Council of the City of Brooklyn Center

The City Council met as a Board of Equalization and was called to
order by Mayor Philip Cohen at 7 :40 P. M.
Roll Call: Mayor Cohen, Councilmen Leary, Ausen, Heck and Willard.
Other present were: City Manager Donald Poss, Director of Public Works James
Merila, Director of Finance Paul Holmlund, City Assessor John Nordberg,
Assistant County Assessor Ray Jeh nson, Administrative Assistants Tom Loucks
and Blair Tremere.
Mayor Cohen commented that pursuant to Minnesota State Statutes,
Chapter 274 and the City Charter, Section 7.04 the City Council sits as a
Board of Equalization to review assessments of property for taxation purposes.
He further commented that the notice of the time and place of the meeting of the
Board of Equalization had been published and posted as required by law.
Mayor Cohen noted that the Board was considering only new
construction assessment as of January 2, 1971 for taxes payable in 1972.
Mayor Cohen then called upon City Assessor John Nordbeg f6r
his assessment report. Mir. Nordberg explained that there was no revaluation
this year on land, that it was only on new construction. ft , aaftd :that new
construction was down this year mainly due to econamic pressure's * rational
scale. He did note that there had been a valuation increase of over $500,000
as compared to the assessment in 1970. There then ensue"&A 4iscussion berveen
members of the Council and Mr. Nordberg concerning the procedures and standards
used by the Assessor's office in determining the value of new construction and
real estate in general.
Mayer Cohen called upon Assistant County Assessor Ray Johnson
for comments concerning new developments in assessment and valuation
procedures.
Mr. Johnson stated that through June 1, 1971 the County had
handled approximately 1,473 abatement applications and that very few were
from the City of Brooklyn Center. He thendscussed three developments which
he said would have an effect on the City of Brooklyn Center in the near future.
1. The present special session of the legislation is
expected to move up the date of the Board of Review
hearings about one month; thus, the City Assessor's
office will have less time to complete its work,
2. New legislation provides that a new market value base
of 100% will be used rather then the present 33 1,/3
market value base.
3. 1972 and 1973 will be rear estate assessment years
as will odd numbered years after 1973.
Mayor Cohen noted htat there had been no requests from property
owners for review and that no property owners were present at the hearing.
Motion by Councilman Heck and seconded by Councilman Ausen
to adjourn the Board of Equalization for 1971 noting that no property owners
were present at the hearing. Voting in favor were: Mayor Cohen, Councilmen
Leary, Ausen, Heck and Willard. Voting against were; none. Motion carried
unanimously. The 1971 Board of Equalization hearing adjourned at 8:20 P.M.
