HomeMy WebLinkAbout1974 07-29 CCM Special Session 1-11 CC U T MINUTIES OF THE PROCEEDINGS OF THE CITY 1, O F J� THE C11 - Y OF BROOKLYN CENTER IN THE COUNTY OF HENNEP_.1k AND THE STATE OF MINNESOTA SPECIAL SESSION JULY 29, 1974 CITY HALL Call to Order The Brooklyn Center City Council met in special session and was called to order by Mayor Philip Cohen at 7:30 p-.m,, Roll Call Mav( Cohen, Councilmen Jensen, Kuefler, Britts and Fignar., Also present were City Manager Donald Poss, Directo. of Public Works James Merila, and Administrative Assistants Daniel Hartman and James Lacina. Hearing on Walkway The Mayor announced that the special meeting of the City Project for 55th Counc-l"I had been called to hear testimony regarding the Avenue North portion of the walkway network proposed. for 55th Avenue North between Logan Avenue North and Russell Avenue North, The C;'.t7 Manager provided background information on the walkway network and the subject segment. The Director of Public Works next made a presentation I on he walkway network, stating that at present 36 miles, of walkway have been installed in Brooklyn Center., He presented statistics showing the decline in pe accident rates as correlated to the develop- ment of tlhe walkway system® He also presented slides showing the area on 55th Avenue North. Mr. Merila presented a traffic analysis taken JLine 20, 1 1974 cri :53 Avenue North. He stated that the amount of try lac ge-nerated at certain intersections would seem to warra'ntl Some type of walkway for safety purposes. He commen that 55th Avenue North also experiences a amount of pedestrian traffic. The Ma . recognized Mr. Louis Sullivan, 2321 - 1 Ave= North, who stated that he was in opposition to the walkway project since there was no need for such a walkw;ay. He commented that he would be in favor of the project IJ a footbridge was also provided over State Highway 100 giving citizens access to Brookdale, He stated that as a member of the Southeast Neighborhood Advisory Committee he would recommend such a walk- way A a footbridge was provided, Mayor Cohen next recognized residents of 20 Av,e North, 2218 - 55th Avenue North, 2200 55th Avenue North, 5542 Oliver Avenue North who stated their ccncerns and positions for and against the pro- posed walkway segment. Discussion ensued regarding the conclusion to be drawn from engineering statistics, dimenolons of the street right of way, trees, and the nat'are of pedestrian and vehicular traffic in the area, 7-29-741 Motion by Councilman Jensen and seconded by Closing the Councilman Fignar to close the public hearing. Hearing Voting in favor werea Mayor Cohen, Councilmen Britts, Kuefler, Fignar and Jensen, Voting against: none, The motion passed unanimously, r Mayor Cohen then commented on a proposed concept for a footbridge over State Highway 100. He stated that he had been in communication with the State Highway Department, the City of Minneapolis, and the business community regarding'such a proposed footbridge over State Highway 100, He stated that at present it is merely in a discussion stage. Councilman Jensen then stated that he favors the walkway network, but the walkway segments should link areas of high activity and Lions Park does not constitute such an area, He stated that he would favor the walkway project on 55th Avenue North if some type of footbridge was provided over State Highway 100. He commented that his position would be to defer the walkway project until some determination has been made in terms of the foot- bridge. Councilman Fignar next commented that he too would be in favor of the walkway project if some type of access could be provided to Brookdale e He stated that he would favor the deferment of the project at this time. Councilman Kuefler also took the position that a footbridge would justify the walkway on 55th Avenue North.
