HomeMy WebLinkAbout1973 06-12 CCM Board of Equalization IVINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA BOARD OF EQUALIZATION JUNE 12, 1973 CI'T'Y FALL Cali to Order The City Council met as the Board of Equalization and was called to order by !1!ayor Philip Cohen at 7 :34 p.m. Roll Call Mayor Cohen, Councilmen Leary, Kuefier, and Fignar. Also present were City Manager Donald Poss, City Assessor John Nordberg, and Administrative Assistant Daniel Hartman. Purpose of Board Mayor Cohen commented that pursuant to iN innesota of Equalization State Statutes, Chapter 274, and the City Charter, Section 7.04, the City Council sits as the Board of Equalization to review assessments of property for taxation purposes. Process of Property The Mayor then requested that the City Manager review Taxation certain features of property taxation and notification used in Brooklyn Center pursuant to state law. The City Manager stated that property taxation procedures are established by the >> innesota Legislature which vests administrative conLrvl ,,- ±h the State Commissioner of Taxation. He further stated that the Legislat;on- provides for a system of administrative controls by county assessors and local assessors in certain cities and villages. Ike commented that Brooklyn Center ,, .n?a s one of the few municipalities with adindnistra.tive control in its local assessor. The City Manager outlined some of the changes brought about by the 1973 Minnesota Legislature, He empha- sized that the. State Legislature is committed to equal- izing valuations throughout the state by using market value for assessment of property. The City i�,yanager commented that Brooklyn Center has been involved in a program of so equalizing valuations of property to the market value. City Assessor's The Mlayor then called upon City Assessor John Nordberg Annual Report for his annual assessment report. The City Assessor proceeded to describe the equalization program conducted in Brooklyn Center. He stated that his office has notified approximately 4,500 property owners of changes in their valuation. He commented that property values in Brooklyn Center had typically increased between 1/2% and 4% over the past year which is within the established state limit of a 5% increase on an ir.dil ddual property. Councilman Leary inquired as to the technique usiF-i in arriving at the market value of pr- pei•ty. . The City Assessor stated that the major tool :.avallatle is tha record of property sales in the area. Councilman Britts arrived at 7 :56 p.m. -1- 6­12 -73 Procedure of the llv.'-ayor Cohen outlined the state law dealing with the Board of Equalization procedure of a Board of Equalization. He seated that the Poard could take up to 20 days to complete its business. He also commented that requests for review by the Board of Equalization may be submitted in writing to the Assessor's office prior to the meeting. Requests for Review The Mayor asked if the City Assessor had received any requests to be reviewed by the Board of Equalization. The City Assessor answered in the negative. Increase in Evaluation Councilman Kuefler then asked if the records were available on the increase in total valuation for Brooklyn Center. The City Assessor stated that he would be receiving the information from the County in the near future. Land Value Determination Councilman Fignar inquired as to how land value was determined for undeveloped land in Brooklyn Center. The City Assessor stated that it was dependent on location and zoning. He commented that commercial land is viewed as to its income producing potential whereas residential property is viewed only in terms of its current market value. .Adjournment Motion by Councilman Kuefier and seconded by Council- man Fignar to adjourn the Board of Equalization for 1973 noting for the record thi.,c no requests were filed by Brooklyn Center property owners for a review of their assessed valuation. Voting in favor were: Mayor Philip Cohen, Councilmen Leary, Britts , Fignar,- and Kuefler. Voting against the same: none. Motion passed unanimously.
