the pertion of
the proposed ordinance change relating to the selection of
Fire Department officers and members to d= termine if it meets
affirmative action standards.

Mayer Cohen recognized Mr. Dave Heegaard, who repre-
se, ted the applicant. Mr. Heegaard :-x lained' that
