HomeMy WebLinkAbout1971 01-11 CCM Regular Session Minutes of the Proceedings of the City Council of the City of Brooklyn Center In the County of Hennepin and State of Minnesota January 11, 1971 The City Council met in regular session and was called to order by Mayor Philip Cohen at 7 :3 5 P. M. Roll Call: Philip Cohen, John Leary, Vernon Ausen, Howard Heck and Theodore Millard. Also present were: Donald Poss, Pahl Holmlund, Richard Schieffer, James Merila, Thomas 4'Hehir and Tom Loucks. Motion by Councilman Ausen and seconded by Councilman Heck to approve the minutes of the January 4, 1971 meeting as submitted. Voting in favor were: Mayor Cohen, Councilmen Leary, Ausen, Heck and Willard. Voting against were: none. Motion carried unanimously. Mayor Cohen then announced his appointment of Jim Monaghan of 7211 Woodbine Lane as Chairman of the Human Rights Chairman. Motion by Councilman Leary and seconded by Councilman Willard to confirm Mayor Cohen's appointment of Mr. James Monaghan as Chairman of the Human Rights Commission for a term of two years effective January 1, 1971 to replace Mr, Leon Binger whose term expired December 31, 1970. Voting in favor were: Mayor Cohen, Councilmen Leary, Ausen, Heck and Willard. Voting against were: none. Motion carried unanimcusl%r. Motion by Councilman Heck and seconded by Councilman Ausen to direct the City Manager to draft a resolution of appreciation to be presented to former Human Rights Commission Chairman Leon Binger at the City Council meeting of January 18, 1971. Voting in favor were: Mayor Cohen, Councilmen Leary, Ausen, Heck and Willard. Voting against were: none. Motion carried unanimously. The next item of business was a presentation by Councilman Willard in regard to the proposed snowmobile trails in the Palmer Lake Basin. Council- man Willard gave a graphic illustration of the trail. system. Mayor Cohen noted that it appears the trail does not conflict with pedestrian traffic at any point of the recommended trail. Upon receiving and answering related questions from the audience, a motion was made by Councilman Willard and seconded by Councilman Leary to instruct the City Manager to prepare a resolution that would approve snowmobiling in certain park areas, including the snowmobile trails as indicated, on the map used for illustration. Voting in favor were; Mayor Cohen, Councilmen Leary, Ausen, Heck and Willard. Voting against were: none, Motion carried unanimously. The next item of business consisted of discussion with the various elected officials County Commissioner Lindgren, State Senator Nyquist and State Representative Scherer regarding their views on current problems and 1971 legislative proposals. Discussion with Commissioner Lindgren related to the following matters: the possible extension of Xerxes Avenue ld!rough the Palmer Lake Basin, the County schedule for upgrading 69th Avenue North through Brooklyn Center, County participation in lake restoration and and development projects, a rumored County participation in ice arena construction, and the extent of intended County involvement in health planning and service delivery, welfare programming, 1971 Hennepin County legislative proposals, and furnishing agendas and minutes of Hennepin County Board meetings. Commissioner Lindgren responded his intention to Esecure information relative to the subject matters and to convey such information to the City Council. ..1_ Discussion with Senator Nyquist and Representative icherer related to the property tax problem, a construction schedule for the extension of I -94 through the Minneapolis- Camden area into Brooklyn Center, the concept of an elected versus an appointed Metropolitan Council, reapportionment of the State Legislature based upon the 1970 census and possibly modification of State Laws relating to raffles and to liquor licensing restrictions. Mayor Cohen announced his intention to invite Senator Nyquist, Representative Scherer, and Commissioner Lindgren to a subsequent City Council legislative meeting some time in March after the legislative session is well under way. Motion by Councilman Heck and seconded by Councilman Leary to adjourn the City Council meeting, Voting in favor were: Mayor Cohen, Councilmen Leary, Ausen, Heck and Willard.
