motion passed unanimously.
Motion by Councilman Fignar and seconded by Councilman Action Authorizing
Jensen to authorize the issuance of a Sunday intoxicating Issuance of a Sunday
liquor license for J. W. A. Corporation to be operated at Intoxicating Liquor
Jimmy's Lemon Tree Restaurant, 5540 Brooklyn Boulevard License (J. W. A.

The City Manager next announced that public hearings had Public Hearing
been scheduled for improvement project Nos. 1974 -32 and (Improvement Project

the Group Health Plan and traditional forms of medical care
is one of having a membership usually through an established
employer base or other group, rather than individual physi-
cians having their own clientele.
He also noted that while a broad array of comprehensive
medical care would be available at the facility, it is
generally an outpatient care clinic and centralized record
storage facilities would be located elsewhere in an adminis-
trative facility which would be delivered to this p articular
clinic. He concluded that in general the clinic is intended
to serve members of the Group Health Plan who live in the
northwest suburban area.
Mr. Tremere then presented a detailed overview of the
project and described the design of the building. He noted
that the building would be located in such a manner that

North except for its service entrance from Noble Avenue
North near 69th Avenue North.
Mr. Tremere stated that the application was considered by
the Planning Commission with recommendation for approval
outlined in Planning Commission Resolution No. 5. He
stated that the Northwest Neighborhood Advisory Group
has submitted a written recommendation to the file unani-
mously endorsing the proposal.
The Director of Planning and Inspection next reviewed
Planning Commission Application No. 74049. He stated
that the application was for prelirninary plat approval of
the parcel at 69th Avenue North and Lee Avenue North.
He commented that the Director of Public Works has
reviewed the plat in terms of the availability of utilities
and the need for easemento iii the area.
Mr. Tremere then presented Planning Commission
Application No. 74050. He stated that the applicant is
requesting site and building plan approval for an approxi-
mate 17,000 square foot. Group Health Plan medical clinic
at 69th Avenue North and Lee Avenue North.
He explained that one primary concern is the status of
an ordinance required underground irrigation system and
ordinance required sodding in consideration of the appli-
cant's proposal to defer the installation of a certain
amount of the required parking spaces. He explained that
the areas affected are the deferred parking areas easterly
of the proposed building and particularly, the green strip
area along Lee Avenue North between the proposed curb
cuts, as well as the undeveloped land to the south of the
building. He stated that it would be his recommendation
for approval to specifically comprehend that which would
be deferred and that which would be initially required.
Mr. Tremere stated that there would also be a need
eventually for screen berming along Lee Avenue North.
He voiced concern with aesthetic comparability with the
Post Office landscaping along Lee Avenue North and the
need to provide an underground irrigation system to develop
landscaped areas. He noted that despite the existence of
a substantial number of trees, the turf in the area is well
worn and in need of upgrading.

Fignar to approve Planning Commission Application No. Planning Commission
74051 submitted by the Allstate Leasing Corporation subject Application No. 74051
to the following conditions (Allstate Leasing
Corporation)
1 . The permit is for a single tenancy noted by the
applicant as verified by the Building Official
and is non - transferable.
2. Issuance of the permit is contingent upon
review of appropriate building plans and
certification of occupancy by the Building
Official.
3. The special use is subject to all applicable
codes and ordinance requirements and violation
thereof shall be grounds for revocation.
Voting in favor were. Mayor Cohen, Councilmen Britts,
Kuefler, Fignar and Jensen. Voting against- none. The
motion passed unanimously.
The City Manager next introduced as a matter of discussion Snowmobile
the snowmobile regulations in Brooklyn Center. He stated Regulations
that a survey of practices in neighboring communities has
been conducted pursuant to previous Council direction. A
short review ensued relative to the survey and snowmobile
regulations throughout the metropolitan area.
The City Manager commented that the State law regulating
snowmobiles has been amended by the Legislature. He
stated that snowmobilers must now obtain permission from
the land owner to use their machines on private land.
A discussion ensu ad relative to the procedures to be used
for a public hearing on the snowmobile regulations in
Brooklyn Center. It wa- the general. consensus of the City
Council that a publ.11c heariirg be held in November to
discuss the issue, of snowmc fling in Brooklyn Center.
Councilman Fignar asked who would be responsible for the
use of a snowmobile by individuals under 18 years of age.
The City Manager commented that the adult owner of the
snowmobile is responsible for the use of his machine.
Councilman Jensen requested information prior to the
hearing dealing with statute and ordinance provisions
relating to snowmobiling, parking areas around the trail
system, complaints received by the police department,
accident reports involving �,)n jwmobiles and major trail
systems within a close prcaxi ity of Brooklyn Center.
Councilman Kuefler also req'. information on the
snowmobile patrol and its relationship to the Police
Department. Councilman Britts requested that staff
address the matter of 73rd Avenue residents wishing to
cross 73rd Avenue on snowmobiles t® reach Brooklyn
Park fields.

