MINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL
OF THE CITY OF BROOKLYN CENTER 1N THE COUNTY OF
HENNEPIN AND THE STATE OF MINNESOTA
SPECIAL SESSION
SEPTEMBER 12, 1973
CITY HALL
Call to Order The City Council met in special session and was called
to order by Mayor Philip Colien at 8:13 p.m.
Roll Call Mayor Cohen, Councilmen Britts, Kuefler, and Fignar.
Also present were City Manager Donald Poss, Director
of Finance Paul Holmlund and Administrative Assistants
James Lacina and Daniel Hartman.
Motion to Reconvene Motion by Councilman Britts and seconded by Ccuncil-
the 1974 Budget Nearing man Kuefler to reconvene the 1974 budget hearing.
Voting in favor were: Mayor Cohen, Couwc lwen Britts,
Fignar and Kuefler. Voting against: none. Miotion
passed.
Presentation of 1974 The City Manager introduced the 1974 proposed general
Proposed Budget fund budget. He stated that the budget reflects four
major areas of charge: Revenue Sharing, additional
personnel in the Department, the duties of the
Street Superintendent and the Civil Defense program.
Mayor Cohen left the table at 8:55 p.m. and returned
at 9:00 p.m.
The City Manager reviewed deto.-do and responded to
questions regarding the 1974 rei7enue estimates and
the summaries of appropriations and expenditures.
Particular emphasis was devoted to the tax levy limita-
tions and the special levies matures enacted by the
1973 Legislature and their eff act on the 1974 budget.
Clarification was also provided with regard to the use
of Revenue Sharing in the proposed 1974 budget, as
well as in an amended 1973 budget. In the discussion
of proposed appropriations, it was emphasized that the
labor costs of providing municipal services traditionally
amounts to approximately 70% of the total annual
budgets.
Mayor Cohen left the table at 9:28 p.m. and returned
at 9:35 p.m,
Recess The Council recessed at 9:50 p.m. and resumed its
review of the proposed budget at 9:55 p.m.
Adjournment Motion by Councilman Kuefler and seconded by Council -
man Fignar to adjourn the special meeting of the City
Council for consideration of the 1974 proposed budget
to September 17, 1973. Vct.ng in favor were: Mayor
Cohen, Councilmen Britts, Kuefler and Fignar. Voting
against: none. Motion passed. The Brooklyn Center
City Council adjourned at 10:37 p.m.