Section 1 . Chapter 4 of the City Ordinances is
hereby amended by the addition of the following:
Section 4 -205. WAFER SERVICE LINE REPAIR
PROCEDURES AND REGULATIONS.
Subdivision 1 . Permit Application. Any property
a
owner, before proceeding with repair or adj ustment of a
water service line to a dwelling or building from the
public water system of the City of Brooklyn Center,
pursuant to Section 4 -201 (I') of this Ordinance, shall
secure a permit therefor, through a licensed plumber,
at the City Department of Planning and Inspection.
Subdivision 2. Repair Requirements. No water
service line between the street main and the building
being served shall be repaired or adjusted until a
licensed plumber has obtained a repair permit from the
City Planning and Inspection Department. Any adopted
permit fee shall b e paid to the City General Fund as
payment for inspection services. In repairinq said water
service line the pluknber shall adhere to standards of
workmanship and reyair procedures as determined by the
Public Works Director. It shall be unlawful to cover the
water service line until inspected by _a representative of
the Planning and Inspection Department.
Section 4 -005. SEWER SERVICE LINE REPAIR
PROCEDURES AND REGULATIONS.

sanitary sewer service line to a dwelling or building

THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER

DOES ORDAIN AS FOLLOWS-.
° Section I. Section 35 -210 (1) (d) is hereby
amended as follows-,
(d) Not less than ten (10) days before the date
of the hearing, the Secretary of the Planning Commission
shall mail notice of the hearing to the applicant and to the
property owners within [250] 350 feet (including streets)
of the subject property. The failure of any such owner or
occupant to receive such notice shall not invalidate the
proceedings hereunder.
Section 2. This ordinance shall become effective
after adoption and upon thirty (30) days following its legal
publicaltion.
Adopted this 21st day of October, 1974,

The City Manager next discussed the concept of a Detached Detached Worker
Worker for Brooklyn Center. He commented that discussion Concept for
has been held with YMCA officials regarding the possibility Brooklyn Center
of developing a Detached Worker program in the community.
He described features of the Detached Worker concept,
stating that the program hay been a very successful youth
program in other communities
The City Manager continued by t - at ?ng that the Detached
Worker program had been de ,,reloped and � '].sed in central
cities. He commented that f ndi'ng of the program is a
problem since the Detached Worker program had been funded
by LEAA funds but the funds are n s Danger available. He
stated that if such a concept wculd be developed for Brooklyn
Center, sources of f andi.ng we ld have to be obtained from
private as well as local govern? ,- ntal sources. He commented
that contact has been made with bu ine_7ses in the community
and funds have been comnni,tted by Dayton - Hudson Corporation,
Lynbrook Bowl, Shopper' C ll and the Suburban Recreation
Association.
He commented that the YMCA h i =. requo �ted City participation
by providing $2,500 a year toward the coats of the program.
He commented that wi ^L_h fund available, a detached worker
could be provided for Brno lynx Ce ;t it on a 25 -hour a week
basis. He stated hiss that the City Council
authorize the expendJ,t,2re of S2,500 for the program.
